Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. G. CITIZEN COMMENTS Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. Speaker Request Online Form: https://www.farmersbranchtx.gov/101/City-Council There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. When called by the Mayor, please approach the podium and state your name and address prior to beginning your comment. CONSENT AGENDA H.1 22-720 Consider approving the following City Council meeting minutes; and take appropriate action. · December 13, 2022 Regular Meeting H.2 R2023-004 Consider approving Resolution No. 2023-004 authorizing a change order with SYB Construction Company LLC. in the amount of $62,880.00 for the Water Main Replacement Group A project; and take appropriate action. H.4 R2023-006 Consider approving Resolution No. 2023-006 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 2642 Marietta Drive; and take appropriate action. H.5 R2023-007 Consider approving Resolution No. 2023-007 for a Detailed Site Plan for a mixed-use development on a 3.62-acre tract located at 12099 Luna Road; and take appropriate action. H.6 ORD-3782 Consider adopting Ordinance No. 3782 abandoning and vacating the public street right of way known as Carrick Street; and take appropriate action. H.7 22-735 Consider appointing members to the Tax Increment Finance Zone No. Two Board; and take appropriate action. H.8 R2023-008 Consider approving Resolution No. 2023-008 authorizing an agreement for grounds maintenance services in the amount of $248,915 to SRH Landscape, LLC; and take appropriate action. H.9 R2023-009 Consider approving Resolution No. 2023-009 authorizing the City Manager to negotiate and execute a contract with QBE for medical stop-loss insurance coverage in an amount not to exceed $465,000 for the 2023 plan year; and take appropriate action. H.10 R2023-003 Consider approving Resolution No. 2023-003 authorizing the City Manager to negotiate and execute an agreement for legal services in connection with the recovery of franchise fees with the law firms of McKool Smith, P.C., Korein Tillery LLC, and Ashcroft Sutton Reyes LLC; and take appropriate action. I. PUBLIC HEARINGS I.1 ORD-3779 Conduct a public hearing and consider adopting Ordinance No. 3779 for a Specific Use Permit for outside storage on an approximate 3.36-acre property located at 13998 Diplomat Drive; and take appropriate action. I.2 ORD-3781 Conduct a public hearing and consider adopting Ordinance No. 3781 for a Specific Use Permit and associated Detailed Site Plan allowing vehicle repair use located at 3607 Garden Brook Drive; and take appropriate action. REGULAR AGENDA ITEMS City of Farmers Branch Page 3 Printed on 1/10/2023 City Council Meeting Agenda January 17, 2023 J.1 R2023-010 Consider approving Resolution No. 2023-010 authorizing the City Manager to approve the purchase of Five Tahoe Patrol vehicles in the amount of $209,075 from Reliable Chevrolet through the Texas Sheriffs’ Association Purchasing Contract; and take appropriate action. J.2 R2023-011 Consider approving Resolution No. 2023-011 authorizing program funding agreement in the amount of $230,000 with Metrocrest Services, Inc. related to Preventing Homelessness, and take appropriate action. K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway.
