Govt. Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. A. CALL TO ORDER - STUDY SESSION (4 P.M.) A.1 23-184 Discuss regular agenda items. A.2 23-177 Receive biannual update from the Historical Preservation and Restoration Board. A.3 23-181 Discuss and review the City's financial status, revenues, expenditures, projects, balances, capital projects, fixed assets, and other items related to the 2022-23 Mid-Year Budget, future City budgets, and long-range planning activities. A.4 23-188 Discuss amendments to the City’s Ethics Policy related to the endorsement of candidates. A.5 23-194 Discuss possible options for recording all Boards meetings. A.6 23-185 Discuss future agenda items. B. EXECUTIVE SESSION B.1 23-199 Pursuant to Texas Government Code Section 551.071 Consultation with City Attorney, the City Council will convene into closed Executive Session to discuss threatened litigation. ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. G. DISCUSS THE STATE OF THE CITY H. CONSENT AGENDA H.1 23-186 Consider approving the following City Council meeting minutes; and take appropriate action. · March 21, 2023 Regular Meeting H.2 R2023-045 Consider approving Resolution No. 2023-045 authorizing the City Manager to enter into an agreement with Wheelhouse Innovations, LLC for the branding and marketing for the Event Center in the amount of $25,000; and take appropriate action. I. PUBLIC HEARINGS I.1 ORD-3790 Conduct a public hearing and consider adopting Ordinance No. 3790 for a Specific Use Permit for an animal kennel (without outside runs, play area) on a portion of an approximate 4.3-acre property located at 4280 Spring Valley Road; and take appropriate action. J. REGULAR AGENDA ITEMS J.1 R2023-043 Consider approving Resolution No. 2023-043 approving the contract with Fuquay, Inc. in the amount of $483,075 for the replacement of sewer line in the easement between Brandywine Drive and Springvale Lane as part of the Dallas County Community Development Block Grant (CDBG) 2022-2023; and take appropriate action. J.2 23-190 Discuss and receive a presentation from staff regarding upcoming Public Engagement Push #3 activities related to the citywide Comprehensive Plan update. K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. CITIZEN COMMENTS City of Farmers Branch Page 2 Printed on 3/31/2023 City Council Meeting Agenda April 4, 2023 Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. Speaker Request Online Form: https://www.farmersbranchtx.gov/101/City-Council There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. When called by the Mayor, please approach the podium and state your name and address prior to beginning your comment. If you have written notes you wish to present to Mayor and Council, please furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to the City Secretary. Please direct your comments to the City Council and not the audience. M. ADJOURNMENT The City Council may convene into executive session at anytime during the Study Session or Regular meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking confidential legal advice from the City Attorney on any agenda item. Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72 hours prior to the meeting.
