In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.

upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported

H.1 23-167 Consider approving the following City Council meeting minutes; and take
appropriate action.

H.2 R2023-036 Consider approving Resolution No. 2023-036 authorizing the City Manager
to enter into an agreement with Envirophase Environmental Consulting, Inc.
for the asbestos abatement and demolition of city owned property located
at 2335 Jett Street in the amount of $90,015.00; and take appropriate
action.

H.3 R2023-025 Consider approving Resolution No. 2023-025 authorizing CorWorth
Company to provide the purchase, delivery and installation of a
prefabricated concrete restroom and related items for the improvements at
Joya Playground at Oran Good Park in the amount of $138,889.00; and
take appropriate action.
I. PUBLIC HEARINGS
I.1 ORD-3788 Conduct a public hearing and consider the request to rezone
approximately 3.9 acres for the property located at 13342 Midway Road,
described as Lot 1, Block A, Midway-McEwen Addition, from Light
Industrial (LI) zoning district to Planned Development District No. 108
(PD-108) zoning district, including creation of PD-108, to allow, including
but not limited to, multi-family residential development with a structured
parking garage as a permitted use, establish related development
standards; and take appropriate action.
J. REGULAR AGENDA ITEMS
J.1 R2023-042 Consider approving Resolution No. 2023-042 authorizing Quorum
Architects, Inc. to provide architectural design and related items to develop
the construction documents and provide administrative oversight of The
Branch Connection Renovation project in the amount of $298,300.00; and
take appropriate action.
J.2 R2023-034 Consider approving Resolution No. 2023-034 adopting the Annual
Comprehensive Financial Report for the fiscal year ending September 30,
2022 as submitted by FORVIS, LLP; and take appropriate action.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
M. ADJOURNMENT
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
