In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
A. CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 23-558 Discuss Regular Agenda items.
A.2 23-549 Discuss the Proposed Fiscal Year 2023-24 Balanced Budget and
Proposed Current Year Amended Budget.
A.3 23-547 Receive an update on the formation of the Multi-Cultural Task Force.
A.4 23-177 Receive biannual update from the Historical Preservation and Restoration
Board.
A.5 23-577 Discuss amending the new event center name.
A.6 23-574 Discuss future agenda items.
B. EXECUTIVE SESSION
B.1 23-571 Council may convene into closed Executive Session pursuant to Section
551.087 of the Texas Government Code to discuss economic
development incentives for Project Navy.
B.2 23-579 Council may convene into closed executive session pursuant to Section
551.072 of the Texas Government Code, to discuss the purchase,
exchange, lease, or sale of real property located south of Valley View
Lane, east of IH-35, north of Farmers Branch Lane, and west of Tom Field
Road.

B.3 23-590 Council may convene into closed Executive Session pursuant to Section
551.071(2) of the Texas Government Code, Consultation with City
Attorney, regarding the agreements between the City and Farmers Branch
Community Theater, Inc. for use of the City’s property at 2535 Valley View
Lane.
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

H.1 23-568 Consider approving the following City Council meeting minutes; and take
appropriate action.

H.2 R2023-182 Consider approving Resolution No. 2023-182 approving a negotiated
settlement between the Atmos Cities Steering Committee and Atmos
Energy Corp., Mid-Tex Division that adopts new natural gas rates for the
City of Farmers Branch; and take appropriate action.
H.3 R2023-187 Consider approving Resolution No. 2023-187 nominating Mayor Terry
Lynne as a candidate to be a member of the Dallas Central Appraisal
District Board of Directors; and take appropriate action.

H.4 ORD-3820 Consider approving Ordinance No. 3820 amending the Code of
Ordinances, Chapter 34 “Environment” to add Article II “Electric Vehicle
Charging Stations”, establishing fees for electric vehicle charging services
at City owned charging stations, and amending Appendix “A” “Fee
Schedule” establishing said fees; and take appropriate action.
H.5 R2023-191 Consider approving Resolution No. 2023-191 amending the new event
center name; and take appropriate action.
H.6 R2023-185 Consider approving Resolution No. 2023-185 authorizing the City Manager
to execute an agreement with Bradley Tucker Investments, LLC, dba
Instant Inspector, for environmental health inspections in the amount of
$77,500; and take appropriate action.
H.7 R2023-171 Consider approving Resolution No. 2023-171 adopting the 2023-24
Operating Fund Budget of the North Dallas County Water Supply
Corporation; and take appropriate action.
H.8 ORD-3812 Consider approving Ordinance No. 3812 amending Chapter 82 of the
Code of Ordinances "Traffic and Vehicles," Article II, Division 6, by adding
a new Section 82-98 titled “Civil Adjudication of Parking and Stopping
Offenses” providing an administrative adjudication procedure; and take
appropriate action.
H.9 ORD-3813 Consider adopting Ordinance No. 3813 amending the Farmers Branch
Code of Ordinances, Appendix A - Fee Schedule, relating to various fees
established pursuant to Chapters 18, 26, 34, 50, 54, 56, and 70 of the
Code of Ordinances; and take appropriate action.
H.10 ORD-3819 Consider approving Ordinance No. 3819 and amending Ordinance No.
3756, “Re-Appointment of Municipal Court Judge (City Judge) and
Alternate Court Judges.”; and take appropriate action.
H.11 R2023-172 Consider approving Resolution No. 2023-172 adopting the City of Farmers
Branch Investment Policy; and take appropriate action.
H.12 R2023-179 Consider approving Resolution No. 2023-179 authorizing the City Manager
to enter into a contract with Digital Resources, Inc. for the purchase and
installation of Audio-Visual Equipment at the Event Center; and take
appropriate action.
H.13 R2023-180 Consider approving Resolution No. 2023-180, authorizing the City
Manager to execute the First Amendment to the Professional Services
Agreement with Teague Nall and Perkins, Inc. for the design of the Denton
Drive Infrastructure Improvement Project, increasing the amount by
$52,957; and take appropriate action.

H.14 ORD-3825 Consider adopting Ordinance No. 3825 amending Code of Ordinances,
Chapter 86 Utilities, Article VI. Liquid Waste removing specific fee
amounts and amending Appendix A, Fee Schedule, amending the fees
authorized by the Code of Ordinances, and take appropriate action.
I. PUBLIC HEARINGS
I.1 23-513 Conduct a public hearing on the Proposed Fiscal Year 2023-24 Operating
and Capital Improvement Program Budget in accordance with Article IV of
the City Charter; and take appropriate action.
J. REGULAR AGENDA ITEMS
J.1 R2023-195 Consider approving Resolution No. 2023-195 approving the Townhome
Site Direct Improvements Reimbursement Agreement with CADG Mercer
MM Holdings, LLC, and authorize the City Manager to execute the
Townhome Site Direct Improvements Reimbursement Agreement; and
take appropriate action.
J.2 ORD-3824 Consider adopting Ordinance No. 3824 amending the Code of
Ordinances, Chapter 66, Solid Waste establishing a fee for solid waste
services and amending Appendix A, Fee Schedule to adopt fees; and take
appropriate action.
J.3 ORD-3823 Consider approving Ordinance No 3823, authorizing the City Manager to
amend the Code of Ordinances, Section 86-1 of Appendix A, Fee
Schedule, establishing new guidelines for addressing fees related to
engineering, inspection, review, and administrative processes associated
with improvements for construction of a subdivision, lot or related
improvements; and take appropriate action.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign

hours prior to the meeting.
