Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. CONSENT AGENDA H.1 23-622 Consider approving the following City Council meeting minutes; and take appropriate action. · September 5, 2023, Regular Meeting H.2 R2023-189 Consider approving Resolution No. 2023-189 authorizing the City Manager to execute a Commercial Façade Revitalization Grant Agreement for 4400 Alpha Road; and take appropriate action. H.3 R2023-204 Consider approving Resolution No. 2023-204 authorizing the City Manager to execute a Professional Services Agreement for Planning Services with Kyra McCardle; and take appropriate action. H.4 R2023-172 Consider approving Resolution No. 2023-172 adopting the City of Farmers Branch Investment Policy; and take appropriate action. H.5 R2023-202 Consider approving Resolution No. 2023-202 authorizing the City Manager to execute a Multiple Use Agreement between the Texas Department of Transportation (“State”) and the City of Farmers Branch (“City”) for Phase 1 of the Westside Trail Project; and take appropriate action. H.6 R2023-212 Consider approving Resolution No. 2023-212 authorizing the City Manager to execute a professional services agreement with M.E.T. Innovations, LLC dba Meredith Dowdy in the amount of $10,000 per month, to provide consulting services for the Tourism Department; and take appropriate action. H.7 R2023-206 Consider approving Resolution No. 2023-206 authorizing the City Manager to execute a professional services agreement with Nancy Cardwell in the amount of $6,779 per month, to provide consulting services with creative design and marketing for the Tourism Department; and take appropriate action. H.8 R2023-211 Consider approving Resolution No. 2023-211 authorizing the City Manager to execute a professional services agreement with Stokes Sports and Tourism Consulting in the amount of $10,000 per month to provide consulting services to the tourism department; and take appropriate action. City of Farmers Branch Page 2 Printed on 9/12/2023 City Council Meeting Agenda September 19, 2023 H.9 R2023-214 Consider approving Resolution No. 2023-214 authorizing the City Manager to execute a professional services agreement with Exclusive Properties Texas, LLC dba EPT Commercial in the amount of $104,250 for the procurement, design consulting and construction management advisory services for the Justice Center renovation project; and take appropriate action. H.10 R2023-216 Consider approving Resolution No. 2023-216 authorizing the City Manager to approve the purchase of an ambulance from Frazer, Ltd. through the City’s cooperative purchasing agreement with the Houston-Galveston Area Council of Governments for the amount of $309,325; and take appropriate action. I. PUBLIC HEARINGS I.1 ORD-3826 Conduct a public hearing and consider adopting Ordinance No. 3826 approving a Specific Use Permit for a Commercial Amusement development on approximately 1.55 acres located at 2330 Jett Street; and take appropriate action. I.2 ORD-3818 Conduct a public hearing and consider adopting Ordinance No. 3818 to rezone approximately 0.54 acres located at 2877 LBJ Freeway, described as Lots 1 and 2, Block 1, Jack Gay Subdivision, from Office District (O) to Local Retail District-2 (LR-2); and take appropriate action. I.3 23-517 Conduct a public hearing to consider adopting a property tax rate of $0.569; and take appropriate action. J. REGULAR AGENDA ITEMS J.1 ORD-3814 Consider adopting Ordinance No. 3814 approving and adopting a budget plan for the fiscal year beginning October 1, 2023 and ending September 30, 2024; providing that expenditures for said fiscal year shall be made in accordance with such budget; appropriating and setting aside the necessary funds out of the general and other revenues of the City of Farmers Branch for said fiscal year for the maintenance and operation of various departments and for various activities and improvements of the City; appropriating the various amounts required for such budget; amending the 2022-23 Adopted Budget; and take appropriate action. J.2 R2023-173 Consider approving Resolution No. 2023-173, ratifying the property tax revenue increase reflected in the Fiscal Year 2023-24 Budget; and take appropriate action. J.3 ORD-3815 Consider adopting Ordinance No. 3815 accepting the Tax Year 2023 Certification of Appraisal Roll in accordance with Section 26.04(b) of the State Property Tax Code and to levy and adopt the tax rate for Fiscal Year 2023-24 (Tax Year 2023); and take appropriate action. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION L. CITIZEN COMMENTS Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. Speaker Request Online Form: https://www.farmersbranchtx.gov/101/City-Council There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at any member of the City Council or City staff will be allowed. When called by the Mayor, please approach the podium and state your name and address prior to beginning your comment. If you have written notes you wish to present to Mayor and Council, please furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to the City Secretary. Access to the building and special parking are available at the main entrance facing William Dodson Parkway.
