H.1 23-684 Consider approving the following City Council meeting minutes; and take
appropriate action.

H.2 ORD-3821 Consider approving Ordinance No. 3821, amending in its entirety the
Farmers Branch Code of Ordinances Chapter 26, Businesses, Article V,
Food Establishment Rules; and take appropriate action.
H.3 23-652 Consider accepting a donation from Keep Farmers Branch Beautiful in the
amount of $5,000 to be used in support of the tree giveaway program; and
take appropriate action.
H.4 R2023-205 Consider approving Resolution No. 2023-205 authorizing a Street
Improvement Deferral Agreement with Top Hatch Ventures, LLC, in the
amount of $24,000; and take appropriate action.
H.5 R2023-217 Consider approving Resolution No. 2023-217 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement in the
amount of $30,000 for the owner of the property located at 2602 Dixiana
Drive; and take appropriate action.
H.6 R2023-220 Consider approving Resolution No. 2023-220 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 3175 Whitemarsh Circle; and take
appropriate action.
H.7 R2023-229 Consider approving Resolution No. 2023-229 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the

H.8 R2023-141 Consider approving Resolution No. 2023-141 authorizing an agreement
with Premier Lighting Enterprises, LLC, D/B/A Premier Christmas, for
Christmas lighting installation, décor, rental maintenance, and removal
services, up to the amount of $125,775; and take appropriate action.
H.9 R2023-221 Consider approving Resolution No. 2023-221 authorizing the purchase of
EMS Fire Department Medical Supplies for the Farmers Branch Fire
Department from Bound Tree Medical, LLC in excess of fifty thousand
dollars ($50,000); and take appropriate action.
H.10 R2023-222 Consider approving Resolution No. 2023-222 authorizing the agreement
for ninety-one (91) National Fire Protection Association (NFPA) 1582
compliant wellness and fitness exams for the Farmers Branch Fire
Department staff from Life Scan in the amount of sixty-six thousand eight
hundred dollars ($66,800); and take appropriate action.
H.11 R2023-224 Consider approving Resolution No. 2023-224 authorizing the purchase of
uniforms and related equipment for the Farmers Branch Fire Department
from Galls, LLC, in excess of fifty thousand dollars ($50,000); and take
appropriate action.
H.12 R2023-225 Consider approving Resolution No. 2023-225 authorizing the purchase of
four (4) LIFEPAKs from Stryker in the amount of one hundred forty-one
thousand five hundred dollars ($141,500); and take appropriate action.
H.13 ORD-3830 Consider adopting Ordinance No. 3830 approving an annual update of the
service and assessment plan, and the assessment roll for Mercer Crossing
Public Improvement District pursuant to Chapter 372 of the Texas Local
Government Code; and take appropriate action.
H.14 R2023-232 Consider approving Resolution No. 2023-232 authorizing the purchase of
firefighter bunker gear from Casco Industries, Inc. through the City’s
cooperative purchasing agreement with BuyBoard in the amount of
$66,365.45; and take appropriate action.
H.15 R2023-234 Consider approving Resolution No. 2023-234 authorizing the City Manager
to approve the purchase of one new Stryker Power Pro 2 COT System in
the amount of $70,507.80; and take appropriate action.
I. PUBLIC HEARINGS
I.1 ORD-3818 Conduct a public hearing and consider adopting Ordinance No. 3818 to
rezone approximately 0.54 acres located at 2877 LBJ Freeway, described
as Lots 1 and 2, Block 1, Jack Gay Subdivision, from Office District (O) to
Local Retail District-2 (LR-2); and take appropriate action.

I.2 ORD-3799 Conduct a public hearing and consider adopting Ordinance No. 3799
prohibiting the use of and the contact with designated groundwater
beneath 13.7 acres of land located in Farmers Branch, Texas at 2710,
2784, 2783 and 2807 Valwood Parkway, 14055, 14065, and 14067
Dennis Lane and associated City rights-of-way to facilitate certification of a
Municipal Settings Designation (MSD) by the Texas Commission on
Environmental Quality establishing a Municipal Setting Designation; and
take appropriate action.
J. REGULAR AGENDA ITEMS
J.1 R2023-213 Consider approving Resolution No. 2023-213 awarding and authorizing
execution of a contract with Asher Builders, LLC for the City of Farmers
Branch City Hall lobby/Community Services remodel project; and take
appropriate action.
J.2 R2023-230 Consider approving Resolution 2023-230 authorizing the City Manager to
award a contract to Haynie Leadership Group Inc., dba A&V Water, for
Pump Station Improvements in the amount of $443,520; and take
appropriate action.

L. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
