In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or
more City Council members may be participating on a regular, non-emergency basis in
this meeting by video conference, (ii) the location of the meeting will be at Farmers
Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a
quorum of the City Council will be physically present, which location will be open to
the public, and (iii) it is the intent to have the quorum of members of the City Council
present at said location for this meeting.
A. CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 23-713 Discuss regular agenda items.
A.2 23-727 Receive an update on The Branch Connection Renovation project
A.3 23-589 Receive a presentation from the National Research Center at Polco on
the 2023 Resident Satisfaction Survey.
A.4 23-739 Discuss items for potential Bond Election for the May 2024 General
Election.
A.5 23-762 Discuss moving the November 14, 2023, City Council meeting date.
A.6 23-733 Discuss new parking regulations for certain vehicles.
A.7 23-720 Review proposed regulations for home occupations.
A.8 23-728 Review proposed update to the Property Maintenance Code’s
notification requirements.
A.9 23-714 Discuss future agenda items.
B. EXECUTIVE SESSION
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

E.1 23-694 Presentation of the Employee of the Month award to Elizabeth Aarts of
the Sustainability and Public Health Department.
E.2 23-736 Presentation of a Proclamation designating the Month of October as
“Cyber Security Awareness Month” in Farmers Branch.
F. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders
about upcoming City events, 5) information about community events, and 6) announcements
involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to
supported organizations.

Farmers Branch Chamber of Commerce Workforce Success Bootcamp.
H. REPORT ON STUDY SESSION ITEMS
I. CONSENT AGENDA
I.1 23-715 Consider approving the following City Council meeting minutes; and
take appropriate action.

I.2 R2023-231 Consider approving Resolution No. 2023-231 authorizing the City
Council to adopt a Street Name Change Policy; and take appropriate
action.
I.3 R2023-248 Consider approving Resolution No. 2023-248 authorizing the purchase
of one barricade trailer for the Police Department from Meridian, utilizing
the GSA Contract, Schedule 84; and take appropriate action.
I.4 R2023-244 Consider approving Resolution No. 2023-244 for a City sponsorship in
the amount of $20,000 for the Pickleball National Championship to be
held November 5 - 12, 2023 at Brookhaven Country Club; and take
appropriate action.
I.5 R2023-247 Consider approving Resolution No. 2023-247 authorizing the City
Manager to approve the purchase of one replacement trailer for the Fire
Department in the amount of $68,063 from Aluminum Trailer Company
DBA Complete Trailers of Texas, LLC; and take appropriate action.

I.6 R2023-243 Consider approving Resolution No. 2023-243 authorizing the City
Manager to execute an agreement with The Letco Group, LLC for brush
tipping fees; and take appropriate action.
I.7 23-674 Consider accepting a grant from the Texas Book Festival, for purchase
of library materials, in the amount of $2,500; and take appropriate
action.
I.8 R2023-235 Consider approving Resolution No. 2023-235 awarding the purchase for
traffic signal cabinets in the amount of $96,600 to Paradigm Traffic
Systems through the Local Government Purchasing Cooperative
(BuyBoard); and take appropriate action.
I.9 R2023-239 Consider approving Resolution No. 2023-239 authorizing the purchase
of audio-visual equipment and implementation services for the City Hall
Council Chambers from Digital Resources, Inc., through the Buyboard
purchasing contract in the amount not to exceed $63,000; and take
appropriate action.
I.10 R2023-240 Consider approving Resolution No. 2023-240 approving an Interlocal
Agreement for coordinated health services with Dallas County Health
and Human Services; and take appropriate action.
I.11 R2023-241 Consider approving Resolution No. 2023-241 authorizing the purchase
of uniforms and related equipment for the Farmers Branch Police
Department from Galls, LLC in excess of $50,000; and take appropriate
action.
J. PUBLIC HEARINGS
K. REGULAR AGENDA ITEMS
K.1 ORD-3833 Consider adopting Ordinance No. 3833 amending the Code of
Ordinances of the City of Farmers Branch, Texas, Chapter 82 “Traffic
and Vehicles” Article I “In General” Section 82-1 “Traffic control devices
generally” to add subsection (d) to authorize the Director of Public
Works to install temporary traffic control devices for special events; and
take appropriate action.
K.2 R2023-245 Consider approving Resolution No. 2023-245 authorizing the City
Manager to approve the purchase of two Grabber Trucks in the amount
of $616,873; and take appropriate action.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
N. ADJOURNMENT
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
