A.1 23-764 Discuss regular agenda items.
A.2 23-774 Receive a report from City staff regarding contract negotiations for
residential and municipal solid waste and recycling collection services.
A.3 23-790 Receive a report on the Mandatory Crime Reduction Program for
designated apartments.
A.4 23-776 Discuss amending Chapter 34 “Environment” Article V. “Noise” of the City
Code of Ordinances.
A.5 23-796 Receive an update regarding maintenance of private properties by the
Parks and Recreation Department.
A.6 23-797 Discuss items for potential Bond Election for the May 2024 General
Election.
A.7 23-801 Discuss and provide direction regarding garage conversions within
single-family residential zoning districts.
A.8 23-815 Discuss adding regulations to the City’s Code of Ordinances, Chapter 86,
Utilities, that govern public sewers and the disposal of fats, oils, and
grease.
A.9 23-382 Discuss changing the name of the Arts and Culture Committee to the
Sports, Entertainment, and Arts Committee and create a slate list of
member appointments to the Committee.
A.10 23-716 Review the City Council meeting dates calendar for 2024 and discuss any
proposed amendments.
A.11 23-765 Discuss future agenda items.
B. EXECUTIVE SESSION
B.1 23-813 The City Council may convene into closed executive session pursuant to
Section 551.072 of the Texas Government Code to discuss the purchase,
exchange, lease, or sale of real property located north of Valley View Lane,
south of Valwood Parkway, west of Josey Lane, and east of Bee Street.

B.2 23-742 The City Council will convene into Executive Session pursuant to Texas
Government Code Section 551.074 Personnel Deliberation: Evaluation of
the City Manager and City Manager Employment Agreement.
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

earning the National PTA School of Excellence Award.
E.3 23-768 Presentation of the Employee of the Month award for October to Urbano
Olivas of the Parks and Recreation Department.
E.4 23-802 Presentation of the 2023 Achievement of Excellence in Fire Prevention -
Gold Award to the Fire Department.
F. PRESENTATIONS
F.1 23-711 Receive a report on legislative updates from Representative Julie Johnson.
G. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.
H. REPORT ON STUDY SESSION ITEMS
I. CONSENT AGENDA
I.1 23-766 Consider approving the following City Council meeting minutes; and take
appropriate action.

I.2 R2023-259 Consider approving Resolution No. 2023-259, casting a vote for Mayor
Terry Lynne as the fourth member of the Board of Directors of the Dallas
Central Appraisal District; and take appropriate action.
I.3 R2023-246 Consider approving Resolution No. 2023-246 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 3110 Berrymeade Lane; and take
appropriate action.
I.4 R2023-251 Consider approving Resolution No. 2023-251 authorizing the Second
Amendment to the Amended and Restated Master Development
Agreement with CADG Mercer Crossing Holdings LLC; and take
appropriate action.
I.5 23-763 Consider approving a grant in the amount of $1,637 from Dallas County
Health and Human Services for the Community Garden; and take
appropriate action.
J. PUBLIC HEARINGS
J.1 ORD-3822 Conduct a public hearing and consider adopting Ordinance No. 3822
relative to the Farmers Branch Youth Programs Standards of Care in
compliance with the Texas Human Resource Code, Chapter 42.041(b)
(14); and take appropriate action.
K. REGULAR AGENDA ITEMS
K.1 23-717 Receive a final report from the Charter Review Committee, and consider
proposed amendments to the City Charter; and take appropriate action.
K.2 23-738 Consider appointments to the Animal Shelter Advisory Committee, the
Sustainability Committee, and the Multicultural Task Force; and take
appropriate action.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
N. ADJOURNMENT
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
