I.3 R2023-246 Consider approving Resolution No. 2023-246 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 3110 Berrymeade Lane; and take appropriate action. I.4 R2023-251 Consider approving Resolution No. 2023-251 authorizing the Second Amendment to the Amended and Restated Master Development Agreement with CADG Mercer Crossing Holdings LLC; and take appropriate action. I.5 23-763 Consider approving a grant in the amount of $1,637 from Dallas County Health and Human Services for the Community Garden; and take appropriate action. J. PUBLIC HEARINGS J.1 ORD-3822 Conduct a public hearing and consider adopting Ordinance No. 3822 relative to the Farmers Branch Youth Programs Standards of Care in compliance with the Texas Human Resource Code, Chapter 42.041(b) (14); and take appropriate action. K. REGULAR AGENDA ITEMS K.1 23-717 Receive a final report from the Charter Review Committee, and consider proposed amendments to the City Charter; and take appropriate action.
