In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
A. CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 23-834 Discuss regular agenda items.
A.2 23-856 Receive update on the Builders of Hope Neighborhood Revitalization
Program.
A.3 23-846 Consider and Discuss Potential Bond Projects.
A.4 23-855 Discuss the Bond Town Hall details and communications strategy.
A.5 23-842 Discuss appointments to the Animal Shelter Advisory Committee and the
Sustainability Committee.
A.6 23-845 Discuss the composition and structure of Boards and Commissions.
A.7 23-852 Discuss proposed amendments to the City Charter and consider if
amendments will move forward to the May 4, 2024 election.
A.8 23-853 Discuss beautification easements and other encroachments.
A.9 23-854 Discuss a potential Comprehensive Zoning Ordinance amendment related
to food trucks.
A.10 23-835 Discuss future agenda items.
B. EXECUTIVE SESSION
B.1 23-860 City Council may convene into closed Executive Session pursuant to
Section 551.087 of the Texas Government Code to discuss economic
development incentives for Project Field.

B.2 23-857 City Council may convene into closed executive session pursuant to
Section 551.072 of the Texas Government Code, to discuss the purchase,
exchange, lease, or sale of real property located south of Valley View
Lane, east of Webb Chapel Road, north of IH-635, and west of Marsh
Lane.
B.3 23-851 City Council may convene into closed executive session pursuant to
Section 551.076 of the Texas Government Code, to deliberate the
deployment, or specific occasions for implementation, of security
personnel or devices in relation to building safety, emergency hazards, and
security during City Council meetings.
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

E.1 23-775 Presentation of the Overall Champion trophy to the Parks and Recreation
Department for winning the annual Texas Recreation and Parks Society’s
North Region Park Maintenance Rodeo competition.

Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

H. CONSENT AGENDA
H.1 23-836 Consider approving the following City Council meeting minutes; and take
appropriate action.
· November 14, 2023 Regular Meeting
H.2 23-849 Consider excusing the absence of Mayor Terry Lynne from portions of the
October 10 and 24, 2023, City Council meetings, and Councilmember
Baird from a portion of the November 14, 2023, City Council meeting; and
take appropriate action.

H.3 R2023-255 Consider approving Resolution No. 2023-255 authorizing the City Manager
to negotiate and execute an agreement with Mobile Communications
America, Inc. for the maintenance, support, and monitoring of the City’s
physical security systems; and take appropriate action.
H.4 R2023-273 Consider approving Resolution No. 2023-273 authorizing the purchase of
three (3) new Motorcycle Units for the Police Department via the City’s
cooperative agreement with Buyboard in the amount of $123,815; and take
appropriate action.
H.5 ORD-3840 Consider approving Ordinance No. 3840, repealing Section 82-98 “Civil
Adjudication of Parking and Stopping Offenses” of Article II of Chapter 82
of the Code of Ordinances; adding a new Section 82-98 “Public Safety
Enforcement Officers” authorizing Public Safety Enforcement Officers to
enforce parking regulations as assigned by the Farmers Branch Chief of
Police; and take appropriate action.
H.6 R2023-266 Consider approving Resolution No. 2023-266 dissolving the Charter
Review Committee; and take appropriate action.
H.7 R2023-268 Consider approving Resolution No. 2023-268 awarding to and authorizing
an annual unit price contract for utility materials with Core & Main, LP in the
amount of $83,391; and take appropriate action.
H.8 R2023-264 Consider approving Resolution No. 2023-264 authorizing the purchase of
one Backhoe Loader from Holt Cat Company, through the City’s
cooperative purchasing agreement with Sourcewell in the amount of
$154,949; and take appropriate action.
H.9 ORD-3839 Consider adopting Ordinance No. 3839, amending various sections of
Chapter 34 “Environment,” Article V, “Noise” of the Code of Ordinances
relating to the regulation of noise within the City; and take appropriate
action.
H.10 23-841 Consider appointments to the Animal Shelter Advisory Committee and the
Sustainability Committee; and take appropriate action.

J. REGULAR AGENDA ITEMS
J.1 R2023-269 Consider approving Resolution No. 2023-269 authorizing the City Manager
to negotiate and execute a contract with QBE Insurance Corporation for
Medical Stop-Loss Insurance for plan year 2024 in an amount not to
exceed $547,500; and take appropriate action.

J.2 R2023-274 Consider approving Resolution No. 2023-274 authorizing in City Manager
to execute the purchase of eight replacement patrol vehicles for the Police
Department in the amount of $378,740 from Silsbee Fleet utilizing The
Interlocal Purchasing System (TIPS) contract; and take appropriate action.
J.3 R2023-262 Consider approving Resolution No. 2023-262 authorizing the City Manager
to negotiate and execute a contract awarding to Quality Excavation LLC for
the Denton Drive Infrastructure Improvement Project in the amount of
$2,642,096; and take appropriate action.
J.4 R2023-267 Consider approving Resolution No. 2023-267 authorizing a contract with
Rudick Construction Group with a fixed bid amount of $2,642,000, plus an
additional $150,000 in contingency funds for The Branch Connection
remodel; and take appropriate action.
K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE

L. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
