In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
A. CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 24-114 Discuss regular agenda items.
A.2 24-135 Receive a report on the Active Transportation Plan and upcoming public
engagement activities.
A.3 24-144 Discuss and receive an update regarding public infrastructure
improvements at the Spot at Myra located at 12150 Medical Parkway.
A.4 24-143 City Council to review, discuss, and finalize 2025 Critical Business
Outcomes.
A.5 24-154 Discuss and create standards for Council communications and provide
direction to City staff.
A.6 24-117 Receive an update from the Mayor and Councilmembers regarding board
liaison information from outside organizations.
A.7 24-115 Discuss future agenda items.
B. EXECUTIVE SESSION
B.1 24-140 City Council may convene into closed executive session pursuant to
Section 551.072 of the Texas Government Code, to discuss the donation,
purchase, exchange, lease, or sale of real property located at 2580 Valley
View Lane and 2590 Valley View Lane.
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

Directors Association to The Branch Connection volunteer Deborah Hull for

Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

I. CONSENT AGENDA
I.1 24-116 Consider approving the following City Council meeting minutes; and take
appropriate action.

I.2 24-142 Consider excusing the absence of Mayor Pro Tem Richard Jackson from
the Strategic Planning Work Session held on February 8, 2024, and take
appropriate action.
I.3 R2024-030 Consider approving Resolution No. 2024-030 authorizing the application to
the State and Local Cybersecurity Grant Program (SLCGP) through the
Office of the Governor; and take appropriate action.

I.4 R2024-026 Consider approving Resolution No. 2024-026 awarding the purchase of
elevated storage tank mixing systems and lift station diffused aeration
systems from Axis Construction, LP, in the amount of $63,470 through a
Buyboard Contract; and take appropriate action.
J. PUBLIC HEARINGS
J.1 ORD-3846 Conduct a public hearing and consider adopting Ordinance No. 3846 to
rezone approximately 2.62 acres of land located at the southwest corner of
Golfing Green Drive and Josey Lane from Planned Development District
No. 10 (PD-10) and Office District (O) to Planned Development District No.
109 (PD-109) to allow a townhome development and establish related
development standards; and take appropriate action.
J.2 ORD-3848 Conduct a public hearing and consider adopting Ordinance 3848 to
amend the Comprehensive Zoning Ordinance by amending Article 2,
Section 2.4, Use Table to add Mobile Food Unit as permitted in specified
districts; amending Article 5 by adding Section 5.8 Mobile Food Unit
Overlay Districts, and by amending Article 7, Section 7.3, by deleting the
definition for Mobile Food Preparation Vehicle and adding a definition for
Mobile Food Unit; and take appropriate action.
K. REGULAR AGENDA ITEMS
K.1 R2024-027 Consider approving Resolution No. 2024-027 authorizing the City Manager
to award a contract to Muniz Construction, Inc. for the 2024 Group A Water
Main Replacement Project in the amount of $2,206,030; and take
appropriate action.
L. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
SESSION

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
M. ADJOURNMENT
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
