In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.
A. CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 24-160 Discuss regular agenda items.
A.2 24-163 Receive a presentation from the Police Department regarding the Motor
Vehicle Stop Data Analysis Report for calendar year 2023 as required by
Articles 2.132 and 2.134 of the Texas Code of Criminal Procedure.
A.3 24-164 Receive a report from the staff on the Firehouse Theatre Facility Use
Agreement.
A.4 24-177 Discuss the Neighborhood Revitalization Programs and provide feedback
to City Staff.
A.5 24-161 Discuss future agenda items.
B. EXECUTIVE SESSION
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration

H.1 24-162 Consider approving the following City Council meeting minutes; and take
appropriate action.

H.2 R2024-036 Consider approving Resolution No. 2024-036 authorizing the purchase of
bleachers for the Parks and Recreation Department from Key Installations
via the City’s cooperative agreement with Buyboard in the amount of
$75,113, and take appropriate action.
H.3 R2024-035 Consider approving Resolution No. 2024-035 authorizing the purchase of
flooring for the Community Recreation Center Gym, from Ponder
Company, Inc. through Buyboard in the amount of $20,434: and take
appropriate action.
H.4 R2024-032 Consider approving Resolution No. 2024-032 authorizing the purchase of
three (3) heating and air conditioning units for the Community Recreation
Center Gym from Trane U.S., Inc. through Buyboard in the amount of
$75,188; and take appropriate action.
H.5 R2024-039 Consider approving Resolution No. 2024-039 authorizing the City Manager
to execute Change Order No.007 for the Venue 1842 Project at the
Historical Park in the amount of $136,309 to Gadberry Construction
Company, Inc.; and take appropriate action.
H.6 R2024-023 Consider approving Resolution No. 2024-023 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 13571 Crestmoor Drive; and take
appropriate action.
H.7 R2024-024 Consider approving Resolution No. 2024-024 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 3367 Pebble Beach Drive; and take
appropriate action.

H.8 R2024-025 Consider approving Resolution No. 2024-025 authorizing the execution of
a Residential Demolition/Rebuild Program Incentive Agreement for the
owner of the property located at 14303 Juniper Cove; and take appropriate
action.
H.9 R2024-031 Consider approving Resolution No. 2024-031 authorizing the purchase of
emergency equipment for Police Department vehicles from Defender
Supply via the City’s cooperative agreement with Sourcewell in the amount
of $195,965; and take appropriate action.

J. REGULAR AGENDA ITEMS
J.1 R2024-038 Consider approving Resolution No. 2024-038 authorizing the City Manager
to negotiate and execute a contract awarding to SYB Construction
Company., Inc. for the Medical Pkwy Infrastructure Improvement Project in
the amount of $2,139,647; and take appropriate action.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
