In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or
more City Council members may be participating on a regular, non-emergency basis in
this meeting by video conference, (ii) the location of the meeting will be at Farmers
Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a
quorum of the City Council will be physically present, which location will be open to
the public, and (iii) it is the intent to have the quorum of members of the City Council
present at said location for this meeting.

B.2 24-382 Discuss topics for the Proposed Fiscal Year 2024-25 Budget

B.4 24-399 Receive a report on the State of Texas Event Trust Fund Grant for
the United Pickleball Association.
B.5 24-367 Receive an update on the Gateway to the Globe Event.
B.6 24-390 Discuss an amendment to the construction contract with Klutz
Construction, LLC. for the Cooks Creek Channel Improvement
Project, increasing the original contract by $51,793.

C. EXECUTIVE SESSION
C.1 24-388 The City Council will convene into a closed Executive Session
pursuant to Texas Government Code Section 551.072 (Real
Property Deliberations) to discuss the sale of real property located
at 13330 Veronica.
C.2 24-403 The City Council will convene into a closed Executive Session
pursuant to Texas Government Code Section 551.087 (Economic
Development Negotiations) to discuss commercial/financial
information and the offer of incentives to a business prospect, the
United Pickleball Association, that the City seeks to have locate,
stay or expand in the City and with whom the City is conducting
economic development negotiations relating to a grant from the
Texas Event Trust Fund and Hotel Occupancy taxes.
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration

I. REPORT ON STUDY SESSION ITEMS
J. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone

any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

K.1 24-353 Consider approving the following City Council meeting minutes;
and take appropriate action.

K.2 R2024-087 Consider approving Resolution No. 2024-087 accepting, approving,
and authorizing a real estate donation contract with
Carrollton-Farmers Branch Independent School District for the
property at 2580 and 2590 Valley View Lane, and take appropriate
action.
K.3 R2024-077 Consider approving Resolution No. 2024-077 authorizing an
amendment to the construction contract with Klutz Construction,
LLC. for construction services relating to the Cooks Creek Channel
Improvement Project, increasing the original contract by $51,793;
and take appropriate action.
K.4 R2024-060 Consider approving Resolution No. 2024-060 authorizing the
execution of a Residential Demolition/Rebuild Program Incentive
Agreement for the owner of the property located at 3366 Pebble

K.5 ORD-3866 Consider approving Ordinance No. 3866 amending the Code
of Ordinances Chapter 82, Article II, Division 6 Parking,
Section 82-95 No Parking Zones by amending Subsection
(b), establishing a no-parking zone on the northbound lane
of Valley View Lane and southbound lane of Rawhide
Parkway, and take appropriate action.
K.6 ORD-3867 Consider approval of Ordinance No. 3867 amending the Farmers
Branch Code of Ordinances, Chapter 26 “Businesses,” Article IV
“Apartment Complex Rental” by amending Section 26-111
“definitions" to add a definition for “Code Enforcement Manager”
and amending Section 26-117 “Inspections; Reinspections;
Certificate of Occupancy” relating to the inspection of apartment
complexes; amending Appendix A “Fee Schedule” relating to fees
established pursuant to Chapter 26 “Businesses,” Article IV
“Apartment Complex Rental”; and take appropriate action.
K.7 R2024-084 Consider approving Resolution No. 2024-084 authorizing payment
over $50,000 to SHARx LLC; and take appropriate action.
L. PUBLIC HEARINGS
L.1 ORD-3859 Conduct a public hearing and consider adopting Ordinance No.
3859 to amend various sections of the Comprehensive Zoning
Ordinance related to development standards and expirations for
site plans; and take appropriate action.
M. REGULAR AGENDA ITEMS
M.1 R2024-072 Consider approving Resolution No. 2024-072 authorizing the City
Manager to award a contract to J&L Construction, Inc. for the
Water Main Replacement 2024 Group B Project in the amount of
$3,078,150; and take appropriate action.
M.2 24-361 Elect a Mayor Pro Tem and Deputy Mayor Pro Tem for the period of
June 2024 through May 2025; and take appropriate action.
