In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or
more City Council members may be participating on a regular, non-emergency basis in
this meeting by video conference, (ii) the location of the meeting will be at Farmers
Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a
quorum of the City Council will be physically present, which location will be open to
the public, and (iii) it is the intent to have the quorum of members of the City Council
present at said location for this meeting.

C.1 24-487 Discuss regular agenda items.
C.2 24-503 Receive an update from Atmos Energy regarding future energy needs,
the implementation of strategies, and future direction.
C.3 24-507 Receive an update from Woven Health Clinic.
C.4 24-509 Discuss and give staff direction regarding Firehouse Theatre’s
Facility Use Agreement updates.
C.5 24-378 Discuss the Animal Adoption Center's capacity and future needs.
C.6 24-495 Presentation on the emergency disaster plan related to alerts for
impending weather and provide updates on the communication plan.
C.7 24-492 Receive an update regarding Economic Development Programs.
C.8 24-481 Receive a report and discuss updates to the Minor Home Repair
Program.
C.9 24-491 Receive a presentation regarding the Advanced Funding Agreement for
the reconfiguration of Valley View Lane.

D. EXECUTIVE SESSION
D.1 24-482 The City Council will convene into a closed Executive Session
pursuant to Texas Government Code Section 551.072 (Real
Property), Section 551.073 (Proposed Donation), and Section
551.071 (Consultation with Attorney) to discuss and deliberate, and
to receive legal advice from the City Attorney, regarding a
proposed redevelopment and possible land exchange relating to
Farmers Branch Elementary School and Cox Park.
D.2 24-531 The City Council will convene into a closed Executive Session pursuant
to Texas Government Code Section 551.071, consultation with the City
Attorney, to receive legal advice regarding the renewal of a warehouse
lease agreement.
D.3 24-536 The City Council will convene into closed Executive Session
pursuant to Section 551.074, of the Texas Government Code
(Personnel) to deliberate the appointment, employment,
reassignment and duties of the Communications Department.
D.4 24-519 The City Council will convene into a closed Executive Session
pursuant to Texas Government Code Section 551.074 (Personnel)
to discuss and deliberate on proposals for City Attorney legal
services.
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

Lodge #395 for their 150th Anniversary.

H. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders
about upcoming City events, 5) information about community events, and 6) announcements
involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to
supported organizations.

J. CITIZEN COMMENTS
Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

K.2 ORD-3874 Consider adopting Ordinance No. 3874 amending the Code of
Ordinances, Chapter 2, Article II, Section 2-31 (b) related to board,
commission, or committee absences from meetings; and take
appropriate action.
K.3 24-498 Consider approving annual Board and Commission appointments and
reappointments for 2024; and take appropriate action.
K.4 R2024-106 Consider approving Resolution No. 2024-106 authorizing the
execution of a Residential Demolition/Rebuild Program Incentive
Agreement for the owner of the property located at 3140 Valley
View Lane; and take appropriate action.
K.5 R2024-113 Consider approving Resolution No. 2024-113, authorizing the purchase of
cargo/utility trailers from Happy Trailers for the Parks and Recreation
Department in the amount of $124,285; and take appropriate action.
L. PUBLIC HEARINGS
L.1 ORD-3869 Conduct a public hearing and consider adopting Ordinance No.
3869 for an industrial development on approximately 7.36 acres
located at 1751 Valley View Lane within the Planned Development
District No. 77 (PD-77) zoning district; and take appropriate action.
L.2 ORD-3873 Conduct a public hearing and consider adopting Ordinance No.
3873 to amend the Comprehensive Zoning Ordinance related to
residential garage conversions; and take appropriate action.
M. REGULAR AGENDA ITEMS
M.1 ORD-3877 Consider accepting the resignation of Councilmember Martin
Baird, District 2, and adopting Ordinance No. 3877, calling a
Special Election to be held on November 5, 2024, to fill the
unexpired remaining term of office; and take appropriate action.
M.2 R2024-116 Consider approving Resolution No. 2024-116 to support capping
the sales and use tax revenues paid by the Farmers Branch to the
Dallas Area Rapid Transit Authority; and take appropriate action.
M.3 R2024-117 Consider approving Resolution 2024-117 authorizing an interlocal
agreement with Dallas County for grant funding under the
American Rescue Plan Act (ARPA) for the redevelopment of
residential homes in the Valwood Park Neighborhood; and take
appropriate action.
N. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE
