In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.

C.1 24-525 Discuss regular agenda items.
C.2 24-462 Discussion with Carrollton-Farmers Branch ISD representatives regarding
the redevelopment of Farmers Branch Elementary and Cox Park.
C.3 24-522 Discuss an amendment to the Code of Ordinances related to the Vacant
Building Registration ordinance.
C.4 24-577 Receive an update on the FY 2024-25 Budget.
C.5 24-528 Receive an update from the Mayor and Council Members regarding board
liaison information from outside organizations and other meetings
attended.
C.6 24-526 Discuss future agenda items.
D. EXECUTIVE SESSION
D.1 24-555 The City Council will convene into a closed Executive Session pursuant to
Texas Government Code Section 551.071 for the purpose of seeking
confidential legal advice from the City Attorney regarding Firehouse
Theatre’s Facility Use Agreement.

D.2 24-569 The City Council will convene into a closed Executive Session pursuant to
Texas Government Code Section 551.072 Real Property, and Section
551.071 Consultation with Attorney to discuss and deliberate, and to
receive legal advice from the City Attorney, regarding the
conveyance/acquisition of easement rights for land located at 1399 Valley
View Lane.
The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.

upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
K. CONSENT AGENDA
K.1 24-527 Consider approving the following City Council meeting minutes; and take
appropriate action.

K.2 R2024-136 Consider approving Resolution No. 2024-136 authorizing the City Manager
to execute a professional services agreement with Forvis Mazars, LLP, for
Financial Audit Services for Fiscal Year-End September 30, 2024 in the
amount of $119,500; and take appropriate action.
K.3 R2024-123 Consider approving Resolution No. 2024-123 authorizing the extension of
an expired building permit for construction on the property located at 4060
Spring Valley Road, Units 401-406, a new 6-unit townhome development;
and take appropriate action.
K.4 ORD-3878 Consider adopting Ordinance No. 3878, approving amendments to
Chapter 56, Property Maintenance, of the Code of Ordinances related to
property maintenance notices, violations, and filing of liens; and take
appropriate action.
K.5 R2024-122 Consider approving Resolution No. 2024-122 authorizing the purchase of
ballroom chairs for the Branch Connection in the amount of $77,879; and
take appropriate action.
K.6 R2024-133 Consider approving Resolution No. 2024-133 authorizing the installation of
a concrete pad at the Senlac Service Center by Austin Caden Hunter, Inc.
dba Elite Restoration Services in the amount of $119,000; and take
appropriate action.

K.7 R2024-121 Consider approving Resolution No. 2024-121 authorizing the purchase of
replacement desktops, laptops, and associated accessories from Dell
Marketing, L.P. in the amount of $139,000, utilizing the State of Texas
Department of Information Resources contract pricing; and take
appropriate action.
K.8 R2024-110 Consider approving Resolution No. 2024-110 authorizing the purchase of
one new 2023 Ford F-150 Lightning from Rush Truck Center through a
cooperative purchasing agreement with Texas Local Government
Purchasing Cooperative BuyBoard in the amount of $59,839.25; and take
appropriate action.
K.9 R2024-126 Consider approving Resolution 2024-126 extending the Neighborhood
Partnership Program; and take appropriate action.
K.10 R2024-132 Consider approving Resolution No. 2024-132 authorizing the City Manager
to deny an Advanced Funding Agreement with the Texas Department of
Transportation for the reconfiguration of Valley View Lane from Denton
Drive to Nestle Drive; and take appropriate action.
L. PUBLIC HEARINGS
L.1 ORD-3871 Conduct a public hearing and consider adopting Ordinance No. 3871 for a
Specific Use Permit for an indoor commercial amusement facility on an
approximate 3.61-acre property located at 14510 Josey Lane, Suite 216,
within the Planned Development District No. 4 (PD-4) zoning district; and
take appropriate action.
L.2 ORD-3861 Conduct a public hearing and consider adopting Ordinance No. 3861 for a
Specific Use Permit amendment for an existing residence hotel on
approximately 1.98 acres located at 4022 Parkside Center Boulevard
within the Planned Development District No. 64 (PD-64) zoning district;
and take appropriate action.
M. REGULAR AGENDA ITEMS
M.1 R2024-130 Consider approving Resolution No. 2024-130 authorizing a contract with
Rudick Construction Group with a fixed bid amount of $2,678,727, which
includes $150,000 in contingency funds for the Branch Connection remodel
phase two; and take appropriate action.
