Code §551.127, notice is hereby given that (i) one or more City Council members may be participating on a regular, non-emergency basis in this meeting by video conference, (ii) the location of the meeting will be at Farmers Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of the City Council will be physically present, which location will be open to the public, and (iii) it is the intent to have the quorum of members of the City Council present at said location for this meeting. A. CALL TO ORDER - STUDY SESSION (4 P.M.) A.1 25-37 Review and discuss Consent and Regular agenda items. A.2 24-975 Receive a report from City staff regarding an alternate Citizens Collection Station location, operational plan, and adding additional household hazardous waste events. A.3 25-31 Discuss the addition of restricted prior service credit to the City’s offering under the Texas Municipal Retirement System (TMRS). A.4 25-17 Discuss the City’s Mission, Vision, and Values, and seek the City Council’s direction on the next steps. A.5 24-518 Discuss Parking at the Venue 1842 Event Center and Historical Park. A.6 25-16 Discuss and Review Venue 1842. A.7 25-64 Discuss target areas for residential redevelopment and the Demolition/Rebuild Program. A.8 25-38 Review and discuss future agenda items. B. ITEMS OF COMMUNITY INTEREST Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. CITIZEN COMMENTS City of Farmers Branch Page 2 Printed on 1/14/2025 City Council Meeting Agenda January 21, 2025 Public Comment is your opportunity to address your City of Farmers Branch elected officials directly about issues that are important to and your community, but there is a process that must be followed : Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the meeting unless the Citizen Comments form has been submitted. This process applies to all action items listed on the agenda. J.3 ORD-3906 Consider adopting Ordinance No. 3906, calling May 3, 2025, General Election for City Council Districts 1 and 4, authorizing the City Manager to execute an election services contract with the Dallas County Elections Department; and take appropriate action. J.4 ORD-3904 Consider adopting Ordinance No. 3904 appointing a Presiding Municipal Court Judge for the City of Farmers Branch Municipal Court of Record No.1; and take appropriate action. J.5 ORD-3907 Consider adopting Ordinance No. 3907 appointing Alternate Municipal Court Judge Cass Calloway to the City of Farmers Branch Municipal Court of Record No.1; and take appropriate action. J.6 ORD-3908 Consider adopting Ordinance No. 3908 appointing Alternate Municipal Court Judge Colette Sallas to the City of Farmers Branch Municipal Court of Record No.1; and take appropriate action. J.7 ORD-3905 Consider adopting Ordinance No. 3905, amending Chapter 86, Section 86-614 pertaining to Fats, Oils, and Grease, and establishing fees for inspection services; and take appropriate action. J.9 R2024-251 Consider approving Resolution No. 2024-251 approving the contract with Fuquay, Inc. for the replacement of a sanitary sewer line in a utility easement between Richland Avenue and Squire Place as part of the Fiscal Year 2024 Dallas County Community Development Block Grant program in the amount of $275,725.85; and take appropriate action. J.10 R2025-007 Consider approving Resolution No. 2025-007 authorizing the City Manager to enter into an agreement with Tartan Oil through the Tarrant County Interlocal Agreement for the purchase of unleaded and diesel fuel in an amount not to exceed $400,000; and take appropriate action. J.11 R2024-188 Consider approving Resolution No. 2024-188 authorizing the City Manager to enter into an agreement with StreetScan USA, Inc. for the purchase of Street Logix pavement analysis and management system for $89,295; and take appropriate action. J.12 R2025-016 Consider approving Resolution No. 2025-016 authorizing payment to Siddons-Martin Emergency Group for their work on emergency repairs to Quint-134 in an amount not to exceed $100,000; and take appropriate action. J.13 R2025-013 Consider approving Resolution No. 2025-013 authorizing the execution of a Local Agreement to effect the disposition of contraband seized pursuant to Chapter 59 of the Texas Code of Criminal Procedure between the Dallas County District Attorney’s Office and the Farmers Branch Police Department, authorizing the City Manager and the Police Chief to execute appropriate agreements on the City’s behalf; and take appropriate action. K. PUBLIC HEARINGS L. REGULAR AGENDA ITEMS L.1 R2025-009 Consider approval of Resolution No. 2025-009 extending an expired building permit to construct a single-family residence for the property located at 3352 Chaparral Drive; and take appropriate action. M. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION N.
