In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or
more City Council members may be participating on a regular, non-emergency basis in
this meeting by video conference, (ii) the location of the meeting will be at Farmers
Branch City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a
quorum of the City Council will be physically present, which location will be open to
the public, and (iii) it is the intent to have the quorum of members of the City Council
present at said location for this meeting.

incentives for Project Six B.
D.3 25-14 The City Council will convene into a closed Executive Session pursuant
to Texas Government Code Section 551.071 (legal consultation)
regarding items on the agenda or for the matters in which the duty of the
attorney to the governmental body under the Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas clearly conflicts with
Chapter 551 of the Texas Code.

H. ITEMS OF COMMUNITY INTEREST
Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration
may report information on the following items: 1) expression of thanks, congratulations or
condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders
about upcoming City events, 5) information about community events, and 6) announcements
involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to
supported organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.

take appropriate action.

J.2 R2024-254 Consider approving Resolution No. 2024-254 authorizing the City
Manager to execute a Residential Demolition/Rebuild Program Incentive
Agreement for a seven (7) year property tax incentive for the property
located at 2981 Maydelle Lane; and take appropriate action.
J.3 R2024-256 Consider approving Resolution No. 2024-256 authorizing the City
Manager to execute a Residential Demolition/Rebuild Program Incentive
Agreement for a seven (7) year property tax incentive for the property
located at 13510 Crestmoor Drive; and take appropriate action.
J.4 R2024-253 Consider approving Resolution No. 2024-253 authorizing the City
Manager to execute a Residential Demolition/Rebuild Program Incentive
Agreement in the amount of $10,000 and a five (5) year property tax
rebate for the property owner located at 14626 Southern Pines Drive;
and take appropriate action.
J.5 R2024-252 Consider approving Resolution No. 2024-252 authorizing the City
Manager to execute a Residential Demolition/Rebuild Program Incentive
Agreement in the amount of $30,000 and a three (3) year property tax
rebate for the property owner located at 2644 Leta Mae Lane; and take
appropriate action.

J.6 R2024-250 Consider approving Resolution No. 2024-250 authorizing the City
Manager to execute a Residential Demolition/Rebuild Program Incentive
Agreement in the amount of $30,000 and a three (3) year property tax
rebate for the property owner located at 2656 Leta Mae Circle; and take
appropriate action.
J.7 R2025-004 Consider approving Resolution No. 2025-004 authorizing the City
Manager to execute a Residential Demolition/Rebuild Program Incentive
Agreement in the amount of $30,000 and a three (3) year property tax
rebate for the property owner located at 12805 Epps Field; and take
appropriate action.
J.8 R2024-248 Consider approving Resolution No. 2024-248 authorizing the City
Manager to execute a Chapter 380 Economic Development Grant
Agreement in the amount of $100,000 for new headquarters commercial
space with Cherry Painting Company, LLC; and take appropriate action.
J.9 R2024-241 Consider approving Resolution No. 2024-241 authorizing the City
Manager to execute the contract with the LETCO Group, LLC dba Living
Earth for clean brush diversion services; and take appropriate action.
J.10 R2024-246 Consider approving Resolution No. 2024-246 authorizing the purchase
of a 2025 Ford Transit 15-passenger Van from Sam Pack Ford through
the BuyBoard Cooperative Purchasing Program in the amount of
$66,092.88; and take appropriate action.
J.11 R2024-243 Consider approving Resolution No. 2024-243 authorizing the City
Manager to approve the purchase of two new backhoes in the total
amount of $315,401 from Holt CAT through the OMNIA Cooperative
Purchasing Program; and take appropriate action.

K.1 ORD-3902 Conduct a public hearing and consider adopting Ordinance No. 3902 for
a zoning amendment for a multifamily development on approximately
10.59 acres located at 1990 Wittington Place within Planned
Development District No. 88 (PD-88); and take appropriate action.
K.2 ORD-3901 Conduct a public hearing and consider adopting Ordinance No. 3901 for
a zoning amendment for a mixed-use development on approximately
10.18 acres located at 1920 LBJ Freeway; and take appropriate action.

The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
interpreters or large print, are requested to contact the City Secretary at (972) 919-2503 at least 72
hours prior to the meeting.
