In accordance with Tex. Govt. Code §551.127, notice is hereby given that (i) one or more
City Council members may be participating on a regular, non-emergency basis in this
meeting by video conference, (ii) the location of the meeting will be at Farmers Branch
City Hall, 13000 William Dodson Parkway, Farmers Branch, Texas, where a quorum of
the City Council will be physically present, which location will be open to the public, and
(iii) it is the intent to have the quorum of members of the City Council present at said
location for this meeting.

C.3 25-135 City Council to discuss calendar of recognition of events and celebration of
holidays that may accompany a proclamation.
C.4 25-122 Receive a Presentation from the Human Resources Department on
Outsourcing the City’s Payroll and Timekeeping Functions.
C.5 25-139 Receive an update from the Human Resources Department on the 4-day
workweek schedule for City staff.

Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City Administration

condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about
upcoming City events, 5) information about community events, and 6) announcements involving an
imminent threat to public health and safety, and 7) reports from Council Liaisons to supported
organizations.

Public Comment is your opportunity to address your City of Farmers Branch elected officials directly
about issues that are important to and your community, but there is a process that must be followed :
Speaker request form(s) will be accepted by the City Secretary from the time the agenda is posted up
to 30 minutes prior to the regular meeting. Individuals will not be recognized to speak during the
meeting unless the Citizen Comments form has been submitted. This process applies to all action
items listed on the agenda.

There is a three (3) minute time limit for each citizen to speak with a reasonable limitation on speakers
on one topic or item with a maximum of fifteen (15) total minutes on the same topic item. Anyone
wishing to speak shall be courteous and cordial. No disparaging or inflammatory remarks directed at
any member of the City Council or City staff will be allowed.
When called by the Mayor, please approach the podium and state your name and address prior to
beginning your comment. If you have written notes you wish to present to Mayor and Council, please
furnish an extra copy for the official files. Audio/visual presentations must be submitted in advance to
the City Secretary. Please direct your comments to the City Council and not the audience.
J. CONSENT AGENDA
J.1 25-114 Consider approving the following City Council meeting minutes; and take
appropriate action.

J.2 R2025-036 Consider approving Resolution No. 2025-036 adopting Rules of
Procedure and Decorum for public comments during City Council
meetings; and take appropriate action.
J.3 ORD-3910 Consider approving Ordinance No. 3910 amending the Farmers Branch
Code of Ordinance, Section 82-95 “No Parking Zones” to add a no parking
zone on the northside of the westbound feeder road of IH 635 service road
from two hundred (200) feet east of Commerce Street to the right turn lane
at Luna Road requiring appropriate signage; and take appropriate action.
J.4 R2025-030 Consider approving Resolution No. 2025-030 authorizing the City Manager
or appropriate designee to execute a contract for outsourced payroll
services with ADP, Inc. for a three (3) year term in the estimated amount of
$564,177.75, and take appropriate action.
J.5 R2025-029 Consider approving Resolution No. 2025-029 authorizing the City Manager
to execute Change Order No. 2 for the construction contract for the Justice
Center remodel with Falkenberg Construction Company for the remodel of
the detention center and cabling in the amount of $423,247.30, increasing
the total contract amount to $2,163,668.06; and take appropriate action.

J.6 R2025-011 Consider approving Resolution No. 2025-011 authorizing the City Manager
to execute a contract with Nu-Way Construction for the construction of the
Storm Sewer Replacement Project along Valley View Lane from the DART
track to Nestle Drive in the amount of $2,671,212; and take appropriate
action.
J.7 R2025-012 Consider approving Resolution No. 2025-012 authorizing the City Manager
to execute a contract with Rebcon, Inc. for the construction of the Denton
Drive Roadway Improvements from Valley View Lane to Pike Street and
between the StarCenter and the south City limits for the amount of
$3,693,157.98; and take appropriate action.
K. PUBLIC HEARINGS
K.1 ORD-3902 Conduct a public hearing and consider adopting Ordinance No. 3902 for a
zoning amendment for a multifamily development on approximately 10.59
acres located at 1990 Wittington Place within Planned Development
District No. 88 (PD-88); and take appropriate action.
K.2 ORD-3903 Conduct a public hearing and consider adopting Ordinance No. 3903 for a
zoning amendment for an indoor commercial amusement facility on
approximately 5.06 acres located at 4355 LBJ Freeway, within the
Planned Development District No. 40 (PD-40) zoning district; and take
appropriate action.
K.3 ORD-3912 Conduct a public hearing and consider adopting Ordinance No. 3912 for a
zoning amendment for a private school (primary and secondary) on
approximately 2.79-acres located at 4000 McEwen Road, within the
Planned Development District No. 90 (PD-90) zoning district; and take
appropriate action.
K.4 ORD-3913 Conduct a public hearing and consider adopting Ordinance No. 3913
granting a Specific Use Permit for Vehicle Sales and Leasing for property
located at 14805 Venture Drive within a Light Industrial (LI) Zoning District;
and take appropriate action.
K.5 ORD-3917 Conduct a public hearing and consider adopting Ordinance No. 3917 for a
zoning amendment for warehouse and distribution use on approximately
22.9 acres located at 1349 and 1399 Valley View Lane within Planned
Development District No. 78 (PD-78); and take appropriate action.
L. REGULAR AGENDA ITEMS

The City Council may convene into executive session at anytime during the Study Session or Regular
meeting pursuant to Texas Government Code Section 551.071(2) for the purpose of seeking
confidential legal advice from the City Attorney on any agenda item.
Farmers Branch City Hall is wheelchair accessible. Access to the building and special parking are
available at the main entrance facing William Dodson Parkway. Persons with disabilities planning to
attend this meeting who are deaf, hearing impaired or who may need auxiliary aids such as sign
