Members Present: Chairman Richard Neely Wayne Mangum Steve White Teresa Pacheco (alt) Members Absent: John Arrington Tony Bennett Staff Present: Jennifer Breakell Bob Campbell Mike Lewis Dee Dee Moore Others Present: Debbie Meador – Great Lakes Jaade Plante – Atlantic Aviation Felicia Bekis – Atlantic Aviation Call to Order The meeting was called to order at 4:00 p.m. by Chairman Neely, there being a quorum present; the following proceedings were duly had and taken. Approval of the October 13, 2015 Agenda Commissioner Mangum made a motion to approve the agenda. The motion was seconded by Commissioner White and passed unanimously by a vote of 4-0. Approval of the Minutes of the September 8, 2015 Regular Meeting of the AAC Commissioner Mangum made a motion to approve the minutes of the September 8, 2015, regular meeting of the AAC with a correction to remove Wayne Mangum as he did not attend the September 8, 2015 meeting. The motion was seconded by Commissioner White and passed unanimously by a vote of 4-0. Operations Report Airport Manager Mike Lewis reported that enplanement numbers for September were the highest this year. Mr. Lewis stated that he had talked with Doug Voss of Great Lakes regarding the newspaper article on pilot shortages and they are planning to approach Congress this fall to modify the 9 passenger minimum. Mr. Lewis was spotlighted on the local news regarding this issue. 1  AAC 10-13-15 Meeting Draft Minutes – Page 2 of 3 Fuel Flowage is based on what is ordered and last year the volume was 465,000 gallons and this year is projected at 400,000 gallons. Air Traffic operations appear to be forecasted around 32,000 for the year, which is down about 2,950 year over year. This computes to about 8 flights a day. Commission Arrington wondered if a touch and go is counted as one trip. Mr. Lewis shared that the Taxiway E, F & G redesign is ready to go to bid and will include remove all pavement and re-compacting the base layer. Also Runway 7 Erosion Control is moving slowly because of the Archaeologist find. Mr. Lewis reminded everyone that the emergency drill took place on September 19, 2015, and that the airport will be able to retain the bus used during the drill to use for any future training or events. He shared that the scenario was that a fuel truck ran into an airplane. This created the need for the medical field personnel to become involved. The culprit then ran into the FBO and took hostages, which resulted in the Police/SWAT/Homeland Security teams to do their training. This is an example of going above and beyond the airport requirement. Mr. Lewis stated that City Council passed the temporary reduction to the Minimum Monthly Guarantee Rental Agreement Amendment for the Car Rental Agencies in the Airport terminal, and those rates should start for the month of October 2015. Parks and Recreation have been doing some facelift repairs to the grassy areas on the drive into the airport. They are also working on the memorial bench for Jose Soto. The City’s General Services Department has also been working on the fence slats and installing a drainage ditch off of the ramp between Hangar 10 and Hangar 11, to alleviate flooding issues in these hangars. The Public Works Department is in talks with the property owner on the north adjacent to the airport for a right of way agreement to allow the city trucks to access the airport to dump dirt in the arroyos on the north side. Business from the Staff: Mr. Lewis shared his trip to the AOPA Fly-In that was held in Colorado Springs and feels that the Four Corner Regional Airport has the necessary space and logistics to host this type of event. Commissioner Arrington suggested that if we do get the Fly-In that an invitation could be extended to some of the area flying clubs.
