CITIZEN POLICE ADVISORY COMMITTEE MINUTES May 20, 2014 7:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, March 18, 2014, at 7:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Deb Dumont, Chairman; Chuck Culpepper, Patricia Simpson, Steve Grey Members Absent: Rose Maez, Lisa Martin City Personnel Present: Vince Mitchell, Deputy Police Chief Taft Tracy, Internal Affairs Lieutenant Casey Malone, Internal Affairs Sergeant Donnie Kee Sgt. Pat Flores Georgette Allen Kim Parrish, Administrative Assistant Guests Present: David Fosdeck I. CALL TO ORDER The meeting was called to order by Chairman Deb Dumont at 7:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Chuck Culpepper moved to approve the minutes of the regular meeting of March 18, 2014 as presented. Steve Grey seconded the motion. Motion carried. III. OPEN MEETINGS RESOLUTION IV. CHIEF’S REPORT, VINCE MITCHELL Deputy Chief Vince Mitchell reported that the FY15 budget is before Council for approval. V. INTERNAL AFFAIRS REPORT Sgt. Casey Malone gave an overview of the March and April 2014 Internal Affairs reports. Lt. Taft Tracy gave a report on the comparison of our aggression responses as compared to other agencies. Deb Dumont asked if CALEA has any statistical comparisons. VI. TRAINING – RECRUITING Sgt. Donnie Kee is in charge of the training and recruiting division. He stated that there are currently 118 officers in the department, 8 of whom are in training. He explained the hiring process which includes the written application, a test conducted through Workforce Solutions, physical fitness testing, then medical, psychological, and lie detector tests. They recruit at local job fairs, focusing efforts on minorities and women, as well as military recruiting in other areas. They have also gone to the Navajo Nation, but have not been quite as successful. Steve Grey  asked if we have another strategy for recruiting Navajos. Sgt. Kee said they have also gone to NAU and San Juan College, and they are also looking at more social media. They have also visited with Workforce Development in Arizona. VII. NEW BUSINESS a. MEMBERS – None. b. CITIZEN INPUT – David Fosdeck approached the Committee about Animal Control Officers not having micro-chipping. He stated that the San Juan Animal League would like to donate a scanner to the Police Department. He also stated that he is interested in community policing. He stated that he has seen an influx in crime in the downtown area where he lives and would like the PD to focus more of their efforts downtown and possibly get the community more involved. Vince Mitchell responded that they have started a couple of neighborhood pilot projects, and suggested starting another one in this area. CASE REVIEW – None. VIII.
