CITIZEN POLICE ADVISORY COMMITTEE MINUTES July 15, 2014 7:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, July 15, 2014, at 7:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Chuck Culpepper, Acting Chairman; Steve Grey, Lisa Martin Members Absent: Deb Dumont; Rose Maez, Patricia Simpson City Personnel Present: Steve Hebbe, Police Chief Casey Malone, Internal Affairs Lieutenant Pat Flores, Internal Affairs Sergeant Nate Lacey Kim Parrish, Administrative Assistant I. CALL TO ORDER The meeting was called to order by Acting Chairman Chuck Culpepper at 7:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Steve Grey moved to approve the minutes of the regular meeting of May 20, 2014 as presented. Lisa Martin seconded the motion. Motion carried. III. CHIEF’S REPORT Chief Hebbe discussed some of the promotions and changes that have taken place within the Police Department. He combined Internal Affairs, Training, and Accreditation into one division. He stated that they have also taken over the Animal Control Officers. They are in the process of hiring some new officers, and aggressively recruiting. On August 17th at 3:00, there will be a ceremony to rename the training center at Safety City in honor of an officer who lost his life in the line of duty. IV. INTERNAL AFFAIRS REPORT Sgt. Pat Flores gave an overview of the May and June 2014 Internal Affairs reports. He said that June was unusual in that there were no internal affairs investigations opened in June. Steve Grey asked if some categories of incidents have different trends, such as increase during the summer. Lt. Malone stated that during summer, or around the holidays, when families are together more, there tend to be more calls for service. V. TRAINING – USE OF FORCE Nate Lacey discussed the protocol for use of force within the department. He stated that everyone has a right to protect and defend themselves, including police officers. They are held to an objective, reasonable standard, looking at it from an officer’s perspective. They are trained to use different levels of force: police presence, verbal commands, unarmed techniques, non-lethal weapons, less lethal weapons, and lethal force. They average about 70,000 calls for service per year, the majority of which are handled at the two lowest levels of force. VI. NEW BUSINESS a. MEMBERS – None. b. CITIZEN INPUT – None. c.
