CITIZEN POLICE ADVISORY COMMITTEE MINUTES September 16, 2014 7:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, September 16, 2014, at 7:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Deb Dumont, Chairman; Chuck Culpepper; Steve Grey, Lisa Martin; Rose Maez; Patricia Simpson Members Absent: None City Personnel Present: Steve Hebbe, Police Chief Casey Malone, Internal Affairs Lieutenant Pat Flores, Internal Affairs Sergeant Jason Eley, Assistant City Attorney Kim Parrish, Administrative Assistant I. CALL TO ORDER The meeting was called to order by Chairman Deb Dumont at 7:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Chuck Culpepper moved to approve the minutes of the regular meeting of July 15, 2014 as presented. Steve Grey seconded the motion. Motion carried. III. CHIEF’S REPORT Chief Hebbe said they have hired several new officers lately, stating that they are now a pretty “young” department, meaning there are several younger officers, which can be a challenge. Another challenge is having officers who have just gone through promotions who are young supervisors, so there is a learning curve. But it also brings new opportunities. They are still aggressively recruiting females and minorities. They are looking into an e-citation program, in which officers can submit citations electronically. There is another program call Screen Safe that they are trying to implement. This system makes an officer unable to type on their computer while they’re driving. They are hoping to get that up and running by November. IV. INTERNAL AFFAIRS REPORT Sgt. Pat Flores gave an overview of the July and August 2014 Internal Affairs reports. There are several investigations still pending. He said that they are in the process of going paperless, so there is a learning curve with that. He stated that there were a couple new Internal Affairs investigations in August. He explained how most of the techniques used by officers are “unarmed techniques” and explained what that means. Steve Grey asked how the injury is determined. Sgt. Flores said they are broken down into categories: minor, moderate or severe. He explained the differences between exonerated, sustained, unsustained, unfounded, and policy failure outcomes. V. NEW BUSINESS a. MEMBERS – None.  b. CITIZEN INPUT – None. c. CASE REVIEW – None. VI. CLOSED MEETING Steve Grey made a motion to go into closed session, seconded by Chuck Culpepper, to discuss the confidentiality agreement and a recent Internal Affairs Investigation. All voted in favor; motion carried. Following the closed meeting, during which meeting the matters discussed were limited only to those specified in the motion for closure, a motion was made by Chuck Culpepper to open the meeting for further business. Patricia Simpson seconded the motion, and upon voice vote the motion carried unanimously. VII.
