CITIZEN POLICE ADVISORY COMMITTEE MINUTES January 16, 2018 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, January 16, 2018, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Deb Dumont, Chair; David Bratcher; Chuck Culpepper; Julie Blair; Gloria Tso Members Absent: Patricia Simpson; Rose Grey City Personnel Present: Police Chief Steve Hebbe Lt. Sierra Tafoya Sgt. Dennis Ronk Ellen Wayne, Deputy City Attorney Tamra Spencer, Administrative Aide I. CALL TO ORDER The meeting was called to order by Chair Deb Dumont at 6:04 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS David Bratcher moved to approve the minutes of the November 21, 2017 regular meeting as presented. Chuck Culpepper seconded the motion. Motion carried. III. CHIEF’S REPORT Chief Hebbe stated FPD has had a busy couple of months. On December 20th, there was an officer involved shooting, there has been 2 in the last 4 years, this is the first fatal shooting since he has been Chief of Police. It has been a learning experience as to how FPD would handle the investigation. They had intended to have a cross jurisdictional team with the San Juan County Sheriff’s Office, which would be a team to come in and investigate a shooting in either of these jurisdictions. FPD has had a history over the last several years, to bring in the NM State Police. The State Police likes will retain control of the investigation, until they have completed their interviews with the officer and the other whiteness’s then release any information relating to the incident. Chief Hebbe showed CPAC the dash-cam video, from the December 20th incident, which was released to the public earlier this evening. The Chief explains that this situation is a difficult one, difficult for the Department, the officer, the family and the public. Deb Dumont asks if there is body cam footage, Chief Hebbe states there is body cam footage that will be released by the State, at the end of the investigation. Chief Hebbe says an Academy started yesterday, with 6 cadets from FPD, and several more cadets from the Sheriff’s Office and State Police; it’s a pretty big academy. This will run until June, then the 6 will be deployed into FTO’s, there were 4 from the last Academy that are now FTO’s. The officer numbers are still in the 130’s, which is a little shy of full staff. FPD is doing a better job at recruiting, reaching out and getting more applicants.
