CITIZEN POLICE ADVISORY COMMITTEE MINUTES March 20, 2018 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, March 20, 2018, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Patricia Simpson, Acting Chair; Julie Blair; Gloria Tso Members Absent: Deb Dumont; David Bratcher; Chuck Culpepper; Rose Grey City Personnel Present: Police Chief Steve Hebbe Lt. Sierra Tafoya Sgt. Dennis Ronk Cpt. Baric Crum Kim Parrish, Executive Assistant Kay Rose, Administrative Assistant I. CALL TO ORDER The meeting was called to order by Acting Chair Patricia Simpson at 6:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Julie Blair moved to approve the minutes of the January 16, 2018 regular meeting as presented. Gloria Tso seconded the motion. Motion carried. III. CHIEF’S REPORT Chief Hebbe mentioned that an officer had an accidental discharge in January. The public was informed and the decision was made to separate with the Officer because a citizen could have been injured. A second shooting involving the SWAT team occurred at Motel 6 when the suspect tried to stab officers. The suspect had a warrant for a shooting in Colorado and was non-cooperative. Video will be released soon. Currently, there are five (5) recruits in the academy and another academy will start in July. He’s noticing that the Farmington Police Department (FPD) is losing officers to other entities, particularly in southern New Mexico, that offer better pay and retirement benefits. FPD has been meeting with the area school districts and other agencies to discuss school safety because of the increased number of school shootings across the country. IV. INTERNAL AFFAIRS REPORT Lt. Sierra Tafoya gave an overview of the January and February Internal Affairs reports. She noted that there was only one (1) citizen complaint and two (2) internal complaint investigations in January; and there were three (3) citizen complaints and four (4) internal complaint investigations for February. Overall, citizen complaints have decreased significantly compared to the same time last year. Internal Affairs is also now tracking supervisor inquiries regarding potential misconduct or violations of policy. V. NEW/OLD BUSINESS a. MEMBERS – none. b. CITIZEN INPUT – none. VI.
