CITIZEN POLICE ADVISORY COMMITTEE MINUTES May 15, 2018 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, May 15, 2018, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Deb Dumont, Chairman; Patricia Simpson; David Bratcher; Rose Grey Members Absent: Julie Blair; Chuck Culpepper; Gloria Tso City Personnel Present: Lt. Sierra Tafoya Sgt. Dennis Ronk Cpt. Baric Crum Cpl. David Griego Nate Duckett, Mayor Jennifer Breakell, City Attorney Kim Parrish, Executive Assistant Kay Rose, Administrative Assistant I. CALL TO ORDER The meeting was called to order by Chairman Deb Dumont at 6:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Patricia Simpson moved to approve the minutes of the March 20, 2018 regular meeting as presented. Rose Grey seconded the motion. Motion carried. III. OPEN MEETINGS RESOLUTION David Bratcher moved to approve the Open Meetings Resolution. Patricia Simpson seconded the motion. Motion carried. IV. CHIEF’S REPORT Cpt. Baric Crum delivered the Chief’s Report. He said the department is having difficulty recruiting and hiring new officers. Currently, there are five (5) recruits in the academy and another thirteen (13) are anticipated to start the academy in July. The Police Department is down sixteen (16) officers. He’s noticing that the Farmington Police Department (FPD) is losing officers to other entities, particularly in southern New Mexico, that offer better pay and retirement benefits. Two (2) CSO’s have been hired. Cpt. Crum elaborated on the CSO transition positions. FPD will be releasing an online reporting program called “Cop Logic”, which allows the public to submit incident reports and get more involved. Albuquerque and Santa Fe have both benefited from the program. FPD is providing trainings for the Mayor and Council to educate them on use-of- force policy and Internal Affairs procedures. FPD is continuing to work with area schools and maintaining a presence even in elementary schools. V. INTERNAL AFFAIRS REPORT Sgt. Dennis Ronk gave an overview of the March and April Internal Affairs reports. He noted that there was only one (1) citizen complaint and four (4) internal complaint investigations in March; and there were three (3) citizen complaints and one (1) internal complaint investigations for April. There weren’t any Supervisor’s Inquiries in March (ie. missed court, small violations, etc.); there were two (2) in April. VI. NEW/OLD BUSINESS a. MEMBERS – none. b. CITIZEN INPUT – none. VII. CASE REVIEW David Bratcher made a motion to go into closed session, seconded by Patricia to do an IA Case Review. Motion carried. Following the closed meeting, during which the matters discussed were limited only to those specified in the motion for closure, a motion was made by Patricia Simpson to open the meeting for further business. Rose Grey seconded the motion. Motion carried. VIII.
