MINUTES
September 17, 2019
6:00 p.m.
The Citizen Police Advisory Committee met in regular session on Tuesday, September 17, 2019,
at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington,
New Mexico, 87401.
Members Present: Deb Dumont, Chairman; David Bratcher; Chuck

I. CALL TO ORDER
The meeting was called to order by Chairman Deb Dumont at 6:01 p.m., and there
being a quorum of members present, the following proceedings were duly had and
taken.
II. MINUTES OF PREVIOUS MEETINGS
Chuck Culpepper moved to approve the minutes of the July 16, 2019 regular
meeting as presented. David Bratcher seconded the motion. Motion carried.
III. POLICE CHIEF’S REPORT
Chief Hebbe gave the Chief’s report. School has started and FPD officers help serve
lunch to get involved with the kids.
FPD had a community forum on mental health, which wasn’t as well-attended as
the immigration forum. National Night Out is coming up on October 1st. The
Southwest Women in Law Enforcement Conference starts on September 18th. FPD
will assist with the upcoming Shiprock Fair, if needed. They also had 6 officers in
Rio Rancho assisting with the Trump rally on September 16th.
Chief Hebbe mentioned that Nenahnezad has had quite a few homicides and arsons
recently, so FPD is collaborating with them and assisting as needed.
Budget cuts have been a challenge for FPD, affecting the number of staffing and
vehicle purchases.
IV. INTERNAL AFFAIRS REPORT
Sgt. Dennis Ronk and Lt. Guy Postlewait gave an overview of the July and August
Internal Affairs (IA) reports. Below are the numbers, compared to last year.
