CITIZEN POLICE ADVISORY COMMITTEE MINUTES November 19, 2019 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, November 19, 2019, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Deb Dumont, Chairman; David Bratcher; Chuck Culpepper; Gloria Tso; Patricia Simpson; Julie Blair Members Absent: Rose Grey City Personnel Present: Chief Steve Hebbe Deputy Chief Jessica Tyler Lt. Guy Postlewait Lt. Sierra Tafoya Sgt. Dennis Ronk Sgt. Mark Gaines Sgt. Nick Bloomfield Sgt. Corban Davis Kay Rose, Liaison I. CALL TO ORDER The meeting was called to order by Chairman Deb Dumont at 6:00 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Julie Blair moved to approve the minutes of the September 17, 2019 regular meeting as presented. Chuck Culpepper seconded the motion. Motion carried. III. POLICE CHIEF’S REPORT Chief Hebbe gave the Chief’s report. He discussed the SRO incident that happened in late August and the subsequent video release. The violation was sustained and the SRO resigned prior to termination. There was also an officer-involved shooting in October and FPD will release that video soon. There will be five (5) recruits graduating from the academy and starting the FTO program in early December. Due to budget cuts, the department has gone from 138 authorized positions, down to 135. Patricia Simpson asked if FPD was going to be working with the new Behavioral Health Director for the County. Chief Hebbe has already met with her, along with the Fire Chief and Assistant City manager. They are pleased that the County is trying to address this subject.
