CITIZEN POLICE ADVISORY COMMITTEE MINUTES November 17, 2020 6:00 p.m. The Citizen Police Advisory Committee met in regular session virtually using Zoom on Tuesday, November 17, 2020, at 6:00 p.m. Members Present: Patricia Simpson, Acting Chairman; Gloria Tso; Rose Grey; Deb Dumont Members Absent: David Bratcher; Julie Blair; Chuck Culpepper City Personnel Present: Steve Hebbe, Police Chief Lt. Chad Byers Sgt. Dennis Ronk Sgt. Shaun Goodsell Sgt. Travis Spruell Kay Rose, Liaison Attendees: Janis Jakino, City Councilor I. CALL TO ORDER The meeting was called to order by Acting Chairman Patricia Simpson at 6:04 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Rose Grey moved to approve the minutes of the September 15, 2020 regular meeting as presented. Gloria Tso seconded the motion. Motion carried. III. OPEN MEETINGS RESOLUTION Rose Grey moved to approve the Open Meetings Resolution. Gloria Tso seconded the motion. Motion carried. IV. POLICE CHIEF’S REPORT Chief Steve Hebbe gave the Chief’s report. He discussed the few COVID cases that they’ve had within the police department and the significant precautions that they’ve taken. He also said there has been a significant increase in suicides this year. FPD has three (3) cadets remaining in the academy who should be graduating in December, and three (3) officers who successfully exited the FTO program. After some reorganization, FPD has formed a recruiting unit with 2 officers who can focus on getting recruiting numbers up and they’ve also added an advanced training unit. FPD has added a real-time crime center, which included deployment of cameras at the Riverwalk, Downtown Farmington, 20th Street, etc. This will provide real-time data for officers, which will help them respond more quickly and know exactly what they’re dealing with when they arrive on scene. A big initiative for next year will be focused on solving violent crimes within the inebriate community, which are often times very difficult to solve. Patricia Simpson asked if FPD was enforcing mask-wearing. Chief Hebbe said they are enforcing it, mainly through education and supplying extra masks when needed.
