MINUTES
January 19, 2021
6:00 p.m.
The Citizen Police Advisory Committee met in regular session virtually using Zoom on Tuesday,
January 19, 2021, at 6:00 p.m.

I. CALL TO ORDER
The meeting was called to order by Chairman Deb Dumont, and there being a
quorum of members present, the following proceedings were duly had and taken.
II. MINUTES OF PREVIOUS MEETINGS
Julie Blair moved to approve the minutes of the November 17, 2020 regular
meeting as presented. Chuck Culpepper seconded the motion. Motion carried.
III. POLICE CHIEF’S REPORT
Chief Steve Hebbe gave the Chief’s report. He said staffing has been affected due to
some employees being quarantined or exposed to COVID-19, but service levels have
not been affected yet.
FPD has four (4) cadets just starting the academy, and three (3) officers now in the
FTO program, but recruiting has been very difficult recently. There are also 2
officers leaving the department and 1 sergeant retiring this month.
The upcoming legislative session has been full of police reform discussion,
including the subject of qualified immunity. Chief Hebbe and the New Mexico
Chiefs Association have been meeting with Legislators to educate them on ways to
improve policing.
FPD has been focused on solving violent crimes within the inebriate community.
These crimes are often harder to solve because the victims are highly intoxicated,
hard to contact, don’t cooperate, don’t show up to court, etc. FPD has been meeting
with local advocacy groups to figure out ways to better help these victims and solve
these crimes.
Chief Hebbe gave an update on the Real-Time Crime Center. They have six (6)
cameras up in the Riverwalk and have also deployed some cameras at Farmington
Lake and on the traffic lights along Main Street. FPD is partnering with the school
district and local businesses to connect to their camera systems in order to help
deliver more effective service.
IV. INTERNAL AFFAIRS REPORT
Sgt. Gaines gave an overview of the Internal Affairs (IA) reports and Sgt. Spruell
gave an overview of the Use-of-Force incidents for November and December. Below
are the numbers, compared to the prior year.
