CITIZEN POLICE ADVISORY COMMITTEE MINUTES January 18, 2022 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, January 18, 2022, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Patricia Simpson, Chairman; David Bratcher; Traci Neff; Matt Clugston; Rose Grey Members Absent: Gloria Tso; Chuck Culpepper City Personnel Present: Taft Tracy, Deputy Police Chief Lt. Nate Lacey Sgt. Shaun Goodsell Sgt. Travis Spruell Sgt. Mark Gaines Kay Rose, Liaison I. CALL TO ORDER The meeting was called to order by Chairman Patricia Simpson at 6:01 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Rose Grey moved to approve the minutes of the November 16, 2021 regular meeting as presented. Matt Clugston seconded the motion. Motion carried. III. POLICE CHIEF’S REPORT Deputy Chief Taft Tracy gave the Chief’s report. He gave a brief update on the recent shooting of Officer Barreto. The shooter, Elias Buck, was arrested in Phoenix. Buck and the others involved are in custody. DC Tracy answered a few questions from the committee regarding procedures and the issues with La Plata County jail, where Buck escaped prior to the shooting. There were four (4) cadets that graduated from the academy in December and there are eight (8) more who just started this year’s academy. FPD has also hired two (2) lateral officers. IV. INTERNAL AFFAIRS REPORT DC Tracy introduced Lt. Nate Lacey as the new Internal Affairs lieutenant. Sgt. Goodsell gave an overview of the Internal Affairs (IA) reports and Sgt. Spruell gave an overview of the Use-of-Force incidents for November and December. Below are the numbers, compared to the prior year.
