MINUTES
March 15, 2022
6:00 p.m.
The Citizen Police Advisory Committee met in regular session on Tuesday, March 15, 2022, at
6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington,
New Mexico, 87401.

I. CALL TO ORDER
The meeting was called to order by Chairman Patricia Simpson at 6:00 p.m., and
there being a quorum of members present, the following proceedings were duly had
and taken.
II. MINUTES OF PREVIOUS MEETINGS
Chuck Culpepper moved to approve the minutes of the January 18, 2022 regular
meeting as presented. Matt Clugston seconded the motion. Motion carried.
III. POLICE CHIEF’S REPORT
Chief Steve Hebbe gave the Chief’s report. He gave a brief update on the shooting of
Officer Barreto. FPD recognized the security guard who assisted with the
apprehension of the shooter. Officer Barreto is currently back on light duty and still
recovering.
Chief Hebbe discussed the legislative session and some of the attempted reforms/
updates from the Governor, including a pay raise for State Police.
There are seven (7) cadets in this year’s academy and four (4) that are in the FTO
Program. Chief Hebbe talked about one of FPD’s development programs in which
Sergeants spend some time with other divisions to get a broader picture of the
agency. Lieutenant’s also rotate positions about every three years to experience
different parts of the agency so the department can be more prepared when there
are retirements or vacancies.
Matt Clugston asked if FPD receives much interest from Albuquerque officers
wanting to relocate. Chief Hebbe explained that FPD doesn’t have much success
with that since Albuquerque pays so well, and officers who leave Albuquerque
usually go to Rio Rancho.
