CITIZEN POLICE ADVISORY COMMITTEE MINUTES May 17, 2022 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, May 17, 2022, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Patricia Simpson, Chairman; Matt Clugston; Chuck Culpepper; David Bratcher; Traci Neff Members Absent: Gloria Tso; Rose Grey City Personnel Present: Steve Hebbe, Police Chief Cpt. Kyle Dowdy Sgt. Travis Spruell Sgt. Mark Gaines Kay Rose, Liaison I. CALL TO ORDER The meeting was called to order by Chairman Patricia Simpson at 6:04 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. II. MINUTES OF PREVIOUS MEETINGS Chuck Culpepper moved to approve the minutes of the March 15, 2022 regular meeting as presented. Matt Clugston seconded the motion. Motion carried. III. POLICE CHIEF’S REPORT Chief Steve Hebbe gave the Chief’s report. Budget takes up a lot of time during Spring. He discussed the 18% pay raise that the Governor gave State Police, which presented a challenge for local law enforcement agencies as far as retaining and recruiting officers. FPD will be issuing a 15% raise to help alleviate this issue. Chief Hebbe discussed the uptick in gun activity this year and specifically one shooting in which the suspect was killed. There has also been an uptick in severe vehicle crashes, which could partly be due to not making traffic stops during the pandemic. Patricia Simpson asked if any of the new marijuana dispensaries have had an impact on law enforcement. Chief Hebbe said they haven’t had major issues yet, but they’re waiting for the legislature to address some problems such as setting legal limits for DUI’s, etc. Chief Hebbe discussed some of the retirements, which included Deputy Chief Taft Tracy, and the promotions of both Baric Crum and Kyle Dowdy to Deputy Chief. IV. INTERNAL AFFAIRS REPORT Sgt. Gaines gave an overview of the Internal Affairs (IA) reports and Sgt. Spruell gave an overview of the Use-of-Force incidents for March and April. Below are the numbers, compared to the prior year.
