MINUTES
July 19, 2022
6:00 p.m.
The Citizen Police Advisory Committee met in regular session on Tuesday, July 19, 2022, at
6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington,
New Mexico, 87401.
Members Present: Patricia Simpson, Chairman; Matt Clugston; Gloria Tso
Members Absent: David Bratcher; Traci Neff
City Personnel Present: Steve Hebbe, Police Chief

I. CALL TO ORDER
The meeting was called to order by Chairman Patricia Simpson at 6:00 p.m., and
there being a quorum of members present, the following proceedings were duly had
and taken.
II. MINUTES OF PREVIOUS MEETINGS
Matt Clugston moved to approve the minutes of the May 17, 2022 regular meeting
as presented. Gloria Tso seconded the motion. Motion carried.
III. OPEN MEETINGS RESOLUTION
Matt Clugston moved to approve the Open Meetings Resolution. Gloria Tso
seconded the motion. Motion carried.
IV. POLICE CHIEF’S REPORT
Chief Steve Hebbe gave the Chief’s report. He said recruiting is one of FPD’s top
priorities. They have seven (7) recruits in the FTO program and eight (8) going into
the academy.
FPD has increased their focus on traffic again since they backed off during COVID.
Chief Hebbe also talked about the need for courts to keep people who commit gun
crimes in jail longer.
The 4th of July festivities kept FPD very busy. Connie Mack is also coming up, along
with school starting soon, which will keep them busy as well.
FPD currently has 110 deployed officers, which means they are still 28 officers
short of being full-staffed.
