CITIZEN POLICE ADVISORY COMMITTEE MINUTES September 20, 2022 6:00 p.m. The Citizen Police Advisory Committee met in regular session on Tuesday, September 20, 2022, at 6:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, New Mexico, 87401. Members Present: Patricia Simpson, Chairman; Matt Clugston; David Bratcher; Traci Neff; Michelle Meyering; Terry Hayes Members Absent: Gloria Tso City Personnel Present: Deputy Chief Kyle Dowdy Sgt. Travis Spruell Kay Rose, Liaison I. CALL TO ORDER The meeting was called to order by Chairman Patricia Simpson at 6:01 p.m., and there being a quorum of members present, the following proceedings were duly had and taken. The new CPAC members, Michelle Meyering and Terry Hayes, introduced themselves. II. MINUTES OF PREVIOUS MEETINGS David Bratcher moved to approve the minutes of the July 19, 2022 regular meeting as presented. Traci Neff seconded the motion. Motion carried. III. POLICE CHIEF’S REPORT Deputy Chief Kyle Dowdy gave the Chief’s report. He discussed the increase in overdose deaths, specifically from Fentanyl, within the last year. There was a lengthy discussion about this topic. Michelle Meyering later mentioned that the Farmington Boy’s and Girl’s Club received an opioid prevention grant to help with this issue. D.C. Dowdy also discussed FPD’s ongoing efforts in recruiting and retaining officers. They are under-staffed and officers have been pushed to their limits, especially working overtime for big events such as 4 th of July and the upcoming Balloon Rally. Nate Lacey and Sierra Tafoya were both promoted to Captain and FPD will most likely open the Sargent positions to external applicants. IV. INTERNAL AFFAIRS REPORT D.C. Dowdy gave an overview of the Internal Affairs (IA) reports and Sgt. Spruell gave an overview of the Use-of-Force incidents for July and August. Below are the numbers, compared to the prior year.
