LABOR-MANAGEMENT RELATIONS BOARD
November 3, 2015
3:00 p.m.
The Labor Management-Relations Board met in regular session on Tuesday, November 3, 2015 at
3:00 p.m. in the Executive Conference Room at City Hall, 800 Municipal Drive, Farmington, NM.
Members Present: Curtis Gurley
Emet Rudolfo, Present via Teleconference
Darrel Jiles
City Personnel Present: Rob Mayes, City Manager
David Burke, Deputy Fire Chief
Tom Swenk, HR Director
Debbie Pierce, HR Business Partner
Luke Lugenbeel, Electric T&D Manager
Kim Parrish, Administrative Assistant
CALL TO ORDER
The meeting was called to order at 3:02 p.m. by Chairman Curtis Gurley, who recognized all
above-named City Personnel, and there being a quorum of members present, the following
proceedings were duly had and taken.
APPROVAL OF MINUTES
Darrel Jiles moved to accept the minutes of August 4, 2015 as presented. Emet Rudolfo seconded
the motion. Motion carried.
APPOINTMENT OF MANAGEMENT AND UNION REPRESENTATIVES
Darrel Jiles was retained as the Management representative for the Labor-Management Relations
Board, and Emet Rudolfo was retained as the Union representative.
ELECTION OF CHAIRMAN
Darrel Jiles moved to elect Curtis Gurley as chairman. Emet Rudolfo seconded, and was accepted
by Curtis Gurley. Motion carried.

Chairman—Mr. Gurley asked to have a Review of the LMRB Rules placed on the next agenda.
ADJOURNMENT
Emet Rudolfo moved to adjourn the meeting. Darrel Jiles seconded. Motion carried.
