Call to Order The meeting was called to order at 4:03 p.m. by Chair Polston, and there being a quorum present, the following proceedings were duly had and taken. 2. Approval of the September 15, 2016 Meeting Minutes A motion was made by Commissioner Dykeman and seconded by Commissioner Barbeau to approve the minutes of the September 15, 2016 meeting. The motion passed unanimously 3-0. 3. Update on the Native American Museum Bathroom Remodel and Recommendation for Approval of Funds-Bart Wilsey Bart Wilsey, Director of the Farmington Museum, presented drawings for the proposed construction of two new bathrooms at the Farmington Native American Museum located at 301 W. Main Street. Mr. Wilsey discussed where the bathrooms would be located in the building. The estimated cost is $40,000. Mr. Wilsey asked the MRA Commissioners if they would consider using MRA funds to complete the bathrooms. With the completion of the bathrooms, the Native American Museum could be ready to open part-time by the middle of January or February of 2017. 1 Commissioner Dykeman made a motion to use MRA funds to complete the bathroom project at the Native American Museum at 301 W. Main Street. The motion was seconded by Commissioner Barbeau. The vote was 3-0. 4. Informational Update on the Civic Center Project-Cory Styron Cory Styron, Director of Parks, Recreation, and Cultural Affairs (PRCA), presented a power point presentation that showed the proposed renovation of the Civic Center located at 200 W. Arrington. The renovation is funded by a $2.50 per room night occupancy fee on lodging facilities that was imposed in 2013. Mr. Styron pointed out numerous renovations which included bathrooms, the kitchen, upgrades to fire protection, electrical, and plumbing, and an extension to the facility for hosting large groups. The renovations will also include a redesign to the front of the building and to the landscaped areas. Commissioner Dykeman asked if trees would be removed. Mr. Styron said some trees have reached the end of their life cycle and will be removed. Other trees will be relocated. Chair Polston asked if the recirculating water in the proposed fountain would be a health issue and if there would be lighting for the evening hours. Mr. Styron said the water in the fountain is required to be treated and there will be silhouette lighting as well as an outdoor speaker system. The fountain will be lit as well. Construction on the project may begin as soon as February or March of 2017. 5. Approval of Service Request to NMMS for a study to be completed on TIF and TIDD districts Shaña Reeves, Director of Communication and Quality Performance, discussed a service request to have New Mexico MainStreet (NMMS) come to Farmington as a consultant to research TIDD (Tax Increment Development District) and TIF (Tax Increment Financing) districts. Ms. Reeves said it could provide information for the MRA Commissioners if they chose to pursue a TIDD or TIF in the future. Commissioner Barbeau agreed and made a motion to move forward on the Economic Vitality submittal to receive technical assistance from the New Mexico MainStreet Program. The motion was seconded by Commissioner Dykeman. The vote was 3-0. 6. Economic Transformation Strategies, Capacity Building Strategy, and 2017 Work Plan- Shaña Reeves Shaña Reeves gave the Commissioners a draft of the Economic Transformation Strategies for downtown Farmington and explained that to remain a part of the National MainStreet Program Farmington must show sustainable increases in economic development. To do this, three strategies have been developed. Strategy #1 is the revitalizing of Main Street using the Complete Streets conceptual plan by Blue Zones. Strategy #2 is to survey existing buildings for use and potential uses. Strategy #3 is creating an evening entertainment and dining district. Ms. Reeves said a final draft must be turned in by December 15, 2016. She asked the MRA Commissioner to read over the information and give suggestions or input no later 2 than November 15, 2016 so that a final draft will be ready for approval at the next MRA meeting on November 17, 2016. 7. Downtown Association Updates-Shaña Reeves Ms. Reeves said Michael Bulloch, Farmington’s Downtown Coordinator, had gone to Las Vegas, NM for a NMMS meeting. Mr. Bulloch presented several brochures, booklets, and flyers from NMMS. He said at the NMMS meeting he was informed that Farmington qualifies for a grant of approximately $17,000. It would involve a mandatory meeting of staff in Socorro, NM on January 11, 2017. Ms. Lopez said the money could possibly be used to paint murals on the back of some of the buildings that are visible from the Civic Center or to redesign the vacant property owned by the City along Main Street across from TJ’s Diner. Chair Polston said the money could also be used for tree lighting on Main Street. Both Commissioners Barbeau and Polston said they would like staff to apply for the grant. 8. Business From: a. Floor – Ms. Lopez told the Commissioners the RFQP for construction drawings for the Complete Streets Project has gone out. The due date for proposals is November 2, 2016. There were numerous participants at the pre-proposal meeting. Ms. Lopez said she is working on the TAP grant for the Complete Streets Project. She is writing the grant for the Phase 1 roundabout. Backup material will be submitted as well. b. Chair – There was no business from the Chair. c. Members – Commissioner Dykeman asked Mr. Wilsey if he could come to the November 17, 2016 MRA meeting and discuss ideas for 210 N. Allen. Mr. Wilsey said he would come to the meeting. d. Staff- There was no business from Staff. 9. Adjournment: A motion was made by Commissioner Barbeau and seconded by Commissioner Dykeman to adjourn.
