Please contact the MPO Administrative Aide if a summary or other type of accessible format is needed.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Annual Election of Officers Prepared by: Fran Fillerup, MPO Associate Planner Date: November 5, 2014 BACKGROUND  As outlined in the MPO Committee Bylaws, the Annual Election of Officers was moved to September to allow newly elected members to become familiar with Policy Committee proceedings.  Each September the Policy Committee selects the Chair and Vice-Chair from their membership who will serve until the following annual election.  The Chair presides over the meetings and is responsible for the other duties outlined in the Committee Bylaws and Operating Procedures document.  The Vice-Chair presides over the meetings in the absence of the Chair.  Councilor Darnell has been serving as the current Policy Committee Chair; Commissioner Sipe serves as the current Vice Chair. ELECTION  Elections will take place to select a Policy Committee Chair and Vice-Chair until September 2015. RECOMMENDATION  It is recommended that the Policy Committee accept nominations and vote to elect the Chair and Vice-Chair. 1  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #4 Subject: FFY2014-2019 TIP Amendment #8 Prepared by: Fran Fillerup, MPO Associate Planner Date: November 5, 2014 BACKGROUND  On October 12, 2014 the Farmington MPO advertised Amendment #8 to the FFY2014-2019 Transportation Improvement Program (TIP).  The amendment adds one new project and amends one project of the TIP as described below in the attached notice.  NMDOT is the lead agency for both projects.  A public hearing on Amendment #8 was held on October 23, 2014 during the Technical Committee meeting.  The Technical Committee recommended approval of Amendment #8 to the FFY2014-2019 TIP on October 23, 2014. ADDED/DELETED TIP PROJECTS  The newly added TIP project is a Bridge Preventative Maintenance Project (F100115) to two bridges along US 550 and US 64.  The amended project adds funding for the Safety Project on NM 173 (F100170), with improvements to be made from mile post 2 to mile post 3.5. ANTICIPATED WORK  Seek approval of the amendment at the November 13, 2014 Policy Committee meeting.  Include the project revisions in the STIP and forward the Self-Certification and TIP export files to NMDOT. ACTION ITEM  It is recommended that the Policy Committee approve Amendment #8 to the FFY2014-2019 TIP and the MPO Self-Certification for Amendment #8 to the FFY2014-2019 TIP. 2  PUBLIC NOTICE The Farmington Metropolitan Planning Organization (FMPO) is the transportation planning forum for the cities of Farmington, Aztec and Bloomfield and the surrounding county area. The FMPO develops a Transportation Improvement Program (TIP), which is a program of projects reasonably expected to be funded within the next six years. This public comment period meets all of the applicable requirements of the federal transportation bill MAP-21 and the federal transit requirements of Section 5307(c) (1-7). CURRENT WORK  The MPO’s consultant has compiled input from public outreach efforts in August and September 2014, and has provided recommendations for updating the MTP.  With this information from the public, staff will begin drafting amendments and developing new sections of the MTP. A review of the vision, goals and objectives will be presented. New chapters which need to be added include a method for prioritizing projects and performance measures consistent with local, state and federal goals for the transportation system. ANTICIPATED WORK  Staff will present a summary of the results, including, themes, recommendations and key findings.  Staff will review the visions goals and objectives to ensure there is consistency with public input as well as local, state and federal goals. INFORMATION ITEM  No item will be presented for approval. 6  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #7 Subject: 2015 Annual Meeting Schedule Prepared by: Fran Fillerup, MPO Associate Planner Date: November 3, 2014 BACKGROUND  Each year the Policy Committee approves a resolution ensuring compliance with the open meetings act and establishes its meeting schedule for the coming year.  NMDOTs STIP Procedures Manual outlines an annual calendar for TIP Amendments which may impact the meeting schedule on a quarterly basis. CURRENT WORK  Staff will present a proposed meeting schedule for discussion with the Policy Committee  It is suggested that the Policy Committee hold seven regular meetings during 2015.  Meetings are recommended for January, February, April, May, August, September, and November.  Meeting can continue to be held on the fourth Thursday at 1:30pm unless otherwise indicted on a rotating basis among the entities.  Formal action to adopt a meetings resolution will be done in November.
