1. CALL TO ORDER
Councilor Darnell called the meeting to order at 1:32 p.m. with a quorum present.
Commissioner Sipe arrived shortly after the meeting was called to order.
Councilor Darnell offered his congratulations to Mr. Wakan on his promotion to MPO
Planner and to Mr. Fillerup for being chosen as the new MPO Associate Planner.
2. APPROVE THE MINUTES FROM THE SEPTEMBER 18, 2014 POLICY
COMMITTEE MEETING
Commissioner Eckstein moved to approve the minutes from the September 18, 2014
Policy Committee meeting. Councilor Duckett seconded the motion. The motion was
passed unanimously.
3. ANNUAL ELECTION OF OFFICERS
Subject: Annual Election of Officers

BACKGROUND
Each year the Policy Committee selects the Chair and Vice-Chair from their
membership who will serve until the following annual election. This business is
normally conducted in September of each year, but did not occur as scheduled.
The Chair presides over the meetings and is responsible for the duties outlined in
the Committee Bylaws and Operating Procedures document.
The Vice-Chair presides over the meetings in the absence of the Chair.
Councilor Darnell has been serving as the current Policy Committee Chair;
Commissioner Sipe serves as the current Vice Chair.
ACTION
The Policy Committee will accept nominations and vote to elect the Chair and
Vice-Chair. Those elected will serve until September 2015.
DISCUSSION: Councilor Darnell nominated Commissioner Sipe to serve as Policy
Committee Chair. Commissioner Sipe accepted the nomination noting, however, that
with her husband working out of town, she may have to miss some meetings.
Commissioner Sipe was appointed as Policy Committee Chair by acclamation.
Commissioner Sipe will begin the duties of Chair at the January 2015 Policy Committee
meeting.
Commissioner Eckstein nominated Councilor Darnell to serve as Policy Committee Vice
Chair. Councilor Darnell then nominated Councilor Duckett and that nomination was
seconded by Commissioner Eckstein. Councilor Duckett was appointed as Policy
Committee Vice Chair by acclamation.
Commissioner Eckstein reported that the City of Bloomfield had named Curtis Lynch as
their representative to the Policy Committee.
4. CONSIDER APPROVAL OF AMENDMENT #8 TO THE FFY2014-2019
TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND THE SELF-
CERTIFICATION FOR AMENDMENT #8
Subject: FFY2014-2019 TIP Amendment #8

BACKGROUND
On October 12, 2014 the Farmington MPO advertised Amendment #8 to the
FFY2014-2019 Transportation Improvement Program (TIP).
The amendment adds one new project and amends one project of the TIP as
described below in the attached notice.
NMDOT is the lead agency for both projects.
A public hearing on Amendment #8 was held on October 23, 2014 during the
Technical Committee meeting.
The Technical Committee recommended approval of Amendment #8 to the
FFY2014-2019 TIP on October 23, 2014.
ADDED/DELETED TIP PROJECTS
The newly added TIP project is a Bridge Preventative Maintenance Project
(F100115) to two bridges along US 550 and US 64.
The amended project adds funding for the Safety Project on NM 173 (F100170),
with improvements to be made from mile post 2 to mile post 3.5.
ACTION ITEM
On October 23, 2014, the Technical Committee recommended approval of
Amendment #8 to the FFY2014-2019 TIP and the MPO Self-Certification for
Amendment #8 to the FFY2014-2019 TIP.
DISCUSSION: Mr. Wakan explained that Amendment #8 to the FFY2014-2019 TIP adds
a new Bridge Preventative Maintenance project to the TIP (CN #F100115) for two
bridges along US 550 and US 64.
The second project that was part of Amendment #8 is the Safety Project on NM 173 (CN
#F100170) with an additional $110,000 in STP-Flex funds for FY2015. There were no
other changes to this project. Councilor Darnell asked what work was being done to this
road section. Mr. Wakan explained that this safety project was to correct grade and lines
of sight issues from milepost 2 to milepost 3.5.
ACTION: Commissioner Sipe moved to approve Amendment #8 to the FFY2014-2019
TIP and the MPO Self-Certification for Amendment #8 to the FFY2014-2019 TIP.
Councilor Duckett seconded the motion. The motion was approved unanimously.
5. CONSIDER APPROVAL OF AMENDMENT #9 TO THE FFY2014-2019
TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AND THE SELF-
CERTIFICATION FOR AMENDMENT #9

BACKGROUND
On November 2, 2014 the Farmington MPO advertised Amendment #9 to the
FFY2014-2019 Transportation Improvement Program (TIP).
The amendment adds two project phases to the TIP and amends one other
project as described in the attached notice.
Updates to the project totals for the Piñon Hills Extension project were provided
to MPO staff after Amendment # 9 was advertised to the public. These updates
are reflected in the attachment.
A public hearing on Amendment #9 was held on November 20, 2014 during the
Technical Committee meeting.
The Technical Committee recommended approval of Amendment #9 at the
November 20, 2014 meeting.
ADDED/DELETED TIP PROJECTS
Phases II and III of the East Piñon Hills Blvd Extension (CN F100100) are being
added to the TIP and STIP.
The termini on the Safety Project on NM 173 (CN F100170) are being extended.
ACTION ITEM
It is recommended that the Policy Committee approve Amendment #9 to the
FFY2014-2019 TIP and the MPO Self-Certification for Amendment #9 to the
FFY2014-2019 TIP.
DISCUSSION: Mr. Wakan reported that Amendment #9 to the FFY2014-2019 TIP was
advertised beginning November 2. This Amendment updates the Pinon Hills Boulevard
Extension project (CN #F100100) and extends the termini for the safety project on NM
173 (CN #F100170).
Mr. Wakan referred to Page 8 of the Agenda which showed the project details. The
change to the project on NM 173 is to extend the termini from milepost 2 to NM 575
(approximately another eighth of a mile). There was no change in funding levels.
The changes to the Pinon Hills Boulevard extension were necessitated by the National
Environmental Policy Act (NEPA). It was found that this project was not consistent
throughout the TIP, STIP, and the 2035 MTP. Without this consistency, the first phase of
the project would not be funded and construction is due to begin early next year. Ms.
Holton said that NEPA instructed the MPO to show how each phase is viable as a stand-
alone project. She added that the projects had received federal funding in the past and
the City of Farmington was then told by NMDOT to phase the project. Ms. Holton stated
that the MPO is working to ensure the TIP and STIP requirements are met and then
make the 2035 MTP consistent with the TIP and STIP. This project is currently shown in
the 2035 MTP as one project.
Mr. Wakan referred to Page 7 of the Agenda which showed the details of the phases of
the Pinon Hills Boulevard project. Those changes are:
- Each project phase re-named (will fall under the same CN number);
- Project descriptions added for each phase of the project;
- Phase I termini from NM 516 to Hubbard
o Additional $250,000 for final design (not programmed until 2019)
- Phase II termini from Hubbard to CR 3000
o Total cost estimate of $14,250,000
- Phase III termini from CR 3000 to CR 390 (Wildflower)
o San Juan County is lead agency on this Phase
o Total cost estimate of $8,250,000
Mr. Wakan reported that a public hearing was held on Amendment #9 during the
Technical Committee meeting on November 20 and no comments were received. The
Technical Committee recommended approval of Amendment #9.
For the NM 173 safety project, Commissioner Sipe asked where NM 575 was. Mr.
Wakan said it was slightly further south on NM 173 past milepost 3.5. The Policy
Committee members noted that NM 575 was a road that headed towards Bloomfield.
Commissioner Sipe asked if there would be any widening of the roadway or addition of
shoulders. Ms. Holton said they would ask Mr. Quintana to respond to this question.
(LATER: Mr. Quintana did confirm that the project included the widening of the roadway
and the addition of shoulders.)
Councilor Duckett said that during the public meetings for the Pinon Hills Boulevard
Phase I project there had been discussion of adding sound barriers and a park. Ms.
Holton responded that David Sypher with the City of Farmington would likely have
information on this. (LATER: Mr. Sypher reported that the park was 90% complete and
consists of tree plantings with a supportive irrigation system. Also planned is a small
water feature to be completed in the near future. The sound barriers were evaluated
several times and did not qualify for federal sound reduction standards for Phase I of the
project. This will be re-evaluated during Phase II.) Ms. Holton said she had a site plan for
the park area shows a nicely landscaped passive area but is not actually a park.
Councilor Darnell commented that the rights-of-way to the south were attained by
agreeing to build a park.
ACTION: Commissioner Sipe moved approve Amendment #9 to the FFY2014-2019 TIP
and the MPO Self-Certification for Amendment #9 to the FFY2014-2019 TIP. Councilor
Duckett seconded the motion. The motion was passed unanimously.
6. CONSIDER APPROVAL OF AMENDMENT #2 TO THE 2035 METROPOLITAN
TRANSPORTATION PLAN (MTP)
Subject: Amendment #2 to the 2035 MTP

BACKGROUND
The East Piñon Hills Boulevard Extension is shown in the FMPO’s Metropolitan
Transportation Plan (MTP) as one project, though it is split into phases in the
Transportation Improvement Program (TIP) and the Statewide Transportation
Improvement Program (STIP).
A public hearing on Amendment #2 was held during the Technical Committee
meeting on November 20, 2014. No comments were received.
The Technical Committee recommended approval of Amendment #2 to the 2035
MTP on November 20.
CURRENT WORK
Amendment #2 to the FMPO MTP breaks the East Piñon Hills Boulevard
Extension into Phases I, II and III, as described in the attached Public Notice.
This amendment is to ensure that the TIP, STIP, and MTP are consistent with
each other, as is required by FHWA.
Amendment #2 changes are reflected in Chapter 4 of the 2035 MTP which
revises 5 maps and associated project charts.
The City of Farmington is the lead agency for Phases I and II.
San Juan County is the lead agency for Phase III.
Updates to project details were provided to MPO Staff after Amendment 2 was
advertised. They will be provided at the meeting for discussion.
ACTION ITEM
• It is recommended that the Policy Committee approve Amendment #2 to the
2035 MTP.
DICUSSION: Mr. Wakan explained that Amendment #9 updated the FFY2014-2019
TIP, but there was also a requirement to update the 2035 Metropolitan Transportation
Plan (MTP). Amendment #2 to the 2035 MTP will ensure consistency between it, the TIP
and the STIP. Mr. Wakan stated that NMDOT had an issue with the MTP because in
that document the Pinon Hills Boulevard extension was shown as a single project. Now
that the project has been split into three phases, with separate project details and
separate price tags, the MTP needed to be updated to reflect those changes.
Mr. Wakan reported that a public hearing was held during the November 20, 2014
Technical Committee meeting and that no comments were received. The Technical
Committee recommended approval of Amendment #2 to the 2035 MTP.
Mr. Wakan referred to Page 12 of the Agenda which showed the three separate phases
of the project along with the project details for each. The three phases are also depicted
on the map (copy on Page 13 of the Agenda) in Chapter 4 of the 2035 MTP. Chapter 4
is where all the changes to the 2035 MTP were made.
Ms. Holton stated that NMDOT had provided a copy of an FHWA directive which said
that if a project is federally funded and there are subsequent phases to the project, the
project can be deemed in violation of NEPA. With this Amendment, the MPO is trying to
address this potential violation. Ms. Holton added that it was NMDOT that required the
project be phased. Mr. Sypher commented there was also the issue with the logical
terminus that NMDOT later determined was insufficient.
Mr. Wakan briefly reviewed Chapter 4 of the 2035 MTP that reflect the changes detailed
in Amendment #2. Mr. Fillerup noted that in Chapter 4, the Pinon Hills Boulevard project
is referred to as Project #9. The main changes were made to the tables, costs, and to
noting the phases of Project #9 to A, B, and C. Additional updates were made to the
maps on pages 4-7 through 4-11.
ACTION: Councilor Duckett moved to approve Amendment #2 to the 2035 MTP.
Commissioner Eckstein seconded the motion. The motion was passed unanimously.
7. RECEIVE A REPORT FROM NMDOT
No representatives from NMDOT were in attendance.
A copy of Mr. Brian Degani’s Planning Update dated November 20, 2014 will be
forwarded to the Policy Committee members for their information.
8. RECEIVE A REPORT ON THE 2040 MTP UPDATE
Subject: 2040 Metropolitan Transportation Plan (MTP)

BACKGROUND OR PREVIOUS WORK
The Metropolitan Transportation Plan (MTP) is the long range planning document
that addresses transportation needs for the next twenty-five years.
The MPO’s MTP is updated every five years and the 2035 MTP was adopted in
2010.
Development of the 2040 MTP began in November 2013 and is expected to be
adopted in April 2015.
CURRENT WORK
The MPO’s consultant has compiled input from public outreach efforts in August
and September 2014, and has provided recommendations for updating the MTP.
With this information from the public, staff will begin drafting updates and
developing new sections of the MTP. The vision, goals and objectives will be
reviewed. New chapters which need to be added include a method for
prioritizing projects and performance measures consistent with local, state and
federal goals for the transportation system.

DISCUSSION: Mr. Fillerup gave a presentation on the progress of the 2040 MTP
update and results from the public outreach conducted in September and October.

There were responses from the general public, stakeholder groups, local government
staff and officials, and open houses. There were approximately 466 participants in the
region:
• 306 used the online survey and mapping responses
• Approximately 40 attended the daytime stakeholder group meetings and evening
public open houses
• 55 responded with the paper survey

Mr. Fillerup said that there were a lot of individual comments behind each of the
discussion topics that are not able to be detailed in the presentation.
Mr. Fillerup noted that that there were three discussion items that topped each list:
- Transit
- Missing connections
- Limited walkability
Results from Online Mapping Tool (Survey)
Mr. Fillerup commented that not all survey takers answered each question; some
questions allowed for more than one option; a lot of individual comments are behind the
actual numbers and responses. Mr. Fillerup showed a map that detailed where the
survey takers said they lived. He noted that there was a good spread of responses
across the MPO area.
Transportation Improvements Opportunities
Mr. Fillerup presented a map which showed the types of transportation improvements
people thought should be considered:
Bicycle
Roundabout
Sidewalk
Transit
Roads
Parks
Councilor Darnell asked if people actually recommended that roundabouts be added. Mr.
Fillerup said this was correct.
Priorities
Mr. Fillerup noted that the top priorities were: pedestrian safety, major road, and bike
routes (see chart below):
Mr. Fillerup explained that the chart below detailed the percentage of respondents who
provided answers to the question above. Mr. Fillerup explained that for, say, pedestrian,
more than 50% of the respondents ranked it from 76-100%; for bus service, 30% of the
responders ranked it from 0-50% while another 30% ranked it very high at 76-100%.
Willingness to Pay
Results from Paper Survey
Mr. Fillerup said the MPO had staffed a booth at the San Juan County Fair and most of
the paper surveys came from survey takers there. This survey also asked the
respondent where they lived; to provide a score (1 to 5) on the transportation topics that
were most important to them (pedestrian safety and major roads were the top two); and
which areas would they be willing to pay more for (pedestrian safety, major road, bicycle
routes, and bus service).
Themes & Observations
Mr. Fillerup provided a list of themes and observations from all the meetings, open
houses, and survey results showed:
• Pedestrian and bike safety AND filling in missing bike and sidewalk networks are
high priorities, people are willing to pay for;
• Major roads are seen as higher priority than smaller connecting roads;
• The most often mentioned is PHB bridge, and congestion on East Main in
Farmington;
• Local trails are higher priority than regional trails, trails received praise, need to
continue trying to connect cities to river trail networks;
• Bus service is high priority to those who use it and low priority to those who don't;
“better than what we had, but could be better”;
• Roundabouts: slight majority of respondents in favor
• Getting into and out of area is problem, need;
o Air service
o Alternatives to driving your own car
• Freight: rail connection and truck route that is uses by large trucks;
• Aesthetics of roadways is factor for quality of life and attracting tourists and new
residents;
• Designing for autos/drivers does work well for most part.
Going Forward
Mr. Fillerup reported that Staff would review the results of the public participation
process to identify the key elements that need to be included in the final 2040 MTP
update. There are 15 chapters to the MTP and Staff will be presenting several chapters
in each of January, February, and March, with final adoption being sought in April 2015.
Mr. Wakan said the MPO was seeking an innovative approach for this public
participation process. He said the mapping tool had produced responses that surpassed
any other project seeking public input. Councilor Darnell commented that when meetings
are the only method used to gather input, only those with special interests attend. He
liked the survey approach because it allowed for a boarder opportunity to respond and
he thought clearer responses had been gathered.
Mr. Fillerup said that reports of all this information were available on the MPO website.

9. REVIEW THE PROPOSED 2015 MEETING CALENDAR AND CONSIDER
ADOPTING PC RESOLUTION 2014-2
Subject: 2015 Annual Meeting Schedule & Resolution

BACKGROUND
Each year the Policy Committee approves a resolution ensuring compliance with
the open meetings act and establishing its meeting schedule for the coming year.
The Policy and Technical Committee meetings for 2015 have been adjusted to
match the timing of NMDOT’s annual calendar for STIP and TIP Amendments
which occur on a quarterly basis.
CURRENT WORK
Staff provided a proposed meeting schedule for discussion.
It is suggested that the Policy Committee hold seven regular meetings during
2015.
Meetings are recommended for January, February, April, May, August,
September, and November.
Meetings will be held on the fourth Thursday at 1:30pm unless otherwise
indicated on a rotating basis among the entities or held at more appropriate days
and times.
Due to the 2015 Thanksgiving holiday, the November Policy meeting is proposed
for the third week of that month.
RECOMMENDATION
It is recommended that the Policy Committee consider and hold a vote on the
2015 meeting schedule.
It is recommended that the Policy Committee adopt PC Resolution 2014-2
establishing the procedures to be followed and notice to be given pursuant to the
provisions of the New Mexico Open Meetings Act, providing for the annual
determination of reasonable notice of meetings, and establishing the meeting
times, dates, and locations for the FMPO Policy Committee during calendar year
2015.
DISCUSSION: Ms. Holton said this Agenda item had originally been planned to be
presented as a workshop item at the Policy Committee meeting scheduled for November
13, and then seek approval at this meeting. With the cancellation of the November
meeting, Staff is asking that the Policy Committee members review and approve the
2015 meeting calendar at today’s meeting.
Councilor Darnell asked if there were any changes to the calendar (see next page) or
dates that deviated from what is currently being done. Mr. Fillerup replied that the
meeting date is changing to the fourth Thursday of each month. The new date for the
Technical Committee meetings will be on the second Thursday of each month which
gives two weeks between the Committee meetings. Mr. Fillerup explained that the
purpose for the change was to get the Policy Committee decisions to better align with
other project decisions and deadlines required at the state level. Mr. Fillerup noted that
the schedule on Page 19 of the Agenda showed highlighted meeting dates. On these
dates, Staff will be seeking final approval by the Policy Committee on TIP amendments.
Commissioner Sipe asked about the need to meet once a month. Ms. Holton said that
this had been discussed because of the concern with needing to align with the TIP/STIP
cycles. Mr. Wakan said that this new schedule works with those cycles and meeting
once a month is not necessary.
ACTION: Councilor Duckett moved to adopt PC Resolution 2014-2 establishing the
procedures to be followed and notice to be given pursuant to the provisions of the New
Mexico Open Meetings Act, providing for the annual determination of reasonable notice
of meetings, and establishing the meeting times, dates, and locations for the FMPO
Policy Committee during calendar year 2015. Commissioner Sipe seconded the motion.

INFORMATION ITEMS
a. RTP and TAP Reviews. Duane Wakan and Fran Fillerup met with NMDOT
staff on November 18 to review the Project Feasibility Forms (PFF) for both
the Transportation Alternatives (TAP) and Recreational Trails Programs
(RTP).
b. Statewide Long Range Plan. Staff will be participating in two meetings as
part of the NMDOT Statewide Multimodal Long Range Plan:
• Dec. 2 – Plenary Meeting of Statewide Working Groups, Albuquerque
• Dec. 10 – Meeting of the Northwest Regional Working Group, Milan
c. MPO Quarterly. Staff plans to attend the MPO Quarterly on December 16 in
Las Cruces.
d. Other.
DISCUSSION: Mr. Fillerup reported that Staff met with NMDOT on November 18 to
conduct a preliminary review of eight applications for two funding programs: three for the
Recreational Trails Program (RTP) and five for the Transportation Alternatives Program
(TAP). Comments on the proposed applications were provided to the entity and more
finalized and detailed applications are now being received with a due date to the MPO of
December 11.
Ms. Holton said that the Technical Committee would review the applications in January
and those recommendations would then be brought to the Policy Committee for
consideration at their January meeting. The final projects have to be submitted to
NMDOT by February 1st. Mr. Wakan reported that now any project submitted will be
competing statewide and those funded will be selected by a state level committee.
Councilor Duckett asked about Highway Safety Improvement Program (HSIP). Mr.
Sypher said the City of Farmington was considering a safety project for an area on
Foothills near County Club Elementary School. Mr. Quintana told the City of Farmington
that funding would be easier to get if they requested a road safety audit (RSA) first.
Mr. Wakan explained that there was more money available through the HSIP program
than with RTP or TAP. He said the project on Foothills did meet the TAP guidelines, but
probably had a better chance of being funded through HSIP. There was some
discussion of requesting an RSA and the need for an HSIP application to go along with
it. The next round of HSIP applications is due by January 23, 2015.
Mr. Fillerup said there are two upcoming meetings as part of the state’s update to their
Long Range Plan in Albuquerque on December 2 and Milan on December 10.
MPO Staff plans to attend the MPO Quarterly in Las Cruces on December 16.
11. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF
Councilor Darnell asked if there was any feedback on the new traffic system on East
Main. Mr. Sypher said the main report will be in September 2015 will a full year of data
can be provided. A preliminary report will be given to the City Council on December 16.
Councilor Darnell asked if there had been any further discussion of an alternate route on
Herrera or Gila. Mr. Sypher stated that there had been no detailed look at an alternate
route. Councilor Darnell asked how the MPO would get involved in this project. Mr.
Sypher said that the MPO would normally be involved in through the TIP process once
City Council gives the direction that this project is a priority for the city. Mr. Sypher said
this project has not risen to that level of interest.
Mr. Wakan also spoke about how ITS technology is being used to signalize lights along
the East Main corridor and how future uses are being identified. Mr. Wakan said the
coordination of this technology is important and is currently being updated. NMDOT is
paying for an update to the ITS architecture. There is a consultant contacting the local
entities to get their feedback on what they currently have and what might be installed in
the future.
Councilor Duckett asked if the upcoming project phase of US 64 would allow for public
input and comment. He has been contacted about the intersection of CR 5841 and
dangerous left hand turns being made even though there is no left hand turn lane.
Mr. Wakan said he would speak with Mr. Quintana about this. (LATER: Mr. Quintana
stated that there would be an opportunity for public comment coming at the end of
January or the first part of February.)

Each year the Policy Committee selects the Chair and Vice-Chair from their

The Chair presides over the meetings and is responsible for the duties outlined in
the Committee Bylaws and Operating Procedures document.
The Vice-Chair presides over the meetings in the absence of the Chair.
Councilor Darnell has been serving as the current Policy Committee Chair;
Commissioner Sipe serves as the current Vice Chair.
ACTION
The Policy Committee will accept nominations and vote to elect the Chair and
Vice-Chair. Those elected will serve until September 2015.

A public hearing on Amendment #2 was held during the Technical Committee
meeting on November 20, 2014. No comments were received.
The Technical Committee recommended approval of Amendment #2 to the 2035
MTP on November 20.
CURRENT WORK
Amendment #2 to the FMPO MTP breaks the East Piñon Hills Boulevard
Extension into Phases I, II and III, as described in the attached Public Notice.
This amendment is to ensure that the TIP, STIP, and MTP are consistent with
each other, as is required by FHWA.
Amendment #2 changes are reflected in Chapter 4 of the 2035 MTP which
revises 5 maps and associated project charts.
The City of Farmington is the lead agency for Phases I and II.

BACKGROUND OR PREVIOUS WORK
The Metropolitan Transportation Plan (MTP) is the long range planning document
that addresses transportation needs for the next twenty-five years.
The MPO’s MTP is updated every five years and the 2035 MTP was adopted in
2010.
Development of the 2040 MTP began in November 2013 and is expected to be
adopted in April 2015.
CURRENT WORK
The MPO’s consultant has compiled input from public outreach efforts in August
and September 2014, and has provided recommendations for updating the MTP.
With this information from the public, staff will begin drafting updates and
developing new sections of the MTP. The vision, goals and objectives will be
reviewed. New chapters which need to be added include a method for
prioritizing projects and performance measures consistent with local, state and
federal goals for the transportation system.

Subject: 2015 Annual Meeting Schedule & Resolution

BACKGROUND
Each year the Policy Committee approves a resolution ensuring compliance with
the open meetings act and establishing its meeting schedule for the coming year.
The Policy and Technical Committee meetings for 2015 have been adjusted to
match the timing of NMDOT’s annual calendar for STIP and TIP Amendments
which occur on a quarterly basis.
CURRENT WORK
Staff provided a proposed meeting schedule for discussion.
It is suggested that the Policy Committee hold seven regular meetings during
2015.
Meetings are recommended for January, February, April, May, August,
September, and November.
Meetings will be held on the fourth Thursday at 1:30pm unless otherwise
indicated on a rotating basis among the entities or held at more appropriate days
and times.
Due to the 2015 Thanksgiving holiday, the November Policy meeting is proposed
for the third week of that month.

RECOMMENDATION
It is recommended that the Policy Committee consider and hold a vote on the
2015 meeting schedule.
It is recommended that the Policy Committee adopt PC Resolution 2014-2
establishing the procedures to be followed and notice to be given pursuant to the
provisions of the New Mexico Open Meetings Act, providing for the annual
determination of reasonable notice of meetings, and establishing the meeting
times, dates, and locations for the FMPO Policy Committee during calendar year
2015.

POLICY COMMITTEE RESOLUTION NO. 2014-2
A RESOLUTION ESTABLISHING THE PROCEDURES TO BE FOLLOWED AND
NOTICE TO BE GIVEN PURSUANT TO THE PROVISIONS OF THE NEW
MEXICO OPEN MEETINGS ACT, PROVIDING FOR THE ANNUAL
DETERMINATION OF REASONABLE NOTICE OF MEETINGS, AND
ESTABLISHING THE MEETING TIMES, DAYS AND LOCATIONS FOR THE
FARMINGTON METROPOLITAN PLANNING ORGANIZATION POLICY
COMMITTEE DURING THE CALENDAR YEAR 2015
WHEREAS, the Policy Committee of the Farmington Metropolitan Planning
Organization (FMPO) met in Special session at the MPO Office, 100 West Broadway, 2nd
Floor, Farmington, NM on December 1, 2014, at 1:30 p.m., in accordance with the law;
and
WHEREAS, Sections 10-15-1 (B) of the Open Meetings Act (NMSA 1978,
Section 10-14-1 to 10-15-4) states that, except as may be otherwise provided in the
Constitution or the provisions of the Open Meetings Act, all meetings of a quorum of
members of any board, council, commission, administrative adjudicatory body or other
policymaking body of any state or local public agency held for the purpose of
formulating public policy, discussing public business or for the purpose of taking any
action within the authority of or the delegated authority of such body, are declared to be
public meetings open to the public at all times; and
WHEREAS, any meetings subject to the Open Meetings Act at which discussion
or adoption of any proposed resolution, rule, regulation or formal action occurs shall be
held only after reasonable notice to the public; and
WHEREAS, Section 10-15-1(D) of the Open Meetings Act requires the Policy
Committee of the FMPO to determine annually what constitutes reasonable notice of its
public meetings;
NOW, THEREFORE, BE IT RESOLVED BY THE Farmington Metropolitan
Planning Organization Policy Committee that:
1. For calendar year 2015, the regular meeting of the FMPO’s Policy Committee
will be held at the times, dates, and places as shown on the attached Exhibit
“A” hereto.
2. An agenda for such meetings will be available at least seventy-two (72) hours
prior to the meeting from the office of the Farmington Metropolitan Planning
Organization, Downtown Center Building, 100 W Broadway, Farmington,
New Mexico.

3. Notice of regular meetings will be given by publishing a list of regular
meetings to be held in each calendar year in the Farmington Daily Times or
another newspaper of general circulation in San Juan County in January of
each year. The notice shall indicate when and where a copy of the agenda for
each meeting may be obtained. A copy of this notice and the list of regular
meetings will also be posted in the foyer of the Farmington City Hall, 800
Municipal Drive, Farmington, New Mexico and in similar public places in the
San Juan County Administrative Building and in the city hall buildings for the
cities of Aztec and Bloomfield, New Mexico. This notice shall be posted in
January of each year and shall remain posted throughout the calendar year.
Copies shall also be sent via regular mail or fax to any local television stations
and radio broadcast stations at their request.
4. Special meetings may be called by the Committee Chair or by a majority of
Committee members upon three (3) days’ notice. If time exists for a notice of
such meeting to be published in the legal notices of the Farmington Daily
Times or another newspaper of general circulation in San Juan County prior to
the meeting, such notice shall be published. If not, notice shall be given by e-
mail, fax or some other instantaneous method to a newspaper of general
circulation, any local television station and at least one local radio
broadcasting station. The notice shall include an agenda for the meeting or
information on how members of the public may obtain a copy of the agenda.
The agenda shall be available to the public at least twenty-four hours before
any special meeting.
5. Emergency meetings will be called only under unforeseen circumstances that
demand immediate action to protect the health, safety and property of citizens
or to protect the FMPO or its participating governmental agencies from
substantial financial loss. The Committee will avoid emergency meetings
whenever possible. Emergency meetings may be called by the Committee
Chair or a majority of the members of the Committee upon twenty-four (24)
hours’ notice, unless threat of personal injury or property damage require less
notice. The notice for all emergency meetings shall be given, except as to the
amount of time required, in the manner provided above for special meetings.
6. In addition to other information as specified above, all notices and agendas
shall include the following language: “If you are an individual with a
disability who is in need of a reader, amplifier, qualified sign language
interpreter, or any other form of auxiliary aid or service to attend or participate
in the hearing or meeting, please contact the MPO Administrative Aide at the
Downtown Center, 100 W Broadway, Farmington, New Mexico or at 505-
599-1466 at least one week prior to the meeting or as soon as possible. Public
documents, including the agenda and minutes, can be provided in various
accessible formats. Please contact the MPO Administrative Aide if a
summary or other type of accessible format is needed.”

7. The Policy Committee of the FMPO may close a meeting to the public only if
the subject matter of such discussion or action is excepted from the open
meeting requirement under Section 10-15-1(H) of the Open Meetings Act.
(a) If any meeting is closed during an open meeting, such closure shall be
approved by a majority vote of a quorum of the Committee taken during the open
meeting. The authority for the closed meeting and the subjects to be discussed shall be
stated with reasonable specificity in the motion to close and the vote of each individual
member on the motion to close shall be recorded in the minutes. Only those subjects
specified in the motion may be discussed in the closed meeting.
(b) If the decision to hold a closed meeting is made when the committee is
not in an open meeting, the closed meeting shall not be held until public notice,
appropriate under the circumstances, stating the specified provision of law authorizing
the closed meeting and the subject to be discussed with reasonable specificity, is given to
the members and to the general public.
(c) Following completion of any closed meeting, the minutes of the open
meeting that was closed, or the minutes of the next open meeting if the closed meeting
was separately scheduled, shall state whether the matters discussed in the closed meeting
were limited only to those specified in the motion or notice for closure.
(d) Except as provided in Section 10-15-1(H) of the Open Meetings Act,
any action taken as a result of discussion in a closed meeting shall be made by vote of the
Committee in an open public meeting.

INFORMATION ITEMS
a. RTP and TAP Reviews. Duane Wakan and Fran Fillerup met with NMDOT
staff on November 18 to review the Project Feasibility Forms (PFF) for both
the Transportation Alternatives (TAP) and Recreational Trails Programs
(RTP).
b. Statewide Long Range Plan. Staff will be participating in two meetings as
part of the NMDOT Statewide Multimodal Long Range Plan:
• Dec. 2 – Plenary Meeting of Statewide Working Groups, Albuquerque
• Dec. 10 – Meeting of the Northwest Regional Working Group, Milan
c. MPO Quarterly. Staff plans to attend the MPO Quarterly on December 16 in
Las Cruces.
