Please contact the MPO Administrative Aide if a summary or other type of accessible format is needed.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: FFY2014-2019 TIP Amendment #10 Prepared by: Duane Wakan, MPO Planner Date: February 17, 2015 BACKGROUND  On January 25, 2015 the Farmington MPO advertised Amendment #10 to the FFY2014-2019 Transportation Improvement Program (TIP).  The amendment adds one project to the TIP, amends two projects, and deletes one project as described in the attached notice.  The Technical Committee is expected to recommend approval at their Special Joint Meeting on February 26. ADDED/DELETED TIP PROJECTS  $250,000 in CMAQ Flex funding in FY2019 is being removed from Phase I of the East Piñon Hills Blvd Extension (CN F100100).  Adds Phase II of East Piñon Hills Blvd Extension (CN F100101) to the TIP and receives $250,000 in CMAQ Flex in FY2017 moved over from Phase I.  Phase II of the East Arterial Route in Aztec (CN F100091) amends the scope of the project to include language regarding a detached trail and underground utilities.  County Road 7500 (CN F10040) is being removed from the TIP due to lack of funds. ANTICIPATED WORK  Seek approval of the amendment at the February 26, 2015 Policy Committee meeting. CURRENT WORK The following chapter drafts are presented for review:  Chapter 7 – Complete Streets &Roadway Aesthetics – This chapter addresses the work of the MPO’s Complete Streets Advisory Committee to date.  Chapter 8 – Freight & Rail – The freight function of the transportation network and modes of travel not covered elsewhere are included here.  Chapter 10 – Public Health & Safety – This chapter highlights issues relating to transportation safety and health impacts of transportation.  Chapter 12 – Transportation Strategies & Policies – Strategies and policies included here are the relationship of land use and transportation, environmental regulations, system preservation and Intelligent Transportation Systems.  Chapter 15 – Performance Measures – This chapter contains performance measurement for the MPO area as required by MAP-21 legislation. Federal measures must be addressed and are only partially developed as this time. CHAPTERS  Copies of chapter drafts will be sent by e-mail. DISCUSSION ITEM  Staff will review the status of these five draft chapters presented and seek input.  The Policy Committee does not have a meeting scheduled in March at which to discuss the last five MTP chapter drafts. Adoption of NMDOT’s Statewide Long Range Plan is moving back, and will likely occur in July. This provides time for the Policy Committee to review the last five chapters in April and move planned adoption of the MTP back. Moving back adoption also will help correlation with pending Federal and State guidance on performance measures and financial planning. 6  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #6 Subject: Complete Streets Prepared by: Duane Wakan, MPO Planner Date: February 17, 2015 BACKGROUND or PREVIOUS WORK  Complete Streets is a means of designing a roadway so that it accommodates all modes of travel, including driving, walking, biking, and transit.  Staff has worked with the Complete Streets Advisory Group (CSAG) to finalize the land use context areas (LUCAs) and road typology (RTs) nomenclature and descriptions.  The Advisory Group held its latest meeting on January 14. CURRENT WORK  MPO Staff created preliminary cross-section street dimensions with input from a sub-committee made up of local public works staff and engineers.  Minimum standards were created for travel lanes, bike lanes, sidewalks, buffer zones, as well as other elements of the street.  Minimum standards apply differently depending on the land-use context area and street typology.  The Advisory Group requested modifications to those dimensions.  A draft of the executive summary has been written. ANTICIPATED WORK  Staff is currently drafting chapters for the Region’s proposed Complete Streets Guidelines document. It is planned for final consideration and adoption by the Policy Committee in August. exchanges and access to goods & services. They are meaningful for all users of our transportation network whether by car, bus, bike or walking. Over the last several decades, auto-centric transportation plans and designs have confounded the mobility needs of our most vulnerable transportation users, i.e., children, seniors and the economically disadvantaged. It has also placed a costly burden on cities and communities who endeavor to compete economically with ever-evolving demographic shifts and market demands. Context sensitive street designs will ensure that residents in the urbanized areas of Farmington, Aztec, Bloomfield and San Juan County are provided balanced parameters in regards to the layout and function of our streets. These guidelines will require leaders and users of the manual to recognize and honor our regional visions, goals and policies, and consider innovative approaches when designing and engineering streets. With the understanding that entity-specific transportation needs are distinct, design guidelines were created to provide flexibility in application.
