Please contact the MPO Administrative Aide if a summary or other type of accessible format is needed.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Annual Election of Officers Prepared by: Duane Wakan, MPO Planner Date: February 4, 2015 BACKGROUND  At the first meeting of the New Year, the Technical Committee selects the Chair and Vice-Chair from their membership who will serve until the next annual election.  The Chair presides over the meetings and is responsible for the other duties outlined in the Committee Bylaws and Operating Procedures document.  The Vice-Chair presides over the meetings in the absence of the Chair.  This election was postponed from the January 8, 2015 due to the absence of several Technical Committee members. ELECTION  Elections will take place to select a Chair and Vice-Chair for the Technical Committee for 2015. BACKUP MATERIAL  Technical Committee Chair Responsibilities and Duties RECOMMENDATION  It is recommended that the Technical Committee accept nominations and vote to elect the Chair and Vice-Chair for 2015. 1  TECHNICAL COMMITTEE CHAIR RESPONSIBILITIES General The MPO Technical Committee acts as technical advisors to the Policy Committee. The Technical Committee is responsible for providing technical review of all transportation plans within the urban area and input to the MPO Policy Committee on issues directed to it by its membership and the Policy Committee. Other responsibilities shall include those as may be designated from time to time by the MPO Policy Committee. Selection The Chair and Vice Chair shall be chosen annually from among the voting members of the Technical Committee at its first meeting of the calendar year. The new Chair shall officiate at the first meeting of the calendar year and shall serve for twelve (12) months. Duties The Chair shall preside at the meetings, call the meetings, and may choose to present a progress report covering the Technical Committee’s recommendations to the Policy Committee. Robert’s Rules of Order shall be followed, except that the Chair may make motions, participate in discussion and vote on any motion. Responsibility for announcing the vote rests upon the Chair who has the right to have the vote taken again, by a “show of hands”, by “raising the right hand”, by rising, by ballot, by roll call, or by rising and having the vote counted, if necessary. Resignation If the Chair or Vice Chair resigns, the remaining Technical Committee members shall elect a replacement officer at the next regularly scheduled meeting. Attendance Attendance is required at all Technical Committee meetings. If a Technical Committee member fails to attend seventy-five (75) percent of the Technical Committee meetings in a twelve-month calendar period, his or her membership may be terminated. The Chair of the Technical Committee shall speak with a Technical Committee member who is subject to removal through non-attendance to determine if that member will make a commitment to attend Technical Committee meetings. If the member cannot make the commitment, the Chair will send a recommendation to the corresponding City Manager or County CEO that a new member from that entity be designated to serve on the Technical Committee. 2  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #5 Subject: 2040 Metropolitan Transportation Plan Prepared by: Fran Fillerup, MPO Associate Planner Date: February 5, 2015 BACKGROUND OR PREVIOUS WORK  Staff is drafting updates to the chapters of the Metropolitan Transportation Plan (MTP), and adding new plan elements as needed.  This is the second set of five chapters to be presented. CURRENT WORK The following chapter drafts are presented for review:  Chapter 7 – Complete Streets &Roadway Aesthetics – This chapter addresses the work of the MPO’s Complete Streets Advisory Committee to date.  Chapter 8 – Freight & Rail – The freight function of the transportation network and modes of travel not covered elsewhere are included here.  Chapter 10 – Public Health & Safety – This chapter highlights issues relating to transportation safety and health impacts of transportation.  Chapter 12 – Transportation Strategies & Policies – Strategies and policies included here are the relationship of land use and transportation, environmental regulations, system preservation and Intelligent Transportation Systems.  Chapter 15 – Performance Measures – This chapter contains performance measurement for the MPO area as required by MAP-21 legislation. Federal measures must be addressed and are only partially developed as this time. CHAPTERS  Copies of chapter drafts will be sent by e-mail. DISCUSSION ITEM  Input on the next five chapters to the 2040 MTP will be sought. 3  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #6 Subject: Complete Streets Prepared by: Duane Wakan, MPO Associate Planner Date: February 4, 2015 BACKGROUND or PREVIOUS WORK  Complete Streets is a means of designing a roadway so that it accommodates all modes of travel, including driving, walking, biking, and transit.  Staff has worked with the Complete Streets Advisory Group (CSAG) to finalize the land use context areas (LUCAs) and road typology (RTs) nomenclature and descriptions.  The Advisory Group held its latest meeting on January 14. CURRENT WORK  MPO Staff created preliminary cross-section street dimensions with input from a sub-committee made up of local public works staff and engineers.  Minimum standards were created for travel lanes, bike lanes, sidewalks, buffer zones, as well as other elements of the street.  Minimum standards apply differently depending on the land-use context area and street typology.  The Advisory Group requested modifications to those dimensions.  A draft of the executive summary has been written. ANTICIPATED WORK  Staff is working on drafting chapters for complete streets. ATTACHMENTS  Sub Committee recommended dimensions, including CSAG recommended modifications.  Draft Executive Summary. exchanges and access to goods & services. They are meaningful for all users of our transportation network whether by car, bus, bike or walking. Over the last several decades, auto-centric transportation plans and designs have confounded the mobility needs of our most vulnerable transportation users, i.e., children, seniors and the economically disadvantaged. It has also placed a costly burden on cities and communities who endeavor to compete economically with ever-evolving demographic shifts and market demands. Context sensitive street designs will ensure that residents in the urbanized areas of Farmington, Aztec, Bloomfield and San Juan County are provided balanced parameters in regards to the layout and function of our streets. These guidelines will require leaders and users of the manual to recognize and honor our regional visions, goals and policies, and not solely operate with generalized project templates. With the understanding that entity-specific transportation needs are distinct, design guidelines were created to provide flexibility in application. The menu of design options found in this document derived from heavy regional involvement via a Complete Streets Advisory Group (CSAG) led by MPO staff. 10  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #7 Subject: Status of TIP Projects Prepared by: Duane Wakan, MPO Planner Date: February 4, 2015 BACKGROUND  The STIP Protocols, finalized in early 2014, indicate that each MPO shall develop a process to monitor the progress and status of each project in the first two years of the TIP.  MPO Staff has been conducting a monthly review of all FMPO TIP projects with the Technical Committee. These reviews have helped correct inconsistencies in the TIP, STIP, the MPO’s MTP and Agreement Request Forms (ARFs) necessitate the need to review project details on a regular basis for consistency.  Plans Specifications & Estimates (PS&E) deadline in July 15, 2015. CURRENT WORK  MPO staff will seek updates on TIP projects specifically related to 2014-15 TAP projects. A joint meeting of the MPO Technical Committee and NMDOT is being planned for Thursday, February 26, 2015 at Bloomfield City Hall from 10:00 a.m. to 1:00 p.m. prior to regular Policy Committee scheduled for 1:30 p.m. Please let Staff know of discussion items to be included in the agenda. Lunch will be provided and please let Staff know if you will be able to attend. b. Joint Powers Agreement (JPA). The JPA expires in September and will need to be reviewed by the Policy and Technical to consider updates and revisions. c. NMDOT Staff Members to Join Policy and Technical Committees. NMDOT has requested to have a staff member serve on the MPO Policy and Technical Committees. This matter was discussed on December 18, 2014, and a summary of the discussion was provided to NMDOT.
