Subject: Annual Election of Officers

BACKGROUND
As outlined in the MPO Committee Bylaws, the Annual Election of Officers was
moved to September to allow newly elected members to become familiar with
Policy Committee proceedings.
Each September the Policy Committee selects the Chair and Vice-Chair from
their membership who will serve until the following annual election.
The Chair presides over the meetings and is responsible for the other duties
outlined in the Committee Bylaws and Operating Procedures document.
The Vice-Chair presides over the meetings in the absence of the Chair.
Commissioner Sipe has been serving as the current Policy Committee Chair;
Councilor Duckett serves as the current Vice Chair.
ELECTION
Elections will take place to select a Policy Committee Chair and Vice-Chair until
September 2016.
RECOMMENDATION
It is recommended that the Policy Committee accept nominations and vote to
elect the Chair and Vice-Chair.

Subject: FFY2014-2019 TIP Amendment #1

BACKGROUND
On October 21, 2015 the Farmington MPO advertised Amendment #1 to the
FFY2016-2021 Transportation Improvement Program (TIP).
The amendment involves several projects in the TIP as described in the attached
notice.
A public hearing on Amendment #1 was held on November 5.
The Technical Committee recommended approval on November 5.
AMENDED TIP PROJECTS
US 64 Phase IV - (CN F100110) – At the request of NMDOT, delete this project from
the TIP/STIP as it was able to be constructed using FY 2015 funds.
US 64 Phase V - (CN F100112) – At the request of NMDOT, changes FY 2017 funds
by removing $4,240,116 in NHPP while adding $5,800,000 in State Severance Tax
funds. Also, reduces FY 2018 NHPP funding from $7,059,081 to $6,343,676.
US 64 Phase VI – (CNF100113) – At the request of NMDOT, remove $1,123,797 in
STP Sm Urb funds in 2019 to be replaced with $5,980,800 in NHPP funds in FY 2020.
NM 173 – (CN F100170) – At the request of NMDOT, adds an additional $2,880,000 in
HSIP funds in FY2016 and adjusts the termini from MP 2.0 to MP 4.5.
Vereda del Rio San Juan River Trail Phase II – (CN F100230) – At the request
of the City of Bloomfield, add $189,465 in Local Non-Match funds in FY 2016.
Vereda del Rio San Juan River Trail Phase III – (CN F100231) – At the request
of the City of Bloomfield, add $115,135 in Local Non-Match funds in FY 2016.
Red Apple Transit Bus Route Accessibility – (CN TF00010) – At the request of
the City of Farmington, amend this project’s management from Federal Highway
Administration to Federal Transit Administration.
ANTICIPATED WORK
Seek approval of the amendment by the Policy Committee on November 19.
Include the project revisions in the STIP and forward the Self-Certification and
TIP export files to NMDOT.

The Farmington MPO (FMPO) is advertising Amendment #1 to the FFY2016-2021

As required by federal law and the Farmington MPO Public Participation Plan, the
FMPO is holding a 30-day Public Comment period and Public Hearing on Amendment
#1. The 30-day comment period will open on Wednesday, October 21, 2015 to
Thursday, November 19, 2015. This public comment period meets all of the applicable
requirements of the federal transportation bill MAP-21 and the federal transit
requirements of Section 5307(c) (1-7).

Subject: FFY2015-2016 UPWP Amendment

BACKGROUND
The MPO maintains a Unified Planning Work Program which sets forth the tasks
the MPO will undertake in a fiscal year.
In 2014, the MPOs in the state converted to using UPWP covering two fiscal
years. The current UPWP covers FFY 2015 and 2016.
The recently adopted 2040 MTP identifies tasks which the MPO will undertake
and which need to be reflected in the UPWP.
FHWA has provided direction on other work to be added to the UPWP.
This Amendment was presented to the Technical Committee for discussion on
November 5.
CURRENT WORK and ATTACHMENTS
MPO staff has prepared draft amendments to the UPWP for FFY 2016. The
proposed changes are in a “track changes” document which will be provided
separately.
Dollar amounts under each task have not been adjusted at this time. This item
will be presented again in January, and dollar amounts will be re-allocated as
needed.
ANTICIPATED WORK
Staff will review the proposed changes to the UPWP with the Policy Committee
for discussion. This item will be presented again in January.
INFORMATION and DISCUSSION
The draft changes to the FFY 2016 UPWP are being presented for information
and discussion by the Policy Committee.

Subject: Public Participation Plan Amendment

BACKGROUND
The current Public Participation Plan (PPP) was adopted on January 19, 2012.
The PPP needs to be reviewed and amended at least every five years.
Staff is proposing changes to the PPP.
Changing the public comment period to 15 days instead of the stated 30 days
(see Page 14 of the current document)
NMDOT has recommended, and the other MPOs throughout the state have
already adopted, a 15-day public comment period for most documents including
TIP amendments.
A new TIP adoption would continue to have a 30-day comment period.
On November 29, 2015 the Farmington MPO will advertised the amendments to
comply with the 45-day public noticing requirements in the Public Participation
Plan.
The draft changes were discussed with the Technical Committee on November
5.
ANTICIPATED WORK
Staff reviewed the PPP for additional needed changes.
Seek recommended approval of the amendment to the PPP at the December 10,
2015 Technical Committee meeting.
Seek approval of the amendment to the PPP at the January 2016 Policy
Committee meeting (tentative date is January 28, 2016).
ATTACHMENTS

Subject: 2016 Annual Meeting Schedule

BACKGROUND
Each year the Policy Committee approves a resolution ensuring compliance with
the open meetings act and establishes its meeting schedule for the coming year.
NMDOTs STIP Procedures Manual outlines an annual calendar for TIP
Amendments which may impact the meeting schedule on a quarterly basis.
CURRENT WORK
Staff will present a proposed meeting schedule for discussion with the Policy
Committee
It is suggested that the Policy Committee hold seven regular meetings during
2016.
Meetings are recommended for January, February, April, May, August,
September, and November.
Meeting can continue to be held on the fourth Thursday at 1:30 pm, unless
otherwise indicated, on a rotating basis among the entities.
Formal action to adopt a meeting resolution will be done in November.

The Policy Committee Resolution establishing the meeting dates and times for

A RESOLUTION ESTABLISHING THE PROCEDURES TO BE FOLLOWED AND
NOTICE TO BE GIVEN PURSUANT TO THE PROVISIONS OF THE NEW
MEXICO OPEN MEETINGS ACT, PROVIDING FOR THE ANNUAL
DETERMINATION OF REASONABLE NOTICE OF MEETINGS, AND
ESTABLISHING THE MEETING TIMES, DAYS AND LOCATIONS FOR THE
FARMINGTON METROPOLITAN PLANNING ORGANIZATION POLICY
COMMITTEE DURING THE CALENDAR YEAR 2016
WHEREAS, the Policy Committee of the Farmington Metropolitan Planning
Organization (FMPO) met in a Regular meeting in the Executive Conference Room in
Farmington City Hall, 800 Municipal Drive, Farmington, NM on November 19, 2015, at
1:30 p.m., in accordance with the law; and
WHEREAS, Sections 10-15-1 (B) of the Open Meetings Act (NMSA 1978,
Section 10-14-1 to 10-15-4) states that, except as may be otherwise provided in the
Constitution or the provisions of the Open Meetings Act, all meetings of a quorum of
members of any board, council, commission, administrative adjudicatory body or other
policymaking body of any state or local public agency held for the purpose of
formulating public policy, discussing public business or for the purpose of taking any
action within the authority of or the delegated authority of such body, are declared to be
public meetings open to the public at all times; and
WHEREAS, any meetings subject to the Open Meetings Act at which discussion
or adoption of any proposed resolution, rule, regulation or formal action occurs shall be
held only after reasonable notice to the public; and
WHEREAS, Section 10-15-1(D) of the Open Meetings Act requires the Policy
Committee of the FMPO to determine annually what constitutes reasonable notice of its
public meetings;
NOW, THEREFORE, BE IT RESOLVED BY THE Farmington Metropolitan
Planning Organization Policy Committee that:
1. For calendar year 2016, the regular meeting of the FMPO’s Policy Committee
will be held at the times, dates, and places as shown on the attached Exhibit
“A” hereto.
2. An agenda for such meetings will be available at least seventy-two (72) hours
prior to the meeting from the office of the Farmington Metropolitan Planning
Organization, Downtown Center Building, 100 W Broadway, Farmington,
New Mexico.

3. Notice of regular meetings will be given by publishing a list of regular
meetings to be held in each calendar year in the Farmington Daily Times or
another newspaper of general circulation in San Juan County in January of
each year. The notice shall indicate when and where a copy of the agenda for
each meeting may be obtained. A copy of this notice and the list of regular
meetings will also be posted in the foyer of the Farmington City Hall, 800
Municipal Drive, Farmington, New Mexico and in similar public places in the
San Juan County Administrative Building and in the city hall buildings for the
cities of Aztec and Bloomfield, New Mexico. This notice shall be posted in
January of each year and shall remain posted throughout the calendar year.
Copies shall also be sent via regular mail or fax to any local television stations
and radio broadcast stations at their request.
4. Special meetings may be called by the Committee Chair or by a majority of
Committee members upon three (3) days’ notice. If time exists for a notice of
such meeting to be published in the legal notices of the Farmington Daily
Times or another newspaper of general circulation in San Juan County prior to
the meeting, such notice shall be published. If not, notice shall be given by e-
mail, fax or some other instantaneous method to a newspaper of general
circulation, any local television station and at least one local radio
broadcasting station. The notice shall include an agenda for the meeting or
information on how members of the public may obtain a copy of the agenda.
The agenda shall be available to the public at least twenty-four hours before
any special meeting.
5. Emergency meetings will be called only under unforeseen circumstances that
demand immediate action to protect the health, safety and property of citizens
or to protect the FMPO or its participating governmental agencies from
substantial financial loss. The Committee will avoid emergency meetings
whenever possible. Emergency meetings may be called by the Committee
Chair or a majority of the members of the Committee upon twenty-four (24)
hours’ notice, unless the threat of personal injury or property damage requires
less notice. The notice for all emergency meetings shall be given, except as to
the amount of time required, in the manner provided above for special
meetings.
6. In addition to other information as specified above, all notices and agendas
shall include the following language: “If you are an individual with a
disability who is in need of a reader, amplifier, qualified sign language
interpreter, or any other form of auxiliary aid or service to attend or participate
in the hearing or meeting, please contact the MPO Administrative Aide at the
Downtown Center, 100 W Broadway, Farmington, New Mexico or at 505-
599-1466 at least one week prior to the meeting or as soon as possible. Public
documents, including the agenda and minutes, can be provided in various
accessible formats. Please contact the MPO Administrative Aide if a
summary or other type of accessible format is needed.”

7. The Policy Committee of the FMPO may close a meeting to the public only if
the subject matter of such discussion or action is exempted from the open
meeting requirement under Section 10-15-1(H) of the Open Meetings Act.
(a) If any meeting is closed during an open meeting, such closure shall be
approved by a majority vote of a quorum of the Committee taken during the open
meeting. The authority for the closed meeting and the subjects to be discussed shall be
stated with reasonable specificity in the motion to close and the vote of each individual
member on the motion to close shall be recorded in the minutes. Only those subjects
specified in the motion may be discussed in the closed meeting.
(b) If the decision to hold a closed meeting is made when the committee is
not in an open meeting, the closed meeting shall not be held until public notice,
appropriate under the circumstances, stating the specified provision of law authorizing
the closed meeting and the subject to be discussed with reasonable specificity, is given to
the members and to the general public.
(c) Following completion of any closed meeting, the minutes of the open
meeting that was closed, or the minutes of the next open meeting if the closed meeting
was separately scheduled, shall state whether the matters discussed in the closed meeting
were limited only to those specified in the motion or notice for closure.
(d) Except as provided in Section 10-15-1(H) of the Open Meetings Act,
any action taken as a result of discussion in a closed meeting shall be made by vote of the
Committee in an open public meeting.

Subject: 2015 Fall Traffic Counts

BACKGROUND
The MPO conducts traffic counts at locations throughout the MPO area twice a
year, on a rotating basis such that each location is counted every three years.
Counts are posted to a web-based map with a link from the MPO website.
The MPO collects directional volume counts at most count locations, and speed
and vehicle classification at select locations.
The traffic count list was presented to the Technical Committee on November 5.
The Technical Committee asked that the dates for the counts be rescheduled
with the consultant so that counts were not taken on Veterans’ Day, November
11.
CURRENT WORK
This fall, 44 locations will be counted, 16 of which will count speed and vehicle
classification.
Staff reviewed the locations and verified that there were no conflicts with
construction or maintenance work that might impact the roadways being counted.
ANTICIPATED WORK
The consultant will count the identified locations the week of November 17.

d. Data Needs for NMDOT Collaboration. Staff is working with NMDOT on
asset management and other data collection efforts and more details on local
participation will be known prior to the MPO Quarterly.

Commissioner Sipe called the meeting to order 1:40 p.m.
2. APPROVE THE MINUTES FROM THE AUGUST 27, 2015 POLICY COMMITTEE
MEETING
Commissioner Eckstein moved to approve the minutes from the August 27, 2015 Policy
Committee meeting with the two corrections noted. Councilor Lynch seconded the
motion. The motion was passed unanimously.
3. 2040 METROPOLITAN TRANSPORTATION PLAN

The MPO has prepared an update to its Metropolitan Transportation Plan (MTP).
Chapters have been presented beginning in early 2015.

CURRENT WORK
The 30-day public comment period ran from August 12 through September 10,
with 5 public open houses held the week of August 24th throughout the MPO.
Public comments are attached.
Review comments made throughout the process have been considered and
incorporated and a new layout of the MTP completed.
Following the review of comments, staff has expanded upon the Implementation
Plan, Chapter 14. This is provided separately as an attachment for review.
Seek recommended approval of the 2040 MTP. If forwarded by the Technical
Committee, the 2040 MTP will be presented for final decision by the Policy
Committee on September 24.
The Technical Committee conducted a public hearing on the 2040 MTP Update
and recommended approval on September 22.
2040 MTP
For the latest version of the MTP, please refer to the MPO website,
farmingtonmpo.org, select Metropolitan Transportation Plan at left, and scroll
down to find chapters of the 2040 MTP.
ACTION ITEM
Consider approval of the 2040 Metropolitan Transportation Plan.
DISCUSSION: Mr. Wakan reported that work on the 2040 MTP Update had been
ongoing for the past year. A 30-day public comment period ran from August 12 to
September 10, 2015 and five public open houses were held the week of August 24
throughout the MPO. Comments from the open houses can be found on Pages 2-4 of
the Agenda.
Mr. Wakan explained that comments received were considered and incorporated into the
MTP. Some of the comments resulted in expansion of the Implementation Plan, Chapter
14, and a change in Tier 1 bike/ped funding levels. Additionally, the acknowledgement,
table of contents, appendices, and maps need to be incorporated into the document.
The MPOs, as well as NMDOT, are waiting for federal guidance on what performance
measures will be needed and also what the targets will be. Once these have been
identified, the MTP will be amended to include this information.
Mr. Wakan reported that a public hearing was held during the Technical Committee
meeting on September 22 and no comments were received. The Technical Committee
recommended approval of the 2040 MTP.
ACTION: Commissioner Eckstein moved to approve the 2040 Metropolitan
Transportation Plan. Commissioner Sipe seconded the motion. The motion was passed
unanimously.

4. FARMINGTON REGIONAL ITS ARCHITECTURE UPDATE
Subject: Farmington Regional ITS Architecture Update

BACKGROUND OR PREVIOUS WORK
Beginning in November 2014, the ITS Bureau of NMDOT sponsored an update
the ITS Architecture for the Farmington MPO area. The process convened
departments of local government agencies and other stakeholders and was led
by ConSysTec, an ITS Architecture program developer and consulting firm.
The ITS Architecture is represented as lists of stakeholders, descriptions of
services, equipment and operations, and the relationships of various ITS
elements. These may be current and future ITS elements for improved
transportation safety and efficiency.
Recommended approval of the ITS Architecture Update was tabled by the
Technical Committee on August 13, 2015 to allow more time for review.
The Technical Committee recommended approval of the ITS Architecture Update
on September 22.
CURRENT WORK
ConSysTec and NMDOT supplied a final version of the Farmington Regional ITS
Architecture Update in July. The document is posted to the Farmington MPO
website, farmingtonmpo.org, under MPO Documents. An excerpt is included in
this agenda for reference (the entire document is 125 pages).
Staff will present on the final version of the document and seek approval of the
ITS Architecture Update by the Policy Committee.
ACTION ITEM
Consider approval of the Farmington Regional ITS Architecture Update.

DISCUSSION: The ITS Bureau of NMDOT sponsored the ITS Architecture Update for
the Farmington MPO. The process was led by program developer and consultant
ConSysTec.
The ITS Architecture is a database listing all existing ITS technology in the region, the
stakeholders, descriptions of services, equipment, and operations, and how all these
elements fit together. All the local entities provided their current and future technology
plans to ConSysTec who then incorporated those into the ITS Architecture Update. The
technology is valuable in that it provides advance warning to motorists of road dangers
and/or inclement weather. Also, as the state implements new or additional technology,
that will be added into our region’s document.

ACTION: Councilor Lynch moved to approve the Farmington Regional ITS Architecture
Update. Commissioner Eckstein seconded the motion. The motion was approved
unanimously.
5. CONSIDER APPROVAL OF THE FTA 5303 MEMORANDUM OF AGREEMENT
Subject: FTA Memorandum of Agreement

BACKGROUND or PREVIOUS WORK
The Memorandum of Agreement (MOA) serves as the planning contract between
the MPO and the Federal Transit Administration’s 5303 Program.
The document identifies the responsibilities for carrying out the metropolitan
transportation planning process between the MPO, NMDOT, and the fiscal agent
serving the metropolitan planning area.
With the MOA, NMDOT and the MPO also enter into a contractual agreement to
establish the terms and conditions for performance and payment.
The lead agencies legal departments have reviewed and signed the document.
This is the first MOA that has come from NMDOT’s Transit and Rail Division.
This MOA was originally presented for consideration at the June 30 Technical
Committee meeting but was tabled due to changes necessitated by NMDOT.
The Technical Committee subsequently approved the MOA on July 16.
A legal question then arose and the Policy Committee tabled discussion of this
item at the August 27 meeting until all concerns were addressed.
The City of Farmington’s legal department has signed the MOA.
CURRENT WORK
FTA has presented the MPO with a MOA that covers a three-year period from
July 1, 2015 to September 30, 2018.
The Unified Planning Work Program (UPWP) will need to identify specific 5303
planning task, scopes and funding estimates.
A 20% local funding match will continue to apply to all 5303 planning activities.
An annual audit of the 5303 Program will be required pursuant to 2 CFR 200
uniform administrative requirements, cost principles and audit requirements for
Federal awards.
ACTION ITEM
Staff recommends approval of the draft Memorandum of Agreement to the Policy
Committee as proposed by NMDOT.
DISCUSSION: The FTA Memorandum of Agreement (MOA) serves as the planning
contract between the MPO and the Federal Transit Administration’s 5303 Program and
will run for three years from July 1, 2015 to September 30, 2018.

This is the first MOA for the MPO and the Transit Bureau. It outlines the responsibilities
of the parties and the processes to be followed. The City of Farmington, as the fiscal
agent for the MPO will now be subject to annual financial audits relating to the 5303
program. The City of Farmington’s legal department has reviewed, overcome the
previous technical issues, and signed off on the document.
Mr. Wakan stated that the Technical Committee had recommended approval of the
document at their July meeting, but due to the pending legal questions, the Policy
Committee tabled discussion of this item on August 24. With all the legal issues now
having been resolved, this item is again being presented for approval by the Policy
Committee.
ACTION: Commissioner Eckstein moved to approve the FTA Memorandum of
Agreement. Commissioner Sipe seconded the motion. The motion was approved
unanimously.
6. COMPLETE STREETS
Subject: Complete Streets

BACKGROUND or PREVIOUS WORK
Complete Streets is a means of designing a roadway so that it accommodates all
modes of travel, including driving, walking, biking, and transit.
Staff has worked with the Complete Streets Advisory Group (CSAG) to design
guidelines for the FMPO planning area.
The Advisory Group held its latest meeting on September 3 and reviewed the
draft Complete Streets Design Guidelines document.
A final Draft will be presented to the CSAG on October 1, as well as an open
house in the evening of October 1 at the Farmington City Library from 5-7pm
CURRENT WORK
Staff and Advisory Group members are reviewing and editing the draft chapters
for the design guidelines document.
Staff will provide the final draft for public review on the 1st of October
INFORMATION ITEM
The draft Design Guidelines document is presented for review only.

DISCUSSION: MPO Staff and the Complete Streets Advisory Group are working on
reviewing and editing the draft chapters of the design guidelines document. The
Advisory Group will reconvene on October 1 to review the recommended revisions and
updates.
Mr. Wakan reported that during their September 22 meeting, the Technical Committee
members requested that they be allowed to vet the design guidelines and present their
own recommendations and edits. A tentative date for this meeting has been scheduled
for October 15.
Mr. Wakan said that the design guidelines document presents an executive summary
that explains the overall need for complete streets and the values set by the Advisory
Group. The values, goals, and mission statement were adopted back in 2013 and have
already been approved by the Technical and Policy Committees. The six core values –
Public Health, Safety, Connectivity, Multi-Modal, Economic Vitality, and Aesthetics –
were the driving force in the development of the design guidelines.
The overarching theme for the design guidelines was the recognition that the region
would be to participate on an economic scale with nearby neighbors and competitors. It
is still thought that complete streets can be the mechanism to make this viable. Mr.
Wakan said that the complete streets planning document has been developed and
influenced by public input. As the area is able to implement some amenities that promote
an active life and a sense of place, the region will be able to attract and retain
businesses and talent.
Mr. Wakan said there will be a Complete Streets Open House on October 1 from 5:30 to
7:30 p.m. at the Farmington Public Library. The Advisory Group team will be hosting the
event and providing their input and enthusiasm to help explain the goals and concepts of
complete streets to the public. Mr. Wakan added that additional open houses would also
be held in Aztec and Bloomfield during the next month or two. Commissioner Sipe asked
if a presentation could also be offered in Kirtland. Mr. Wakan said several of the
Advisory Group members have a personal interest in the development of Kirtland and
Staff would speak to the Kirtland representatives to see when a complete streets
presentation could be provided.
There were many complete streets presentations given throughout the process to civic
organizations, non-profits, and others. Once the design guidelines are finalized and
adopted, follow-up presentations will be given to these groups to show them what was
developed.
Mr. Wakan stated that the draft design guidelines are available on the MPO website.
Comments are welcome and will be accepted until October 15.
6. NMDOT REPORTS
Mr. Quintana with District 5 was not present for the meeting.
Mr. Degani provided a written Planning Bureau update and attended via telephone. He
summarized his report for the Policy Committee members:

Tribal/Local Planning Agencies (T/LPAs)
Per NMDOT Project Oversight Department (POD), 3 important deadlines for T/LPA projects:
1) October 15 for Agreement Request Forms for all projects approved in Baseline STIP, allowing
NMDOT to draft agreements and provide entities sufficient time for required commission
approval and signature process. ARF’s due to NNMDOT Project Oversight Division and must be
approved by the T/LPA, NMDOT Regional T/LPA Coordinator and NMDOT Construction Liaison
Engineer.
2) March 15 for signed (by entities) agreements to be returned to NMDOT. Design agreements
will be executed and funds obligated. Construction agreements will be held for execution pending
PSE (9-day letter requirements).
3) June 15th is the obligation deadline. In most cases this would be when the 9-day letter.
If T/LPA projects are included in the TIP/STIP, T/LPAs can submit Agreement Request Forms (ARFs) for
FFY16 funding and must submit it prior to the October 15 deadline. The 2016-2021 Baseline STIP was sent
out to FMPO staff on 9/11/15. Local Agencies should work with the T/LPA coordinator, Lawrence Lopez
at the North Regional Design Center to obtain and process ARFs. When reviewing the TIP/STIP and the
T/LPA needs to amend their project scope, termini, or budget, you need to pursue it immediately, prior to
requesting the agreement. For non-infrastructure awards (plans, Safe Routes to School Coordinators,
Recreational Trails Program maintenance projects), GTG will work with the T/LPAs on their agreements
and will contact them directly.
FHWA and FTA updated the publication “The Transportation Planning Process Briefing Book.” The
updated book includes an enhanced section on performance-based planning, regional transportation
planning organizations, transportation equity, and public transportation operators. The PDF can be
downloaded at http://www.fhwa.dot.gov/planning/publications/briefing_book/. It is an excellent resource
for all of us in the field of transportation planning!
FMPO 2040 MTP. Section 23 USC Section 134 of the federal MAP-21 regulations addresses
“Publication” of the review and approval processes for MTP’s. The FMPO 2040 MTP upon formal
adoption shall be published electronically on the FMPO website and made readily available to the public.
The Plan needs to be submitted both in hard copy and electronically to the NMDOT Planning Liaison. I
will in return, provide the electronic copy to management for their review, use and/or submittal to FHWA
for informational purposes.
New Mexico 2040 Transportation Plan (“2040 Plan”) was adopted on behalf of NMDOT by Secretary,
Tom Church via a signed cover memo. Cambridge Systematics is preparing the final format and we
anticipate posting of the final 2040 Plan document on NMDOT website in early October.

• VISUM 14 Two-Day Travel Demand Modeling Training - The VISUM 14 Two-Day Travel
Demand Model training is scheduled for 10/6-10/7 for FMPO, SFMPO, LCMPO and NMDOT
Modeling Staff.
• T/LPA Semi-Annual Training: Federal and State Inception to Completion for a Successful Project

• The 7th Annual Intelligent Transportation Systems (ITS) 2015 Annual Meeting is October 29 at the
Embassy Suites in Albuquerque showcasing technical session presentations, local speakers and
Philip Tarnoff, National Keynote Speaker and Advanced Transportation Technology Director,
University of Maryland.
Mr. Degani reiterated the deadlines shown for T/LPA projects.

Mr. Degani reported that following the formal adoption by the Policy Committee of the
MPO’s 2040 MTP, the document needs to be posted on the website and also sent to him
as the Planning Liaison. Mr. Degani will provide an electronic copy to his management
and then it will be submitted to FHWA for informational purposes. The NM 2040
Transportation Plan was also adopted and this document should be on their website by
early October.
Mr. Degani reported on the upcoming meetings and trainings:
- VISUM training on October 6 and 7 in Santa Fe that MPO Staff will be
participating in;
- ITS Architecture Annual Meeting will be held on October 29. This will showcase
some of the ITS technologies, the stakeholders, and how it is used in various
areas (cameras that show inclement weather and signage that provides potential
alternate routes to use in case of dangerous or impassable roadways).

DISCUSSION:
a. During the MPO Quarterly, the MPOs and NMDOT divisions reviewed some of the
project management issues experienced across the state as projects are moved into
obligation. All District 5 projects will be moved into obligation.
Staff gave a best practices presentation on photo morphs produced of Aztec Main Street
and complete streets concepts in Farmington to the other MPO staff members. FMPO

Staff explained that these have been great in gaining public engagement and
involvement in transportation projects. The morphs provide a visual that allow people to
see existing conditions and potential improvements and gets them excited and talking
about the possibilities. Mr. Wakan explained that when the photo morphs are used to
describe a project, some type of momentum happens afterward. He thought this was an
excellent way to communicate ideas to the community.
b. The state’s training on Inception to Completion for a Successful Project will be held on
November 3-5 in Albuquerque. All entity project development engineers and managers
are encouraged to attend to learn the processes required by NMDOT and FHWA for
project management and oversight. Staff is planning to attend this training.
c. The NM Legislature’s Transportation Infrastructure Revenue Subcommittee has asked
for input from elected officials and staff of local governments struggling with funding
roads, complete streets, business growth, changing demographics, and other
transportation infrastructure issues. Mr. Wakan said the MPO would like to coordinate
comments from the entities and consolidate the list of concerns. Policy Committee
members were invited to attend and present their issues before the subcommittee on
October 5. Commissioner Eckstein asked if the information on this subcommittee
meeting could be sent out in an e-mail
d. Ms. Holton and Mr. Fillerup attended the American Planning Association-New Mexico
conference in Las Cruces, New Mexico.
