The elected members will serve until the following annual election (January 2023).  The Chair presides over the meetings and is responsible for the other duties which are outlined in the Committee Bylaws and Operating Procedures document.  The Vice-Chair presides over the meetings in the absence of the Chair.  Councilor Sean Sharer has been serving as the current Policy Committee Chair, while Commissioner Jeanine Bingham-Kelly served as Vice-Chair. ELECTION  Elect a Policy Committee Chair and Vice-Chair who will serve until January 2023. ACTION ITEM  It is recommended that the Policy Committee accept nominations and the Committee members vote to elect the Policy Committee Chair and Vice-Chair. 3  FARMINGTON METROPOLITAN PLANNING ORGRANIZATION Agenda Item #4 Subject: National Performance Management Measures for Highway Safety Improvement Program (PM 1) Prepared by: Peter Koeppel, MPO Officer Date: January 27, 2022 BACKGROUND  23 CFR §490 Subpart B – National Performance Management Measures for Highway Safety Improvement Program (see attached).  The FHWA requires that MPOs establish targets for five (5) safety performance measures for all public roads in the MPO planning area within 180 days after the State establishes each target.  The five Performance Measures to be considered are: 1) Number of Fatalities, 2) Number of Serious Injuries, 3) Fatalities per 100 Million VMT (Vehicle Miles Traveled) or Fatality Rate, 4) Serious Injuries per 100 Million VMT (Vehicle Miles Traveled) or serious injury rate, and, 5) Number of Non-Motorized Fatalities and Non-Motorized Fatalities and Serious Injuries.  The first three targets are common measures and must be identical to the targets established for the Highway Safety Plan (HSP).  MPOs may either: Agree to support State targets OR Establish specific numeric targets for a safety performance measure (number or rate).  Reporting is done on an annual basis, leaving the choice to adopt State standards vs. establish MPO specific targets up to the MPO Policy Committee each year.  The Technical Committee recommended their approval on January 12, 2022. CURRENT ISSUES & RECOMMENDATIONS  Staff recommends that the state targets be adopted for 2022.  FMPO Policy Committee action is due no later than February 28, 2022. Generally, the projected 5‐year moving average for each measure is the target. However, the 2020 preliminary data shows impact from the COVID‐19 public health travel restrictions and NMDOT’s Planning Division is proposing adjusting two of the measures to account for this. In each case where the projected 5‐year moving average is not the proposed 2022 target a justification is provided. The five performance measures are included as well as the VMT. VMT does not require a target but is included for reference. Please contact me if you have questions or comments regarding the proposed targets. CALL TO ORDER Chair Sharer called the meeting to order at 10:30 a.m. 2. APPROVE THE MINUTES FROM THE SEPTEMBER 23, 2021 POLICY COMMITTEE MEETING Commissioner Todacheene moved to approve the minutes from the September 23, 2021 Policy Committee meeting. Commissioner Fry seconded the motion. The motion passed with one abstention. 3. AMENDMENT #1 TO THE FFY2022-2027 TIP Subject: Amendment #1 to the FFY2022-2027 TIP Prepared by: Peter Koeppel, MPO Officer Date: November 18, 2021  BACKGROUND  The first Call for Projects for the FFY2022-2027 TIP Amendment #1 was sent on October 19, 2021; a reminder sent out on March 31.  The Public Notice for Amendment #1 to the FFY2022-2027 TIP was published on the MPO’s website and in the Daily Times on October 31, 2021  The amendment includes the addition of one project: US-550 pavement rehabilitation from MP 161 to 168.3  The Technical Committee recommended approval of proposed Amendment #1 and the Self-Certification for Amendment #1 to the Policy Committee on November 10, AMENDED TIP PROJECT(S)  US-550 pavement rehabilitation from MP 161-168.4 in federal fiscal year 2025 o Estimated cost $9.5 million ACTION ITEM  The Technical Committee and Staff recommend that the Policy Committee consider approval of proposed Amendment #1 and the Self-Certification for Amendment #1 to the FFY2022-2027 TIP. APPLICABLE CITATIONS  § 450.328 TIP revisions and relationship to the STIP.  (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance areas for transportation-related pollutants, if a TIP amendment involves non-exempt projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. A copy of the approved TIP shall be provided to the FHWA and the FTA.  (c) The State shall notify the MPO(s) and Federal land management agencies when it has included a TIP including projects under the jurisdiction of these agencies in the STIP. DISCUSSION: Mr. Koeppel explained that TIP Amendment #1 for the FFY2022-2027 TIP was requested by NMDOT in order to advance funding for a segment of the US 550 pavement rehabilitation to the fiscal year 2025. This amendment is for a portion of the overall project from Milepost 161-168.4 (7.3 miles) from just north of Aztec to Cedar Hill at an estimated cost of $9.5 million. Mr. Martinez added that at a recent District 5 STIP meeting, another project scheduled for 2022 was unable to move forward as planned due to right-of-way issues, so the project on US 550 will be moved up into fiscal year 2022. The project is expected to be let in October next year with construction beginning in early 2023. Should the funding become available, this recent change will require another amendment that will be brought to both FMPO Committees in the near future. Mr. Koeppel stated that Staff and the Technical Committee recommend approval to the Policy Committee of TIP Amendment #1 and the Self-Certification for the amendment. Chair Sharer opened the public hearing. No public comments were received. The public hearing was closed. ACTION: Commissioner Todacheene moved to approve proposed TIP Amendment #1 to the FFY2022-2027 TIP and the Self-Certification for Amendment #1. Councilor Uhl seconded the motion. The motion passed with no opposition. 4. 2022 ANNUAL MEETING SCHEDULE Subject: 2022 Annual Meeting Schedule Prepared by: Peter Koeppel, MPO Officer Date: November 18, 2021 BACKGROUND  Each year the Policy Committee approves a resolution ensuring compliance with the open meetings act and establishes its meeting schedule for the coming year.  NMDOTs STIP Procedures Manual outlines an annual calendar for TIP Amendments, which impacts the meeting schedule on a quarterly basis. This schedule has been considered in developing this proposal. CURRENT WORK  Final approval of Policy Committee Resolution 2021-4 and the FFY22 meeting schedule will be sought on November 18  It is recommended that the Policy Committee continue to hold eight (8) regular meetings during 2021.  Meetings are recommended for January, February, April, May, June, August, September, and November. ACTION ITEM  Staff recommends that the Policy Committee consider approving the proposed 2022 meeting calendar and proposed Policy Committee Resolution 2021-4. DISCUSSION: Mr. Koeppel reported that this draft schedule for 2022 was initially presented for consideration at the September meeting. Staff recommends that this schedule by finalized and approved. There were no questions or objections noted by the Committee. ACTION: Councilor Uhl moved to approve the Policy Committee meeting schedule for 2022. Commissioner Todacheene seconded the motion. The motion passed with no opposition. 5. This will be an action item for considered approval on the January 2022 meeting agenda. This presentation also shared some of the numbers that NMDOT has established as the state’s performance measures for 2022. Mr. Koeppel provided background to the performance measures and the process:  Federal legislation (MAP-21 and the FAST Act) required states and MPOs to establish national goals, performance measures and accountability in planning and funding:  Safety targets are required to be set annually: o Other areas include: infrastructure condition, congestion reduction, system reliability, freight movement and economic vitality, environmental sustainability, and reduced project delivery delays. o Overall goal is to improve accessibility and mobility.  Performance-driven, outcome-based planning and programming: o Federal → State → MPO o State sets targets and goals and MPOs can set their own measureable targets or choose to adopt state’s.  Safety targets are implemented to achieve a significant reduction in traffic fatalities and injuries on all public roads (includes neighborhood streets). There are five (5) targets/goals: o Number of fatalities o Rate of fatalities per 100 million vehicle miles traveled (VMT) o Number of serious injuries o Rate of serious injuries per 100 million VMT o Number of non-motorized fatalities and non-motorized serious injuries  NMDOT’s targets for 2022: Performance Measure 2022 Target Number of total fatalities 421.9 Number of serious injuries 1030.5  Rate of fatalities per 100 million VMT 1.645 Rate of serious injuries per 100 million VMT 3.824 Number of non-motorized fatalities and serious injuries 190.6 Staff recommends that FMPO support NMDOT’s performance measures. Considered adoption of the PM 1 Performance Measures will be brought back to both Committees in January 2022. The members discussed some safety concerns with falling rocks in the Hogback area. Mr. Koeppel said NMDOT would be happy to assist and provide any available information to NMDOT. 6. REPORTS FROM NMDOT Planning Bureau – Rosa Kozub Joseph Moriarty was recently promoted to the Technical & Freight Planning Supervisor. Ms. Kozub will be the contact for FMPO until the Planning Liaison position is filled. Ms. Kozub encouraged all members to take NMDOT’s online survey for the Strategic Highway Safety Plan Update process and asked that it be shared within each agency and others who may touch on aspects of roadway safety. District 5 –Javier Martinez Mr. Martinez replied to the safety concern in the Hogback area that was mentioned earlier. He said the NMDOT crews had removed the rock from US 64 and instituted a rock fall study that is almost finalized. The study looked at all rock fall areas in the District 5 area, which includes Hogback, and will recommend improvements. He added that the Hogback area is difficult. NMDOT has a certain amount of right-of-way for US 64, but much of the rock hill is on private property which requires coordinating with multiple agencies within the Navajo Nation to determine the best solution. Once the study is finalized, District 5 will work on finding the funding to get design work completed for the identified rock fall areas. 7. Next Committee meeting is on January 27, 2022 DISCUSSION: Mr. Koeppel reported that the projects listed above were submitted to NMDOT on behalf of the local entities for funding consideration under the RTP/CMAQ/TAP call for projects. The projects submitted were mainly bicycle/pedestrian programs, trails, and sidewalk improvements. NMDOT is currently reviewing all the submittals and FMPO hopes to hear about their applications next spring. Today’s meeting was the final Policy Committee meeting for 2021. Staff wished all committee members the best for the holidays. 9. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF Commissioner Fry commented that this was her last Policy Committee meeting as she has ended her term on the City of Aztec’s Commission. A new commissioner should be selected on January 4 and be ready for the first Policy Committee meeting in 2022. Ms. Markle also announced that this was her last Policy Committee meeting as she was retiring from the City of Farmington at the end of the year. There was no additional business from the Chairman, Members and Staff. 10. PUBLIC COMMENT ON ANY ISSUES NOT ON THE AGENDA There was no public comment on any issues not on the agenda. 11.
