Please contact the MPO Administrative Assistant if a summary or other type of accessible format is needed. 2  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Annual Election of Officers Prepared by: Peter Koeppel, MPO Officer Date: January 12, 2022 BACKGROUND  As outlined in the MPO Committee Bylaws, the annual Election of Officers occurs every year.  Each January, the Technical Committee selects the Chair and Vice-Chair from their membership who will serve until the next annual election.  The Chair presides over the meetings and is responsible for the other duties outlined in the Committee Bylaws and Operating Procedures document.  The Vice-Chair presides over the meetings in the absence of the Chair.  Nick Porell has been serving as the current Technical Committee Chair; Jason Thomas has been serving as the current Vice Chair. ELECTION  Elections are to take place to select a Technical Committee Chair and Vice-Chair for 2022. RECOMMENDATION  It is recommended that the Technical Committee accept nominations and vote to elect the Chair and Vice-Chair for 2022. 3  FARMINGTON METROPOLITAN PLANNING ORGRANIZATION Agenda Item #4 Subject: National Performance Management Measures for Highway Safety Improvement Program (PM 1) Prepared by: Peter Koeppel, MPO Officer Date: January 12, 2022 BACKGROUND  23 CFR §490 Subpart B – National Performance Management Measures for Highway Safety Improvement Program (see attached).  The FHWA requires that MPOs establish targets for five (5) safety performance measures for all public roads in the MPO planning area within 180 days after the State establishes each target.  The five Performance Measures to be considered are: 1) Number of Fatalities, 2) Number of Serious Injuries, 3) Fatalities per 100 Million VMT (Vehicle Miles Traveled) or Fatality Rate, 4) Serious Injuries per 100 Million VMT (Vehicle Miles Traveled) or serious injury rate, and, 5) Number of Non-Motorized Fatalities and Non-Motorized Fatalities and Serious Injuries.  The first three targets are common measures and must be identical to the targets established for the Highway Safety Plan (HSP).  MPOs may either: Agree to support State targets OR Establish specific numeric targets for a safety performance measure (number or rate).  Reporting is done on an annual basis, leaving the choice to adopt State standards vs. establish MPO specific targets up to the MPO Policy Committee each year. CURRENT ISSUES & RECOMMENDATIONS  This item is being presented to both committees in November for their information. It will be brought back to both the Technical and Policy Committees in January for their recommendation/approval.  Staff recommends that the state targets be adopted for 2022.  FMPO Policy Committee action is due no later than February 28, 2022. Generally, the projected 5‐year moving average for each measure is the target. However, the 2020 preliminary data shows impact from the COVID‐19 public health travel restrictions and NMDOT’s Planning Division is proposing adjusting two of the measures to account for this. In each case where the projected 5‐year moving average is not the proposed 2022 target a justification is provided. The five performance measures are included as well as the VMT. VMT does not require a target but is included for reference. Please contact me if you have questions or comments regarding the proposed targets. This can partially be attributed to lower VMT in 2020, due to the COVID‐19 pandemic. Farmington MPO ITS Architecture Update – The MPO is hosting a virtual stakeholder workshop to facilitate the update of the Regional ITS Architecture Plan. Local Road Safety Plan – A kickoff meeting with local stakeholders, NMDOT, and FHWA was held on December 16th, 2021 a. CALL TO ORDER Chair Porell called the meeting to order at 10:00 a.m. 2. APPROVE THE MINUTES FROM THE NOVEMBER 10, 2021 TECHNICAL COMMITTEE MEETING Ms. Escobar moved to approve the minutes from the November 10, 2021 Technical Committee meeting. Mr. Flack seconded the motion. The motion to approve the minutes passed with no opposition. 3. TECHNICAL COMMITTEE MEETING SCHEDULE FOR 2022 Subject: 2022 Annual Meeting Schedule Prepared by: Peter Koeppel, MPO Officer Date: December 8, 2021 BACKGROUND  Each year the Technical Committee approves a resolution ensuring compliance  with the open meetings act and establishes its meeting schedule for the coming year.  Technical Committee meetings will continue to be held on the 2nd Wednesday of each month at 10:00 a.m. Meetings continue to be rotated among the entities to facilitate member attendance.  Virtual participation for meetings will continue to be provided. CURRENT WORK  Staff is presenting this proposed meeting schedule for review by the Technical Committee.  Staff will seek considered adoption of the 2022 meeting schedule and Technical Committee Resolution 2021-1 at the December 8 meeting. ACTION ITEM  Staff recommends that the Technical Committee review the proposed 2022 meeting schedule and Technical Committee Resolution 2021-1. DISCUSSION: Chair Porell commented that the meetings remain the second Wednesday of the month. Mr. Koeppel added that the schedule was displayed on screen for attendees to see. The draft schedule was brought to the committee last month. Action is needed to post and make appropriate notifications. ACTION: Chair Porell moved to approve the 2022 Technical Committee Meeting Schedule. Ms. Escobar seconded the motion. The motion passed with no opposition. 4. DISCUSSION: The Technical Committee members provided their project updates: City of Aztec – Steven Saavedra Mr. Saavedra was unable to attend the meeting. City of Bloomfield – Jason Thomas East Blanco Bridge Design revisions are being finished. City had brief online call with DOT last week to discuss what Mr. Thomas referred to as a pre-PS&E review meeting. They are still working on all the certifications. As far as he knows, the project is still fully funded and hopefully going to bid late winter. City of Farmington – Isaac Blue Eyes Virginia King was unable to attend the meeting. Mr. Blue Eyes filled in for Ms. King. F100132 - 20th Street Phase II Project to be rebidded this month. There were no bidders previously, so the project will need to be rebid. F10099 - Foothills Drive Enhancement Phase II Construction on this project is currently in progress. Construction will continue as far into the winter as weather conditions permit. Town of Kirtland – Dan Flack F100420 & F100430 Town of Kirtland has received the agreement from DOT and will start the design work this month. Chair Porell added that presumably Mr. Flack will need right of way certification for both projects. Chair Porell said that Mr. Flack can to reach out to him to attain the right-of-way certification for the roads formally owned by county. San Juan County – Nick Porell Pinion Hills Blvd Extension Phase III Chair Porell comments that he saw a draft for House Bill 2. This bill gave $142.5 million for local transportation projects and Pinion Hills Boulevard and San Juan County were on the bills list. The bill did not say for what dollar amount or whether it was to the City of Farmington or to San Juan County. Presuming the bill passes, there may be some money coming to this project. Mr. Koeppel asked it was from the current special session. Chair Porell confirmed this, corrected the amount from $147 million, which he had previously stated, to $142.5 million and, noted that this is state money. Mr. Blue Eyes said he had not heard anything about this bill. Mr. Blue Eyes did note that earlier that morning he did receive notification from DOT that the state was allowing the City of Farmington to update their Interregional Transportation Improvement Program (ITIP), but it needs to be approved by the City Council. He is looking at that and trying to get an understanding of the estimates that are in there. Mr. Koeppel added that the MPO will look further into this bill. CR5500 Bridge Replacement Construction on this project is ongoing. There is no planned winter shut down at this time. Kirtland Schools Walk Path Bid closed yesterday. The county received 1 bid from TRC construction. The bid was slightly high but not out of line given the current circumstances. Chari Porell commented that in general companies are having difficulty in hiring people and, as a result, are not bidding on a ton of projects. He also noted that he County is probably likely to award this bid. Glade Run Recreation Area Trails Extension Project should be done by the end of this month. NMDOT – Javier Martinez Mr. Martinez was not in attendance. 5. REPORTS FROM NMDOT District 5 – Javier Martinez Mr. Martinez was not in attendance. Planning Bureau – Rosa Kozub Ms. Kozub was unable to attend the meeting. 6. COMMITTEE MEMBER DISCUSSION ITEMS Subject: Committee Member Discussion Items Date: December 8, 2021 DISCUSSION ITEMS There were no additional discussion items provided by Technical Committee members for inclusion on the Agenda. 7. Reminder – NMDOT’s Performance Measures (PM 1) Target Reports for 2022 to be considered for adoption in January b. Reminder – Annual Election of Officers to be held in January DISCUSSION: Mr. Koeppel gave a brief synopsis of the December MPO Quarterly, held the previous Monday. The meeting was held virtually and hosted by the Las Cruses MPO. Updates from each New Mexico MPO were provided at the quarterly. The New Mexico FHWA division gave a presentation on the new transportation bill. Mr. Koeppel noted that the FHWA’s presentation was not the most informative, however, the MPO is looking further into the new transportation bill. The committee should expect a quarterly education on the bill in January or February, once the MPO has a chance to better understand it and what’s in it for the MPO. Mr. Koeppel went on to note other topics discussed at the MPO quarterly, including a presentation from DOT on how to better collaborate on asset management. Mr. Koeppel reminded the committee that next month the committee will need to take action on recommending the approval of the PM1 safety targets for 2022. Ideally these would be recommended for approval. These targets are due to DOT by the end of February, which are then passed along to the Feds. Mr. Koeppel also reminded the committee that next, per our bylaws, next month we will be holding an election of officers. Mr. Koeppel noted that although it was not in the agenda, he wanted to remind committee members that next Thursday is the Local Road Safety Plan workshop we are holding with the consultant and FHWA. He encouraged committee members to share the link with anyone within their agency that would be interested in attending and that he will share the link with the committee again. Lastly, Mr. Koeppel announced that this was Ms. Markle’s final Technical Committee meeting. She will be retiring from the City of Farmington as the end of the year. 8. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF DISCUSSION: Ms. Escobar made request to have the committee have a discussion next meeting in January regarding airports, and make this a significant area that the MPO will focus on in the next five years. After speaking with Mr. Koeppel and Mr. Saavedra and attending an American Planning Association webinar regarding the Build Back Better funds, Ms. Escobar noted that there is a large chunk of money for airport spending in the bill. To her understanding, the funding mechanism for this will be very similar to TAP funding. Chair Porell asked if there was someone from the airport that we would want to invite to that conversation. Ms. Escobar responded by saying she spoke with Julie Baird (Assistant City Manager for the City of Farmington) and identified Mike Lewis as the director of the airport. Ms. Baird is going to reach out to Mr. Lewis to see if he would like to participate in the discussion. Ms. Escobar emphasized that her concern in that the funding mechanism for airport is going to be through the MPO, not though a general grant application or federal disbursement to the city. She wants to make sure the MPO is in a position to take advantage of any funds that are available. Chair Porell stated that Mr. Lewis’ involvement would be critical. We are a transportation group but he did not know if anyone was an airport specialist. Ms. Escobar went on to comment that she was unsure is The City of Aztec had an airport director or is that is under Mr. Saavedra. Mr. Koeppel added that the guidance is coming out slowly so the MPO will keep an eye on what is happening. The FWA is under FOT but a little separate, but the MPO will do whatever we can to help. 9. PUBLIC COMMENT ON ANY ISSUES NOT ON THE AGENDA There was no public comment on any issues not on the agenda. 10. ADJOURNMENT Ms. Escobar moved to adjourn the meeting. Mr. Thomas seconded the motion.
