AMENDED TIP PROJECTS  US 64 Phase IV - (CN F100110) – At the request of NMDOT, delete this project from the TIP/STIP as it was able to be constructed using FY 2015 funds.  US 64 Phase V - (CN F100112) – At the request of NMDOT, amend FY 2017 funding from $4,240,116 in NHPP and $722,566 in State Match to $5,800,000 in Capital Outlay. Also, change FY 2018 funding from $7,059,081 in NHPP and $1,202,951 in State Match to $6,343,676 of NHPP and $1,081,038 in State Match.  US 64 Phase VI – (CNF100113) – At the request of NMDOT, amend FY 2019 funding from $6,565,803 in NHPP, $1,123,797 in STP Small Urban and $1,310,400 in State Match to $5,626,428 in NHPP and $958,810 in State Match. Also, add $5,980,800 in NHPP and $1,019,200 in State Match in FY 2020.  NM 173 – (CN F100170) – At the request of NMDOT, amend FY 2016 funding from $900,000 of HSIP and $100,000 of State Match to $3,780,000 of HSIP and $420,000 State Match. For more information contact Duane Wakan, MPO Planner, at (505) 599-1449. 3  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #4 Subject: Status of TIP Projects Prepared by: Duane Wakan, MPO Planner Date: October 29, 2015 BACKGROUND  The STIP Protocols, finalized in early 2014, indicate that each MPO shall develop a process to monitor the progress and status of each project in the first two years of the TIP. These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc.  The next scheduled TIP Amendment cycle will begin in January 2016. CURRENT WORK  Staff will continue the monthly review of project status for projects in the TIP. This includes updates on NMDOT and local lead projects. Staff will work from the latest 2016-2021 TIP at the meeting. INFORMATION ITEM  This is an information item only. Committee members will have an opportunity to provide feedback regarding TIP project status and details. 4  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #5 Subject: FFY2015-2016 UPWP Amendment Prepared by: Duane Wakan, MPO Planner Date: October 29, 2015 BACKGROUND  The MPO maintains a Unified Planning Work Program which sets forth the tasks the MPO will undertake in a fiscal year.  In 2014, the MPOs in the state converted to using UPWP covering two fiscal years. The current UPWP covers FFY 2015 and 2016.  The recently adopted 2040 MTP identifies tasks which the MPO will undertake and which need to be reflected in the UPWP.  FHWA has provided direction on other work to be added to the UPWP. CURRENT WORK and ATTACHMENTS  MPO staff has prepared draft amendments to the UPWP for FFY 2016. The proposed changes are in a “track changes” document which will be provided separately. Attached is Chapter 14, Implementation Plan, from the 2040 MTP and a FHWA letter on areas of emphasis.  Dollar amounts under each task have not been adjusted at this time. This item will be presented again in January, and dollar amounts will be re-allocated as needed. ANTICIPATED WORK  Staff will review the changes to the UPWP with the Technical Committee for discussion. This item will be presented again in January. INFORMATION and DISCUSSION  The draft changes to the FFY 2016 UPWP are being presented for information and discussion by the Technical Committee. 5 14 | Implementation Plan 14.1 OVERVIEW The MTP identifies projects and policies for the variety of modes and on a variety of topics to develop and maintain the area’s transportation system consistent with the vision and goals of the communities within the MPO. The 2040 MTP implementation plan contains a summary of the keys tasks identified to carry out this plan in the future. Implementation considers the agencies involved, the available resources and the projected time frame for carrying out the tasks. The Transportation Improvement Program (TIP) contains lists of funded and unfunded projects, and many of the tasks to be carried out to implement the plan are found or will be found within the TIP. Tasks to be completed related to the individual plan elements and include future road, bicycle and pedestrian projects, anticipated freight and rail activities, adoption and use of the region’s Complete Streets Design Guidelines, and ongoing regional collaboration among stakeholders. Each task will have a financial aspect, some of which are addressed specifically in Chapter 13, others will occur in the regular work of the MPO or others, and funding for other tasks is yet to be determined. 14.2 TASKS Table 14-1 contains the list of specific tasks identified throughout the MTP. Many tasks are broad in nature, such as developing and administering the TIP and the construction of projects. Each project within the TIP represents a very detailed process and involves planning to identify the project, securing funding – often from more than one source, obtaining certifications and right-of-way, full design, and construction. guidance and and 2016; reporting every and set targets to help cooperation with FHWA and two years align funding priorities NMDOT with performance 13 14 15  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #6 Subject: Public Participation Plan Amendment Prepared by: Duane Wakan, MPO Planner Date: October 29, 2015 BACKGROUND  The current Public Participation Plan (PPP) was adopted on January 19, 2012.  The PPP needs to be reviewed and amended at least every five years.  Staff is proposing changes to the PPP.  Changing the public comment period to 15 days instead of the stated 30 days (see Page 14 of the current document)  NMDOT has recommended, and the other MPOs throughout the state have already adopted, a 15-day public comment period for most documents including TIP amendments.  A new TIP adoption would continue to have a 30-day comment period.  On November 29, 2015 the Farmington MPO will advertised the amendments to comply with the 45-day public noticing requirements in the Public Participation Plan. DISCUSSION ITEM  This item is presented for review only. 16  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #7 Subject: 2016 Annual Meeting Schedule Prepared by: Duane Wakan, MPO Planner Date: October 29, 2015 BACKGROUND  Each year the Technical Committee approves a resolution ensuring compliance with the open meetings act and establishes its meeting schedule for the coming year.  Based on recent amendments in the MPO Bylaws and Joint Powers Agreement, NMDOT will be a voting member on the TC and PC boards.  NMDOT’s ability to attend TC meetings on the 2nd Thursday of the month is hampered due to conflicting district meetings. CURRENT WORK  Staff will present a proposed meeting schedule for discussion with the Technical Committee.  It is suggested that the Technical Committee hold regular monthly meetings during 2016.  NMDOT requested a change in meeting dates to better accommodate their participation in person.  The proposed 2016 meeting schedule moves the meetings from the 2nd Thursday to the 2nd Wednesday of each month at 10:00 a.m. and rotating among the entities. Tuesdays were considered but are not ideal as entity commission and council meetings usually happen on those days.  Formal action to adopt the meeting schedule and resolution will be done in December. Counts are posted to a web-based map with a link from the MPO website.  The MPO collects directional volume counts at most count locations, and speed and vehicle classification at select locations. CURRENT WORK and  This fall, 44 locations will be counted, 16 of which will count speed and vehicle classification. The table and map of the locations are attached. ANTICIPATED WORK  As has been the practice, staff will review the locations, verify that there are no conflicts with construction or maintenance work impacting the roadways being counted, and seek recommendation of approval. RECEIVE A REPORT ON THE RED APPLE TRANSIT HUB FEASIBILITY STUDY Subject: Red Apple Transit Hub Feasibility Study Prepared by: Duane Wakan, MPO Planner Date: October 1, 2015 BACKGROUND or PREVIOUS WORK  Huitt-Zollars was selected through the RFP process to conduct a transit hub study in the late spring of 2015. Various locations were recommended by Red Apple Transit and the City of Farmington. 23  Draft TC Meeting Minutes October 8, 2015  The consultants held a public meeting on September 10th to gather input on six proposed locations using a scoring decision matrix.  Results of the analysis will be presented at a second public meeting on the 8th of October at the Civic Center. CURRENT WORK  Results of the public meeting on September 10, recommended considering local plans, revitalization opportunities, and multi-modal connectivity in the decision matrix.  Three of the six locations were eliminated from consideration based on feedback from departments within the City of Farmington.  Two downtown Farmington locations and another on Scott Ave are being considered for final recommendation. INFORMATION ITEM  This is an information report requesting feedback from TC members. Staff will forward any comments from the TC to the public meeting and Huitt-Zollars. DISCUSSION: Mr. Wakan said the presentation at the meeting was in preparation for the public meeting this evening with the Red Apple Transit hub feasibility study consultant, Huitt-Zollars. The previous public meeting was held on September 10, 2015 which was attended mainly by City of Farmington, Red Apple Transit and Ride Right, and MPO staff. The only other input was received from Ms. Daisy Swadesh, a local citizen very invested with the Red Apple. The consultant had originally identified six potential locations of which three were quickly eliminated because of the proximity to city parks. There are now three final sites up for consideration. The intent of the transit hub study is to improve safety and customer service by having riders access a central hub. The transit hub has been in Orchard Plaza for several years, but there is no identity and the parking lot is not conducive to the buses as they can conflict with the parked cars and with patrons accessing the stores. The hub will also allow for operations to be at the same location and there will be short-term bus parking available. Overnight bus parking will still happen at the MOC. Potential Site Locations Site A – downtown area located on Animas Street west of Orchard Avenue in front of the State Building. Site B – two lots also on Animas Street south of Wells Fargo Bank. One is the bank parking lot and the other is the southeast corner of Animas Street and Orchard Avenue, formerly the old Greyhound Bus terminal. Site C – on Scott Avenue between Main and San Juan Boulevard that was formerly the home of Family Fun Land. One of the criteria for the hub location was to have a minimum of 1.5 acres. Sites A and B do not meet that criteria. Site C is large enough, but cost to purchase the property would be a concern. 24  Draft TC Meeting Minutes October 8, 2015 Mr. Wakan referred to Page 4 of Agenda that showed the scoring matrix for the three locations. Some of the criteria used for scoring included: sufficient space to accommodate the basic needs and desirable uses identified for the site, connectivity to pedestrian and bicycle facilities, operation costs and physical constraints, local and regional plans as well as land use compatibility, noise and visual impacts, and other environmental considerations. The raw results of the scoring were: Site A – 5 points; Site B – 3 points; Site C – 1 point. Mr. Wakan reported that there is still work remaining to be done that will not be ready for the public meeting tonight. Some of the work includes the final site recommendation, an oblique angle perspective of the facility and surrounding buildings, provide a building plan (conceptual only), and a diagram showing the transit inflow and outflow. Mr. Sypher asked if a grant had been secured for construction of the transit hub. Mr. Wakan responded that requesting a grant is part of the final plan, but Bob Campbell thought that having the hub study completed prior to seeking the grant would make the request more successful. Mr. Wakan noted that the transit hub in Durango was partially funded with a grant. Mr. Sypher also asked out the layout of Site B and the possible interruption of traffic on Animas since the site is divided by the street. Mr. Montoya replied that the plan would be to go with a two-story building and then the old Greyhound Bus site would not be used. Mr. Wakan said the consultants were asked to consider the local Metropolitan Redevelopment Area (MRA) plans to revitalize the downtown area in choosing the transit hub sites. Two of the final three sites would assist the local efforts. ACTION: The report was received. 4. RECEIVE A TIP PROJECT STATUS UPDATE (NEW FFT2016-2021 TIP) Subject: Status of TIP Projects, New FFY 2016-2021 TIP Prepared by: Fran Fillerup, MPO Associate Planner Date: October 1, 2015 BACKGROUND  The STIP Protocols, finalized in early 2014, indicate that each MPO shall develop a process to monitor the progress and status of each project in the first two years of the TIP. These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc.  The new FFY 2016-2021 TIP was approved by FHWA and is in effect as of October 1. Amendments to the FFY 2016-2021 TIP are due to the MPO by 25  Draft TC Meeting Minutes October 8, 2015 October 19, 2015. The next scheduled TIP Amendment cycle will begin in January 2016. CURRENT WORK  Staff will continue the monthly review of project status for projects in the TIP. This includes updates on NMDOT and local lead projects. Staff will work from the latest 2016-2021 TIPs at the meeting.  Agreement request forms for projects with 2016-2017 TAP funding are due to NMDOT by October 15.  The Red Apple Transit accessibility project which received TAP funding is being transferred to be administered by FTA. INFORMATION ITEM  This is an information item only, noting deadlines for projects and TIP amendments as applicable. Committee members will have an opportunity to provide feedback regarding TIP project status and details. DISCUSSION: Mr. Fillerup reported that the new FFY2016-2021 TIP is now in effect. He asked that any TIP amendment be provided to Staff by October 19 to allow time to prepare the database and present them to NMDOT by the end of the month. The Technical Committee reviewed the list of projects in the FFY2016-2021 TIP and from those members present provided their updates: #F100100 – East Pinon Hills Extension Phase I During the right-of-way certification process, individual affidavits were being written for each piece of property. This has been a long process and the project has changed names three times. It was originally called the Animas River Bridge Crossing project and this was not known until yesterday, and the original appraisals, thought to be lost, were found at the same time. With this information located, the remaining affidavits will be completed by the end of October and should finalize the forward movement of Phase I #F100101 – East Pinon Hills Extension Phase II The City of Farmington met with Anthony Lujan regarding the possibility of using some loan funding. Due to the project scheduling with the design set for 2017-2018, requesting a loan now would be premature. The City will be focusing on completing Phase I and then reconsider seeking a loan. #F100102 – East Pinon Hills Extension Phase III San Juan County is nearing completion of the right-of-way process with NMDOT. The mapping has been approved and the appraisals are currently being reviewed. The County hopes to begin the purchase of the 58 parcels soon (half of them owned by one owner). There are some environmental issues noted by the Corps of Engineers with the roughed in roadway done by a previous landowner. This now has to be cleaned up to satisfy the Corps of Engineers. It is hoped that the project will be certified early next year with construction being completed by the end of 2016. About one-half of the original federal funding of $580,000 has been spent. 26  Draft TC Meeting Minutes October 8, 2015 #F100110, 100112, and 100113 – US 64 Phases IV, V, and VI F100110 – pre-construction meeting planned for next week. Contractor will begin some work in November but nothing that will impact traffic. The actual road construction will begin in the spring. This project can be removed from the 2016 TIP, but keep it on the monthly TIP update to provide progress updates. F100112 & F100113 – plan to develop these concurrently. $5,800,000 was received from the state to put towards these phases, but the actual construction schedule will not be affected. The schedule is determined by the right-of-way acquisition process with the process currently between 30-60% complete with about 30-40 parcels per phase needing to be acquired. Final right-of-way maps are expected by February with appraisals following after that. Property acquisition for the Phase V should be completed by December 2016 and then the project would be let in 2017. F100113 – will have to wait for the federal funding tied to this project in 2018-2019. The design and right-of-way will be ready, but the project will likely sit on the shelf for 12-18 months until FFY2018 begins. Mr. Sypher asked if either of these last two phases go into the City of Farmington. Mr. Quintana said the final phase ties into Browning Parkway, but does not go further west. Mr. Sypher said there was a section of rough road along Broadway that needed to be addressed. He will send the exact limits to Mr. Quintana and also has a meeting on October 13 with Habib Abi-Khalil and will also mention it to him. F100113 (Page 12 of the Agenda) should have some design funding in 2016. Mr. Quintana said the funds were coming from the state’s construction management fund, and he would add this project to the upcoming TIP amendment preview. #F100114 – Bridge Preservation: US 550 This project is a preventative maintenance project planned for 2017. A preliminary field review is being planned for the next month or so. The scheduling for this project is not yet defined. #F100170 – NM 173 A 60% design review will be scheduled in November or December. The design funds have been programmed and District 5 now expects to also receive the construction funds this year. Construction would take place late summer of 2016. #F100210 – Intersection of CR 350 and CR 390 This project is close to being certified and the preliminary PS&E has been held. Some details have yet to be finalized but the ARF for the construction funds has been submitted. The County plans to begin this project in March 2016. #F100270 – Kirtland Walk Path The ARF has been submitted and the termini finalized. Lawrence Lopez with the North Region Design Center has reviewed the information and forwarded it to the new Design Center contact, Brad Fisher. The project design will begin as soon as the agreement is received from NMDOT. 27  Draft TC Meeting Minutes October 8, 2015 #TF000001 – Red Apple Transit Capital/Operating No update provided on this project. #TF000010 – Red Apple Bus Route Accessibility The funds for this project are being requested to be transferred from FHWA to FTA. Mr. Montoya is working on completing the necessary letter. Mr. Quintana said that if the transfer to FTA does occur, no ARF to NMDOT would be required since FTA would then administer the grant. Operations would stay with NMDOT but, because it is not a construction project, an ARF is not required. This project now includes only one ADA accommodation and three shelter pads. After further discussion and because the transfer might be denied, Mr. Quintana recommended that all required NMDOT documents be submitted to ensure the funding is not lost. Mr. Quintana reported that the City of Bloomfield projects have had a PS&E and are ready once funding is available. All three projects are ahead of the curve. ACTION: The report was received. 5. COMPLETE STREETS UPDATE Subject: Complete Streets Prepared by: Duane Wakan, MPO Planner Date: October 1, 2015 BACKGROUND or PREVIOUS WORK  Complete Streets is a means of designing a roadway so that it accommodates all modes of travel, including driving, walking, biking, and transit.  Staff has worked with the Complete Streets Advisory Group (CSAG) to design guidelines for the FMPO planning area.  The Advisory Group held its latest meeting on October 1 to prepare for the Open House held at Farmington Public Library that evening.  An updated draft with comments from CSAG members will be forwarded to the TC for a work-session to be publicly noticed. CURRENT WORK  A date for the TC work session meeting will need to be determined by the members for our public notice requirements.  Staff will hold an open house meeting in Aztec on October 29, 2015 at the Microtel co-hosted by the Economic Development Board in Aztec.  SJ College students are working on graphic art to be included in the document. 28  Draft TC Meeting Minutes October 8, 2015 INFORMATION ITEM  TC comments welcomed on work session date and time. DISCUSSION: Mr. Wakan reported that the Complete Streets Advisory Group had met on October 1 and Staff wanted to provide an update from that meeting to the Technical Committee. At the September Technical Committee meeting, the members requested they be given an opportunity to meet as a sub-committee to review and provide their edits to the draft complete streets design guidelines document. MPO Staff is working on incorporating the recent Advisory Group edits and will provide them to the Technical Committee at least two weeks prior to their work session to discuss the design guidelines. It was decided that Staff would get all the edits to the Technical Committee by October 28 which will give them time to review the document before a planned November 12th work session. Mr. Wakan reported on the open house held on October 1 at the Farmington Public Library. Advisory Group members participated in the open house by presenting the core values and having complete streets dialogs with the public. There were approximately 10-15 people who reviewed the six core values and then voted for those they believed were the most important. The safety and aesthetics values were the top two selected. Along with the posters depicting the six core values, there was also one on Context Sensitive Design Guidelines. This was used to explain how the road typologies work the land use context areas. Taken together, these will drive what the design guidelines look like. Ms. Lopez commented that the Advisory Group had spent a lot of time discussing how this community lives and how they like to live. The land uses and road typologies were based on these discussions and how best to accommodate these at a regional level. The land uses and road typologies were designed for the entire region – both urban and rural – and this fact needs to be better communicated and made more apparent in the design guidelines. Mr. Sypher said he would also recommend including success stories from smaller communities. Farmington is spread out and has only 50,000 in population and these elements need to be considered with the design guidelines. Mr. Keck commented that he thought complete streets design guidelines were more focused on the urban parts of the county and getting the citizens of the unincorporated areas to understand and buy into the concept would be difficult. These individuals want to live the way they live and do not appreciate guidelines or regulations. Ms. Lopez reiterated that the design guidelines must be explained and presented so that everyone will understand. All the details need to be included and apparent in the guidelines and the character of where they live will be accommodated. Mr. Wakan said that Staff will add more detail to better describe and clarify the road typologies and land uses and bring more focus to these areas in the design guidelines. 29  Draft TC Meeting Minutes October 8, 2015 Another poster was on development patterns. This depicted two scenarios with basically the same amount of housing but with different densities and infrastructure costs. The proposed La Plata Ranch development is featured as a good local example of complete streets concepts. Ms. Lopez said there was a newer aerial of the development that should be used for presentations as it provides a clearer picture of the planned connectivity. Mr. Sypher said that the use of local or regional examples of complete streets was much preferred to examples taken from larger cities. Mr. Lopez restated the need to also speak about the rural connection and not just emphasizing the urban setting. The county has a lot of rural area and residents and the design guidelines need to reflect the choices provided for rural living as well as urban. Mr. Wakan said that Staff would be providing the edits to the design guidelines to the Technical Committee by October 29 to allow time to review the document before meeting on November 12. Following this meeting, a special work session with the Technical Committee and the Complete Streets Advisory Group will be scheduled. ACTION: The report was received. 6. NMDOT REPORTS District 5 Update – David Quintana Mr. Quintana provided the following project updates: Intersection of NM 371 and N 36 – the project to install a flashing light will be let in November, with a contract expected by January and project completion hopefully by the end of February. The project will add some smart curbing systems to channelize the intersection to make it safer. This intersection will eventually be updated to a fully signalized intersection. Agreement request forms (ARF) for any design projects are due by October 15. Mr. Quintana said he would follow-up to see if an ARF is required for the Red Apple Transit project. In case FHWA will not approve the transfer of funds to FTA, submitting the ARF will ensure the funds are not lost. Mr. Quintana said that depending on the time frame, the transit hub would be a good project for a TAP funding application next spring. Santa Fe transit system was awarded TAP funds for a very similar project to Farmington’s. TAP funds can be used for sidewalks and shelters while any paving would need to come out of another fund. There was a flurry at the end of the year to get the LPA projects out. Mr. Quintana expects that the next round will go smoother. Mr. Quintana asked to be kept in the loop with any communication with the North Region Design Center while Mr. Fisher transitions into that new position. 30  Draft TC Meeting Minutes October 8, 2015 Planning Division Update – Brian Degani Mr. Degani provided a Planning Bureau update (complete written update is shown below): The Notice to Proceed (Work Authorization) for FFY2016 was sent to the MPO last week. This letter provides the PL funding amounts for the MPO for FFY2016. Mr. Degani reiterated three important deadlines:  October 15 for ARF for all projects approved in the STIP;  March 15 for the signed entity agreements to be returned to NMDOT;  June 15 is the obligation deadline. Mr. Degani is working with Mr. Charles Remkes of the ITS Bureau to see about coordinating their annual meeting with the annual conference of the New Mexico Infrastructure Finance. With both conferences happening at the same time this year and at the same location, it would have been beneficial for attendees to coordinate these meetings. Mr. Dan Watts has been named the new TAP Coordinator beginning with FFY2016. Mr. Degani also recommended that the ARFs be completed and submitted for the Red Apple Transit project just in case the transfer to FTA does not take place. MPO Staff attending the VISUM training in Santa Fe recently. They reviewed general operations, assignments, model analysis and other useful tools and future topics. Mr. Degani said this is a good training to keep up skills on a yearly basis. Shown below is Mr. Degani’s written update: Tribal/Local Planning Agencies (T/LPAs) Last week, I sent a Notice to Proceed and Purchase Order authorizing the Farmington Metropolitan Planning Organization which allows them to start work on their new FFY2016 of the FFY2015/2016 Work Program. Per NMDOT Project Oversight Department (POD), 3 important deadlines for T/LPA projects: 1) October 15 for Agreement Request Forms for all projects approved in Baseline STIP, allowing NMDOT to draft agreements and provide entities sufficient time for required commission approval and signature process. ARF’s will be due to NNMDOT Project Oversight Division and must be approved by the T/LPA, NMDOT Regional T/LPA Coordinator and NMDOT Construction Liaison Engineer. The early 2016 FHWA target is important, because this will give NMDOT’s HPMS Unit time to import FHWA approvals into their network for the next reporting cycle. Northwest RTPO – The NWRTPO has a completed/executed contract for the Four Corners Intermodal Transloading Equinox (4CITE) Master Plan project. A Notice to Proceed was issued for Wilson and Company and outreach sessions and stakeholder group meetings will be initiated per the work plan. TAP - Dan Watts will be NMDOT’s new TAP Coordinator, starting with the FFY16 cycle. He’ll work with Rosa as he transitions into the Coordinator role. NM Legislature's Transportation Infrastructure Revenue Subcommittee: Monday, October 5 at the Legislature in Santa Fe. Local entity representatives and MPO staff presented funding roads, complete streets, business growth, changing demographics, and other transportation infrastructure issues. c. Visum Training & AMPO Conference. Staff will be attending a two-day training session on our travel demand modeling software (Visum) in Santa Fe October 6-7, as well as the Association of MPOs transportation conference in Las Vegas NV October 19-24th. d. Other. DISCUSSION: Mr. Fillerup reminded everyone about the T/LPA “Inception to Completion for a Successful Project” training upcoming on November 3-5 in Albuquerque. MPO Staff and Ms. Teresa Brevik with the City of Bloomfield presented to the Transportation Infrastructure Revenue Subcommittee. Staff presented some background on the MTP, projects in the area (Kirtland walk path, Pinon Hills, East Arterial) and the reasons behind them. Ms. Brevik presented on the ongoing projects in Bloomfield. A presentation on Complete Streets brought questions of how to fund and maintain the amenities. Also discussed was the performance measurement of a project, so gathering data before a new project begins is critical. Mr. Wakan stated that the legislators were very interested in the performance measures as they related to transportation projects that revitalize corridors and noted that, in order to track actual results, the baselines need to be gathered before the improvements are made. Mr. Sypher said the City of Farmington just completed a performance measurement/evaluation of the new adaptive signal program and the report is available. Ms. Lopez thought that for the downtown Main Street projects, it could be difficult gathering the mostly proprietary data on a project of that size. Mr. Fillerup stated that Mr. John Arthur Smith, Chairman of the Subcommittee, mentioned methods to increase revenue for transportation projects such as raising the gas tax to provide transportation funding. Mr. Fillerup just sent out to all the Technical Committee members a copy of the Statewide Comprehensive Outdoor Recreation Plan. This is a comprehensive plan for recreation through the state parks. 8.
