Subject: FFY2020-2025 Transportation Improvement
Program (TIP) Development

BACKGROUND
The TIP is a short-term program of projects expected to be completed in the next
four (4) years.
Projects included in the TIP must be regionally significant and fiscally
constrained.
The TIP adoption process includes updating project information, adding new
projects, and developing a TIP priority list.
A Call for Projects was issued on May 20, 2019 to start the new TIP adoption
process.
There were no new projects to the TIP, therefore the PPM Review was not
required.
CURRENT WORK
Staff has continued to discuss updates to current projects and/or new projects
with the entities, Red Apple Transit, and NMDOT.
The TIP has been developed based on this input. There are a total of 15 projects
proposed for the new TIP.
The STIP is scheduled to be updated with FHWA by NMDOT in August 2019.
The new TIP needs to be submitted to NMDOT by August 9, 2019.
A 30-day public comment period on the new TIP opened on June 23. Public
hearings will be held during the July 10 Technical Committee meeting and a
Special Policy Committee meeting on July 25, 2019.
FUNDING AND FISCAL CONSTRAINT
The TIP is required to be fiscally constrained. The projects listed have identified
detailed funding sources as required.
ANTICIPATED WORK
Finalize any project revisions with the entities by reviewing the TIP Projects for
Final RC Review File.
Work with NMDOT on submitting/implementing the new TIP.
Seek adoption of the FFY2020-2025 TIP.
Develop “TIP Amendment Procedures” schedule/guidelines specific to FMPO.

ACTION ITEM
MPO Staff recommends that the Technical Committee review the projects and

PUBLIC NOTICE
The Farmington Metropolitan Planning Organization (FMPO) is advertising the proposed FFY2020-
2025 Transportation Improvement Program (TIP) and Policy Committee Resolution 2019-7. This
public comment period meets all of the applicable requirements of the federal transportation bill MAP-21,
the FAST Act, and the federal transit requirements of Section 5307(c) (1-7).
The TIP is a list of multi-modal transportation projects expected to be completed by Aztec, Bloomfield,
Farmington, Kirtland, San Juan County, NMDOT, and Red Apple Transit during the next six years. The
TIP includes project information for all federally-funded and regionally significant projects for the
FMPO.
As required by federal law and the Farmington MPO Public Participation Plan, the FMPO is holding a
30-day Public Comment period on the proposed FFY2020-2025 Transportation Improvement Program
(TIP) and Policy Committee Resolution 2019-7. The 30-day comment period is from June 23, 2019 to
July 22, 2019. The public may also make comments on the proposed TIP at the following meetings:
Public Hearing: During the Farmington MPO Technical Committee meeting at 10:00 a.m. on
Wednesday, July 10, 2019 in Commission Chambers at San Juan County’s Administrative
Building, 100 South Oliver, Aztec, New Mexico 87410.
Final adoption of the proposed TIP and Policy Committee Resolution 2019-7 will be considered
during the Farmington MPO Special Policy Committee meeting at 1:30 p.m. on Thursday, July
25, 2019 at the MPO Office, 100 West Broadway, 2nd Floor, Farmington, New Mexico 87401.

POLICY COMMITTEE RESOLUTION NO. 2019-7
A Resolution Adopting the Farmington Metropolitan Planning
Organization’s FFY2020-2025 Transportation Improvement
Program (TIP)
WHEREAS, federal law requires that Metropolitan Planning
Organizations develop a fiscally constrained Transportation
Improvement Program (TIP) for the region at least every two
years; and
WHEREAS, the Farmington MPO has agreed to amend the TIP on
a quarterly basis; and
WHEREAS, the TIP is based on and consistent with the 20-
year Metropolitan Transportation Plan for the MPO; and
WHEREAS, the TIP meets federal requirements by including
an agreed to list of regionally significant projects and
financial information that demonstrates how the TIP will be
implemented; and
WHEREAS, the TIP was developed in coordination with the
New Mexico Department of Transportation, the City of Aztec, the
City of Bloomfield, the City of Farmington, the Town of
Kirtland, San Juan County, and Red Apple Transit; and
WHEREAS, opportunities for public involvement were
provided throughout the TIP adoption process in accordance with
the adopted Public Participation Plan, including a call for
projects, a 30-day public review and comment period on the draft
TIP, and public hearings; and
WHEREAS, the FMPO also certifies that the transportation
planning process is addressing the major issues in the
metropolitan planning area and is being conducted in accordance
with all applicable requirements of:
1. Fiscal constraint required in 23 CFR 450;
2. 49 U.S.C. 5323(l), 23 U.S.C. 135, and 23 U.S.C.
450.220;
3. Title VI of the Civil Rights Act of 1967 and the Title
VI assurance executed by each State under 23 U.S.C. 324
and 29 U.S.C. 794;
4. Section 1101(b) of the Transportation Equity Act for the 21st
Century (Pub. L. 105-178) regarding the involvement of
Disadvantaged Business Enterprises in FHWA and FTA funded
planning projects (Sec. 105(f), Pub. L. 97-424, 96 Stat.
2100; 49 CFR, Subtitle A, Part 26);
5. The provisions of the Americans with Disabilities Act of 1990
(pub. L. 101-336, 104 Stat. 327, as amended) and U. S. DOT
implementing regulation;
6. The provision of 49 U.S.C. Part 20 regarding restrictions on
influencing certain activities; and,
7. Sections 174 and 176(c) and (d) of the Clean Air Act as
amended (42 U.S.C. 7504, 7506(c) and (d).

addressed and included with the final TIP; and
WHEREAS, the MPO Technical Committee has reviewed the
draft TIP and recommends its adoption;
NOW, THEREFORE, BE IT RESOLVED BY THE POLICY COMMITTEE OF
THE FARMINGTON METROPOLITAN PLANNING ORGANIZATION:

FARMINGTON MPO SELF‐CERTIFICATION STATEMENT
POLICY COMMITTEE RESOLUTION #2019‐7
In accordance with 23 U.S.C. 450.334, the New Mexico Department of Transportation, and the
Farmington Metropolitan Planning Organization for the Cities of Aztec, Bloomfield, Farmington,
Town of Kirtland, and the urbanized area of San Juan County hereby certify that the
transportation planning process meets the Performance‐Based Planning and Programming
(PBPP) requirements established in 23 CFR 450.326(d), 49 CFR 625, and 49 CFR 630.
The projects selected in the FFY2020 – 2025 Transportation Improvement Program (TIP) were
developed from the priorities outlined in the NMDOT Asset Management Plan, the New Mexico
Strategic Highway Safety Plan, and the New Mexico Freight Plan; and from the priorities
outlined in the Red Apple Transit Asset Management Plan of the City of Farmington. The
programmed projects support the adopted Performance Targets of the FMPO for Performance
Measure 1 (Safety), Performance Measure 2 (State of Good Repair), Performance Measure 3
(System Performance), and Transit Asset Management. The TIP was developed and reviewed by
the FMPO in accordance with the FMPO Public Participation Plan and the FMPO Title VI Plan.
The FMPO also certifies that the transportation planning process is addressing the major issues
in the metropolitan planning area and is being conducted in accordance with all applicable
requirements of:
(1) The fiscal constraint required in 23 CFR 450;

PRESENTATION
Mr. Robert Kuipers, the RTPO Program Manager, will introduce RTPO Committee
members and staff to the FMPO Technical Committee to begin to build a relationship
between the agencies and to understand commonalities on how they might collaborate
on transportation opportunities in the region.
The RTPO is encouraged and directed in its annual Regional Work Program to
“Coordinate the RTPO’s planning program with other RTPOs and any Metrropolitan
Planning Organizations (MPOs) or other agencies impacted by and or associated with
activities contained in the RWP”.

The STIP Protocols, finalized in early 2014, require that each MPO shall develop a
process to monitor the progress and status of each project in the first two years
of the TIP. These monthly reviews help correct inconsistencies in the TIP, STIP,
the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion
among the members and NMDOT representatives.
The Technical Committee will consider recommending approval to the Policy
Committee of the new FFY2020-2025 TIP at this meeting.

BACKGROUND
In January 2017, the Federal Transit Administration and David Harris/NMDOT
informed FMPO of requirements of the Transit Asset Management (TAM) Final Rule
and the Metropolitan and Statewide and Nonmetropolitan Transportation Planning
Final Rule published in 2016.
The TAM Final Rule required transit providers to set performance targets for state
of good repair by January 1, 2017. The Planning Rule required each MPO to
establish targets no later than 180 days (June 30, 2017) after the date on which
the relevant state or provider of public transportation established its performance
targets. The FTA requires MPOs to adopt Performance Targets annually.
The FMPO Policy Committee adopted the original TAM Performance Measures on
June 14, 2017.
The Technical Committee will consider recommending approval of proposed PC
Resolution 2019-5 on June 12, 2019 to re-adopt the targets.
Andrew Montoya/Red Apple advises that there were no changes to the targets
from last year. You are referred to him regarding Red Apple’s current Transit
Asset Management (TAM) Plan.
ACTION ITEM
Hold a public hearing on proposed PC Resolution 2019-5.
MPO Staff recommends that the Technical Committee forward a recommendation
of approval to the Policy Committee for proposed Policy Committee Resolution
2019-5.
The adoption of the Transit Performance Targets is due to NMDOT on June 30,
2019.
APPLICABLE CITATIONS

DISCUSSION: Ms. Holton reported that Andrew Montoya had provided the Transit Asset
Management Plan and the performance targets being considered and that there were
no changes from last year. MPO Staff is recommending that the Technical Committee
consider recommending adoption of the targets and proposed Policy Committee
Resolution 2019-5 to the Policy Committee. Mr. Montoya reviewed the Plan and the
targets:
The Transportation Asset Management (TAM) Plan is mandated by
the FTA. The Plan is to prioritize funding for the assets when they pass
their useful life benchmark (ULB).
Objective: to order buses based on priority as close to their ULB as
possible;
Target: to have no more than four buses exceeding their ULB based
on budget and funding (not all buses will be ordered upon their ULB).
Based on the Red Apple fleet size, they are authorized to have four
buses as spares and those could be the ones passed their ULB;
Performance Measures: to replace buses passed their ULB within 12
months;

Goal: by having this Plan, all buses will be prioritized and replaced
when they pass their ULB.
Mr. Montoya said their buses run off traditional unleaded fuel. Other fuel types
have not been considered to date.
Chair Porell opened the public hearing. There were not comments made during
the hearing and Staff received no written public comments prior to the
meeting. Chair Porell closed the public hearing.
ACTION: Mr. Montoya moved to recommend that the Technical Committee forward a
recommendation of approval to the Policy Committee for adoption of proposed Policy
Committee Resolution 2019-5. Mr. Saavedra seconded the motion. The motion was
approved unanimously.
4. POLICY COMMITTEE RESOLUTION 2019-6: ENCOURAGE NMDOT TO REPAIR AND
REBUILD NEW MEXICO STATE HIGHWAY 173

Encourage NMDOT to Repair and Rebuild New

BACKGROUND
At the Technical Committee meeting on May 8, 2019, residents and members of
the community came forward to present their safety concerns with NM 173.
A 15-page petition signed by community members and visitors was presented
requesting that the State Engineer and NMDOT investigate and resolve their safety
concerns on NM 173.
The Technical Committee recommended drafting a Policy Committee Resolution
in support of safety improvements to NM 173.
The Technical Committee will consider recommending approval of proposed PC
Resolution 2019-6 on June 12, 2019 to encourage action on NM 173 by NMDOT.
ACTION ITEM
MPO Staff recommends that the Technical Committee forward a recommendation
of approval to the Policy Committee for proposed Policy Committee Resolution
2019-6.
The adoption of proposed Policy Committee Resolution 2019-6 will then be
forwarded to NMDOT.

DISCUSSION: Ms. Holton reported that during the May 8, 2019 Technical Committee,
FMPO Staff was asked to prepare a resolution for Policy Committee consideration to
support the citizen petition requesting safety improvements for NM 173.
Ms. Holton noted one correction to the proposed Policy Committee Resolution 2019-6:
Page 6 of the Agenda – the ninth “Whereas” – add the word “Mexico” in the second
line.
This project is on the current FMPO TIP with an administrative modification requested
by NMDOT and made at the end of May. The most current project information is in the
Agenda on Page 27.
ACTION: Chair Porell moved to approve proposed Policy Committee Resolution 2019-6.
Mr. Fillerup seconded the motion. The motion to approve was passed unanimously.

DISCUSSION: The Technical Committee members provided their project updates:
City of Aztec – East Arterial
No update to report.
City of Bloomfield – East Blanco Bridge
Mr. Thomas was not in attendance to provide an update.
City of Farmington
Foothills Drive Enhancement Phase II
This project is almost through the acquisition process. A TAP grant was also received
for part of this project.
Foothills Drive Enhancement Phase III
The 60% design review was completed and right-of-way for the TPP will begin soon.
San Juan County
East Pinon Hills Blvd Extension Phase III
NMDOT engineering has accepted the right-of-way plans and the County is now
proceeding with the appraisals and acquisitions.

Glade Run Recreation Area Trails
This project is currently in design with the archeological and biological survey report
submittals expected soon.
Kirtland School Walk Path System
As of June 11, 2019, the project is complete. Chair Porell is working on closing out the
project.
CR 5500 Bridge Replacement
The project is at 90% design. San Juan County has received the approval from land
engineering on the right-of-way documents. The environmental submittal is expected
in the next week.

Mr. Quintana was not in attendance to provide an update.
6. REVIEW OF PROJECTS TO BE INCLUDED ON THE FFY2020-2025 TRANSPORTATION
IMPROVEMENT PROGRAM (TIP)
Subject: FFY2020-2025 Transportation Improvement
Program (TIP) Development

BACKGROUND
The TIP is a short-term program of projects expected to be completed in the next
four (4) years.
Projects included in the TIP must be regionally significant and fiscally
constrained.
The TIP adoption process includes updating project information, adding new
projects, and developing a TIP priority list.
A Call for Projects was issued on May 20, 2019 to start the new TIP adoption
process.
New projects being added to the TIP need to submit a TIP Project Change Form
and NMDOT’s A-1340 Initial Cost Estimate and Control Number Request Form no
later than June 7, 2019.
CURRENT WORK
Staff continues to discuss updates to current projects and/or new projects with
the entities, Red Apple Transit, and NMDOT.
The draft TIP has been developed based on this input.
The STIP is scheduled to be updated in August 2019.
The new TIP needs to be submitted to NMDOT by August 9, 2019.
A 30-day public comment period on the new TIP will open on June 23. Public
hearings will be held during the July 10 Technical Committee meeting and a
Special Policy Committee meeting on July 25, 2019.

FUNDING AND FISCAL CONSTRAINT
The TIP is required to be fiscally constrained. The projects listed have identified
detailed funding sources as required.
INFORMATION ITEM
MPO Staff recommends that the Technical Committee review the projects in their
agenda.
The final draft FFY2020-2025 TIP will be on the July agenda for the Technical
Committee to consider forwarding a recommendation of approval to the Policy
Committee for their adoption on July 25, 2019.

DISCUSSION: Ms. Holton referred to the current TIP project listing on Page 27 of the
Agenda and to the projects being set up for the new FFY2020-2025 TIP on Page 28 of
the Agenda. Also provided were detail sheets on each of the projects and asked the
Technical Committee members to review them and to let her know of any issues with
the projects and/or funding. Some of the items noted for projects moving to the new
TIP:
Foothills Drive Enhancement Phase II – construction management broken out
per STIP manager;
No past funding removed; will move forward as shown;
NMDOT projects to be handled by David Quintana;
Funding update for 2020 for the CR 550 Bridge Replacement project to be
provided by San Juan County;
East Blanco Bridge will need to show fiscal constraint;
Funding update for the Aztec East Arterial will be provided;
All updates to MPO Staff by June 17, 2019 to allow legal advertising for a 30-
day public comment period;
Farmington’s PRCA has advised to keep the Anesi Trail on the TIP; funding
updates for this project are needed;
There will be four amendment cycles, but that schedule has not yet been set.
Mr. Fillerup said that some projects would likely need to be included in the 2045 MTP
as well as the TIP especially if the project receives regional or federal funding or is
regionally significant. In an amendment cycle, adding a project may initiate a
revision/amendment to Chapter 5 of the MTP to have it included there. Being
identified in the MTP is valuable when agencies pursue funding as it shows the
importance of the project to the region and gives the project credibility/validity with
a better opportunity to capture funding.

7. REPORTS FROM NMDOT
Planning Bureau – Joseph Moriarty
Mr. Moriarty reported that the State’s Call for Projects is wrapping up. All the
applications are due today to the MPO. He thanked the entities and MPO staff for
managing this process on a tight timeline. NMDOT hopes this will be an annual funding
source.
The National Parks, Rivers, Trails & Conservation Assistance Program has announced
their 2020 call for community conservation and outdoor recreation projects. The
applications are due by June 30. More information on this call for projects was in the
NMDOT Govt to Govt Update on June 3.
FHWA’s National Highway Institute (NHI) recently released a free hour-long, web-
based training called “Implementing Performance-Based Planning & Program” (for
technical assistance only). More information can be found at:

Stakeholders recently met to Highway Safety Plan targets. UNM is working on inputting
the data to finalize the safety targets. NMDOT will email the final charts to the MPOs
as soon as they are completed. NMDOT must adopt safety targets via the Highway
Safety Improvement Program by August 31, 2019. MPOs have until February 27, 2020 to
adopt the state’s PM 1 safety targets or establish their own.
FHWA-NM is offering Title VI training to all interested MPOs, RTPOs, or member
entities. FHWA-NM will work with the agencies on how to customize the delivery of the
training. Please contact Mr. Moriarty for more information on this training.

a. NMDOT’s State Call for Projects. A total of seven (7) projects were submitted
before the May 24 deadline. The Feasibility Meeting is scheduled for Thursday,
June 6. A report on that meeting will be provided at your meeting.
b. Annual FMPO Quality Assurance Review (QAR). The MPO’s Annual Quality
Assurance Review (QAR) was held on April 10. A copy of the written evaluation is
attached for your review.
c. PPP Status. The draft is nearing completion. A 45-day public comment review
period is required,
d. MPO Quarterly. The MPO Quarterly was held in Farmington on June 5. A copy of
the final draft agenda is attached. A report on that meeting will be provided at
your meeting.
e. New Mexico LTAP Center Advisory Committee Meeting. MPO Staff will attend this
meeting via phone conference. A report on that meeting will be provided at your
meeting.
f. FMPO & NWNM RTPO Introductions and Opportunities for Future Collaboration.
At your July meeting, Robert Kuipers, the NWNM RTPO Program Manager, has
asked to present on “Opportunities for Future Collaboration between FMPO and
NWNM RTPO”.
DISCUSSION: Ms. Holton reported on the Information Items:
a. Three final applications for the NMDOT’s State Call for Projects have been received
by the MPO: San Juan County, Bloomfield, and Kirtland. Ms. King said the two
Farmington applications will be submitted by the deadline of 5:00 p.m. today. MPO
Staff will forward the applications to David Quintana for his formal written
approval (if they were approved at the feasibility meeting) and then they will be
submitted to NMDOT no later than June 14.
b. A copy of the annual Quality Assurance Review (QAR) (Pages 45-55 of the Agenda)
recently completed by Mr. Moriarty. All issues must be resolved by 12/1/2019.
c. One of the items referred to in the QAR was the Public Participation Plan (PPP).
The draft PPP is nearing completion and following completion, Staff will ask Mr.
Moriarty to review before advertising the 45-day public comment period.

d. FMPO hosted the MPO Quarterly on June 5 (copy of the that meeting agenda is on
Page 56-57 of this Agenda). Input from the NMDOT representatives who attended
was valuable.
e. Ms. Holton attended the NMLTAP Center Advisory Committee meeting by phone on
June 11. A handout of the available courses was distributed to the Technical
Committee members. Costs for the courses are reasonable and some courses can
be brought the community.
f. The NWRTPO will be making a presentation at the Technical Committee meeting in
July to present on opportunities for future collaboration.
g. The City of Farmington has asked for a Letter of Support from the MPO Policy
Committee for the Pinon Hills Boulevard/CR 3900 joint BUILD grant application. If
Technical Committee members have no issues with the requested letter, it will be
taken to the Policy Committee on June 27 for the Chair to sign.
h. The RFP for the 2045 MTP has been issued.
10. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF
Chair Porell asked about the status of recruitment efforts to fill the MPO
Officer/Planner position. Ms. Holton said the only news she had on this was that Evan
Williams, the new NWNMCOG Executive Director, had said he would like to have some
of the Technical Committee sit on an interview committee once applicants have been
identified.
There was no additional business from the Chairman, Members and Staff.
11. PUBLIC COMMENT ON ANY ISSUES NOT ON THE AGENDA
There was no public comment on any issues not on the agenda.
12 ADJOURNMENT
Mr. Saavedra moved to adjourn the meeting. Mr. Fillerup seconded the motion. The
motion passed unanimously and Mr. Porell adjourned the meeting at 10:31 a.m.
