BACKGROUND
The STIP Protocols, finalized in early 2014, require that each MPO shall develop a
process to monitor the progress and status of each project in the first two years
of the TIP. These monthly reviews help correct inconsistencies in the TIP, STIP,
the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion
among the members and NMDOT representatives.
The Policy Committee approved the new FFY2020-2025 TIP during a Special
meeting on July 25, 2019.

INFORMATION ITEMS
a. Traffic Count Locations. The Farmington MPO coordinates with NMDOT for
collecting traffic count data. The majority of NMDOT traffic count locations
are determined by the FHWA, however NMDOT has informed the MPO that
there is some flexibility on traffic counting locations. Recommendations for
additional traffic count locations need to be submitted to the MPO by
December 14 to be considered by NMDOT.

b. Traffic Software Checkout. The MPO has available for use by all entities the
licenses for the three travel demand modeling software programs available for
use by all entities:
PTV Visum: Traffic analysis and forecasting
PTV Vissim: Multi-modal traffic flow simulations
PTV Vistro: Signal optimization and traffic impact
The software checkout policy is attached and is available on the MPO website
(http://fmtn.org/1099 ).
c. Call for Projects for TIP Amendment #5. The first Call for Projects for TIP
Amendment #5 was made on September 21. The completed application and A-
1340 form are due to the MPO Officer by October 12.
d. Updates to Website. The MPO has recently updated their website to include
interactive maps, including performance measures are projects in the TIP. A
short demonstration will be given.

MPO Traffic Software Checkout Policy
The MPO holds licenses to three travel demand modeling and traffic planning software programs. The software
licenses are stored on FOBs which are available for checkout to all member governments of the MPO; MPO staff
will oversee the checkout process.
Software Description
The software licenses are stored on two FOBs, both of which reside at the MPO office.

Availability of Software
Software may only be checked out by personnel from one of the following entities:
1. City of Farmington
2. City of Aztec
3. City of Bloomfield
4. Town of Kirtland
5. San Juan County
Availability of software FOBs can be found on our PTV Software webpage (http://fmtn.org/1099).
This page will indicate software availability and, if not immediately available, date it will become available.
Availability of and Reserving Software
To reserve one or both of the FOBs, complete the “PTV Software Reservation Form,” located at the bottom of the
PTV software webpage.
MPO staff will respond to your reservation request within 1 business day (Monday – Friday, 8:00 am – 5:00 pm)
Check-Out of Software
Upon receipt of the reservation request, MPO staff will arrange a time for pickup of the FOB at the MPO office at
100 W. Broadway, 2nd floor.
Software reservations must be made at least 24-hours prior to checkout. This will ensure that the software will be
available for the checkout dates requested.
Each of the two software FOBs shall be treated independently of each other, therefore; they may be checked out
by two separate entities or both to one entity.
The maximum time of checkout shall be three weeks (15 business days). On the final business day of the
checkout period, the software FOB shall be returned by 5:00PM to the MPO office. If there are no new
reservation requests on the return day, then the software FOB checkout time may be extended in one week (5
business days) increments.
The MPO will have priority over the use of the FOBs, and reserves the right to override any future reserved
checkout time periods.

Continuing to take health precautions, the members of the Technical Committee
listed above as “Present” attended via GoToMeeting, as did those listed as “Others
Present”. Chair Porell, Members Jason Thomas and Scott Martin, and MPO Staff,
Peter Koeppel, Kathryn Leys, and June Markle attended in person.

Chair Nick Porell called the meeting to order at 10:00 a.m.
2. APPROVE THE MINUTES FROM THE AUGUST 12, 2020 TECHNICAL COMMITTEE
MEETING
Ms. Escobar moved to approve the minutes from the August 12, 2020 Technical
Committee meeting. Mr. Martin seconded the motion. The motion to approve the
minutes passed unopposed.
3. 2045 MTP – FINAL PROPOSED VERSION
Subject: 2045 MTP - Review the Final Proposed Version

BACKGROUND
The Consulting Services Agreement with Bohannan Huston, Inc. (BHI) as the
consultant for development of the FMPO’s 2045 MTP was effective August 14,
2019.
The final 2045 MTP is to be considered for adoption by the Policy Committee
at their September 24, 2020 meeting.
The FMPO Technical Committee to serve as the Steering Committee.
Public participation events have included:
o Survey Monkey to share thoughts on regional transportation
o Online updates on the project at: http://fmpo2045mtp.bhinc.com
o Public events on October 17 and 18, 2019 in Aztec, Bloomfield,
Kirtland, and two locations in Farmington;
o Two virtual open houses were held on June 24, 2020 and again on
August 13 for public comment on the proposed 2045 MTP document.
Aaron Sussman, Senior Planner with BHI, has provided monthly updates on
development of the MTP to the Technical Committee.
The proposed draft 2045 MTP was distributed on August 3, 2020 to Technical
Committee members for their review and comments, and to the Policy
Committee on August 13.
CURRENT WORK
The 30-day public notice was posted on August 23, 2020 (in both English and
Spanish) to cover public comment periods and public hearings for the August
Committee meetings to review the proposed draft 2045 MTP and also for the
September Committee meetings to consider adoption of the final proposed
2045 MTP.
Final review and consider recommending approval at the Technical
Committee meeting on September 9.
The final proposed version of the 2045 Plan will be sent out as soon as it is
available.
ACTION ITEM
Staff recommends that the Technical Committee consider recommending
approval of the proposed 2045 MTP to the Policy Committee.
APPLICABLE CITATIONS
23 CFR § 450.324 Development and content of the metropolitan
transportation plan
DISCUSSION: Mr. Sussman presented on the final draft of the 2045 MTP which he
submitted on September 8. Subsequently, Mr. Sussman received several public
comments and requests for clarifications (i.e.: jurisdiction over Pinon Hills Boulevard
Extension projects and the organizations involved with the FMPO). The updated final
version also includes some additional language on inter-regional coordination and
addressing the needs of an aging population from a transportation perspective. Also
added was an appendix of figures, a list of acronyms, additional maps and a list of
projects so the information can be accessed in several ways. Mr. Sussman will re-issue
the final draft with the minor modifications included in the next day or so.
Mr. Sussman thanked all the Technical Committee members for their input and
assistance during the development of the MTP. Chair Porell asked Mr. Koeppel if the
Policy Committee had comments. Mr. Koeppel advised that they had made no
recommended changes or edits and they typically deferred to the technical expertise
of the Technical Committee members. Mr. Porell thanked Mr. Sussman for his work on
the project over the past year.
Chair Porell opened the public hearing on the proposed 2045 MTP; no public comments
were received; the public hearing was closed. Due to audio issues, a second public
hearing was opened to ensure everyone had an opportunity to comment; no comments
were received; the public hearing was closed.
ACTION: Mr. Thomas moved to recommend approval of the proposed final 2045 MTP to
the Policy Committee. Ms. Escobar seconded the motion. The motion passed with no
opposition.
4. PROPOSED TITLE VI PLAN
Subject: Proposed Title VI Plan

BACKGROUND
The first Title VI Plan for the FMPO was adopted on June 20, 2013.
A revised Title VI Plan was adopted by the Policy Committee on September
13, 2017.
A new Title VI Plan is due every three (3) years in accordance with the
NMDOT Policy & Procedure Manual (PPM).
CURRENT WORK
The 30-day public notice was advertised on July 26, 2020 (in both English and
Spanish) to cover public comment periods and public hearings held in August
and September for consideration and review of both the draft and final
proposed Title VI Plan.
Hold a public hearing at the Technical Committee meeting on August 12.
The Policy and Technical Committees will review and provide input at their
August meetings.
The Technical Committee will give final consideration and recommended
approval of the revised FMPO Title VI Plan on September 9.
ACTION ITEM
Staff recommends that the Technical Committee consider recommending
approval to the Policy Committee of the proposed Title VI Plan for the FMPO.
APPLICABLE CITATIONS
As a recipient of federal assistance the Farmington MPO is subject to Title VI of
the 1964 Civil Rights Act, as amended, and must ensure that no one is
discriminated against based on race, color, or national origin.
NMDOT’s Construction and Civil Rights Bureau requires all sub-recipients of
federal funds to update or review their Title VI Plan at least every three years.
DISCUSSION: Mr. Koeppel explained that Title VI of the Civil Rights Act of 1964 states
that no person, shall on the grounds of race, color, national origin, gender, age, or
disability be discriminated against. This includes, as well, any program, activity or
service provided by the FMPO. As a recipient of federal funding the FMPO is required
to have a Title VI Plan on file (see proposed final draft on Pages 7-24 of the Agenda)
and update it every three years. The only change made to the draft provided for
review at the August meeting was to update the organizational chart. The Technical
Committee members had no additional questions or comments on the proposed Title VI
Plan.
Chair Porell opened a public hearing on the proposed final draft of the Title VI Plan;
no comments were received; the public hearing was closed.
ACTION: Mr. Martinez moved to recommend approval of the proposed final draft of
the FMPO Title VI Plan to the Policy Committee. Mr. Thomas seconded the motion. The
motion was approved with no opposition.

DISCUSSION:
City of Aztec – Steven Saavedra
There was no update on the Aztec East Arterial.
City of Bloomfield – Jason Thomas
The Notice to Proceed for Phase I of the East Blanco Bridge will be issued on
September 14.
City of Farmington – Virginia King
The PS&E on the Foothills Drive Enhancement Phase II project is scheduled for today.
The PS&E for 20th Street Phase III is expected to be scheduled for the next week or so.
No updates on East Pinon Hills Blvd. Extension Phases I and II.
Red Apple Transit – Andrew Montoya
With the exception of the Red Route, all routes are operational. A new driver was
hired recently and is in training. The Red Route is expected to be re-established on
September 14.
San Juan County – Nick Porell
No update on East Pinon Hills Blvd. Extension Phase III.
The physical work on the Glade Run Recreation Area Trails project was completed last
week. Mr. Porell is now working on closing out the project with the contractor and
NMDOT.
The control number for the CR5500 Bridge Replacement project needs to be changed
as it is currently shown as a federal aid project which it is not. Additionally, it needs
to have two control numbers: one is for the legislative apportionment capital outlay
and the other will be Local Government Transportation Project Fund (LGTF). These
changes came out of the PS&E held on September 3 although this was not the official
PS&E as right-of-way certifications have just been submitted. Mr. Koeppel said he
would need to check to see if these changes can be made administratively or if they
have to wait for the next amendment cycle. Mr. Porell hopes to advertise the project
for bid in late October with an award in late December. This project is expected to be
completed in a single construction season.
NMDOT had some comments on the 30% design review of the Kirtland Schools Walk
Path Extension recently submitted. With the lack of project complexity, it is planned
to go directly from the 30% to 90% design review.
The Glade Run Recreation Area Trails Extension is currently pending review by San
Juan County’s legal department.
NMDOT - District 5 – Javier Martinez
The PS&E for the safety project on 173 is ready and they are awaiting the funding. Mr.
Martinez asked Mr. Saavedra for a contact at the City of Aztec to discuss the water
line relocation. Mr. Saavedra said that individual would be Steven Morse, Public Works
Director.
The survey on the pavement rehab of US 550 has been completed. The project is still
in the outer years of the STIP.
Attorneys for NMDOT and the Navajo Nation are working on the MOA for the NM 371
and N 36 intersection project.
Chair Porell reported on a local resident’s e-mail who was appreciative of the recent
resurfacing done on NM 170. They asked if there were any future plans to extend the
work further north to the Colorado border. Chair Porell will forward the e-mail to Mr.
Martinez for additional response.
6. REPORTS FROM NMDOT
District 5 – Javier Martinez
Mr. Martinez asked if the City of Farmington had received any feedback on the work
underway on Murray Drive. Ms. King said she had not received any public comments
yet on the ongoing project.
Planning Bureau – Rosa Kozub
Ms. Kozub reported that FHWA and FTA has approved all the FFY2021-2022 UPWPs,
which includes the FMPO’s UPWP, as of August 18. The FMPO should receive the Notice
to Proceed for FFY2021 prior to October 1, 2020.
NMDOT’s long range plan (NM 2045 Plan) just kicked off the second phase of the plan
which will include scenario analysis, policy development, and establishing the final
plan document around mid-year 2021. More information on progress to date and the
process can be found on the website: NM2045Plan.com.
A report on the state’s performance measure targets for Performance Measure (PM) 1
for FFY2021 was provided to the MPOs on August 13. FMPO has until February 27, 2021
to formally adopt the state’s targets or set their own quantifiable targets.

a. NMDOT 2020 Entity/Hardship Sale. NMDOT has postponed the 2020 Annual
Entity/Hardship Sale. They are planning to host a virtual/online sale and will
provide an update when more information is available. (See attached letter.)
DISCUSSION: Mr. Koeppel reported on the postponement of NMDOT’s 2020 Annual
Entity/Hardship Sale due to the COVID-19 pandemic. A copy of that announcement is
on Page 27 of the Agenda.
Also noted was that the federal funding bill, the FAST Act, ends on September 30,
2020. Mr. Koeppel said that there has been talk of a one-year extension to keep things
operating, but nothing definitive has been decided.
