Please contact the MPO Administrative Assistant if a summary or other type of accessible format is needed.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Annual Election of Officers Prepared by: Peter Koeppel, MPO Officer Date: January 13, 2020 BACKGROUND  As outlined in the MPO Committee Bylaws, the annual Election of Officers occurs every year.  Each January, the Technical Committee selects the Chair and Vice-Chair from their membership who will serve until the next annual election.  The Chair presides over the meetings and is responsible for the other duties outlined in the Committee Bylaws and Operating Procedures document.  The Vice-Chair presides over the meetings in the absence of the Chair.  Nick Porell has been serving as the current Technical Committee Chair; Jason Thomas has been serving as the current Vice Chair. ELECTION  Elections are to take place to select a Technical Committee Chair and Vice-Chair for 2020. RECOMMENDATION  It is recommended that the Technical Committee accept nominations and vote to elect the Chair and Vice-Chair for 2021. 1  FARMINGTON METROPOLITAN PLANNING ORGRANIZATION Agenda Item #4 Subject: National Performance Management Measures for Highway Safety Improvement Program (PM 1) Prepared by: Peter Koeppel, MPO Officer Date: January 13, 2021 BACKGROUND  23 CFR §490 Subpart B – National Performance Management Measures for Highway Safety Improvement Program (see attached).  The FHWA requires that MPOs establish targets for five (5) safety performance measures for all public roads in the MPO planning area within 180 days after the State establishes each target.  The five Performance Measures to be considered are: 1) Number of Fatalities, 2) Number of Serious Injuries, 3) Fatalities per 100 Million VMT (Vehicle Miles Traveled) or Fatality Rate, 4) Serious Injuries per 100 Million VMT (Vehicle Miles Traveled) or serious injury rate, and, 5) Number of Non-Motorized Fatalities and Non-Motorized Fatalities and Serious Injuries.  The first three targets are common measures and must be identical to the targets established for the Highway Safety Plan (HSP).  MPOs may either: Agree to support State targets OR Establish specific numeric targets for a safety performance measure (number or rate).  Reporting is done on an annual basis, leaving the choice to adopt State standards vs. establish MPO specific targets up to the MPO Policy Committee each year. CURRENT ISSUES & RECOMMENDATIONS  This item is being presented to both committees in November for their information. It will be brought back to both the Technical and Policy Committees in January for their recommendation/approval.  Staff recommends that the state targets be adopted for 2021.  FMPO Policy Committee action is due no later than February 27, 2021. The New Mexico Department of Transportation (NMDOT) Multimodal Planning and Programs Bureau (MPPB) is responsible for coordinating the setting of PM 1 targets. Overview of PM 1 Measures The state is required to set annual targets for five performance measures: 1. Number of Total Fatalities 2. Number of Serious Injuries 3. Fatalities per 100 million vehicle miles travelled (VMT) or fatality rate 4. Serious Injuries per 100 million VMT or serious injury rate 5. Number of Non-motorized Fatalities and Serious Injuries The first three are common measures and must be identical to the targets established for the Highway Safety Plan (HSP). Coordination with Metropolitan Planning Organizations (MPOs) The NMDOT undertook a coordinated effort with the Metropolitan Planning Organizations (MPOs), the HSP team and other stakeholders to set the targets. 1. Numerous internal meetings took place in winter of 2020 between staff of the NMDOT Planning Division and Traffic Safety Division, responsible for the HSP to review and analyze crash data and trends. A representative of the University of New Mexico (UNM), contracted by NMDOT to maintain the state’s crash database, attended the meetings and provided crash data and analysis. 2. On May 12, 2020, the NMDOT Safety Division held a meeting with stakeholders to discuss and adopt the targets required in the HSP. The targets were revised following the meeting, to reflect the revised 2017 VMT, approved by FHWA, and the updated 2018 and 2019 crash datasets provided by UNM. 3. On July 15, 2020, the NMDOT Safety Committee reviewed and approved the 2021 Safety Targets as outlined in this report for submittal in the 2021 HSIP Annual Report. 4. On July 17, 2020, MPPB staff emailed a draft of this report, outlining the adopted state PM1 targets, to the MPOs for review and comments. The MPOs submitted comments and corrections, which MPPB staff incorporated into this report. Other than those edits, the MPOs agreed to the targets as outlined. 5. The MPOs have until February 27, 2021 to formally adopt the NMDOT PM 1 targets or set their own quantifiable targets. Data Methodologies and Assumptions In setting the 2021 safety targets, NMDOT and stakeholders did not rely solely on the data projections but used the data in combination with their discussions regarding other relevant factors and their assessment of the potential safety impacts of various strategies and projects. NMDOT worked with UNM to determine methodologies and assumptions required to set the targets. These are as follows: 6  • NMDOT uses Excel to plot a linear best fit line based on 6-years of actual data to project for future years. • Vehicle Miles Travelled (VMT) - The annual VMT is from the FHWA Highway Statistics Series (https://www.fhwa.dot.gov/policyinformation/statistics/2017/pdf/vm2.pdf). Within this link, simply replace ‘2017’ with the desired year to obtain the VMT for the year of interest. • Appendix A of this document displays the annual VMT from the FHWA Highway Statistics Series using a unit of 100 Million VMT (HMVMT). FHWA guidance documents insist on using HMVMT for calculating fatality rates and serious injury rates, hence, Appendix A displays the annual VMT adjusted to HMVMT. • The preliminary Annual VMT for 2019 is provided by the NMDOT Planning Division, Data Management Bureau. • Crash Data for 2019 is preliminary and provided by UNM. • The source data table is attached as Appendix B. This data was used to calculate the linear regression equations that yield the 2020 and 2021 projections. It also contains the data that was used to calculate the five-year moving averages. Those six performance measures to be considered are: 1) Percentage of interstate pavements on the NHS in good condition; 2) Percentage of interstate pavements on the NHS in poor condition; 3) Percentage of non-interstate pavements on the NHS in good condition; 4) Percentage of non-interstate pavements on the NHS in poor condition; 5) Percentage of bridges on the NHS in good condition; and 6) Percentage of bridges on the NHS in poor condition.  NMDOT has adjusted two 2021 targets – percentage of NHM bridge deck area in poor condition and percentage of Interstate pavements in good condition.  MPOs may: Agree to support State target OR establish their own targets. CURRENT WORK  Staff continues to discuss updates to current projects and/or new projects with the entities, Red Apple Transit, and NMDOT.  The STIP is scheduled to be updated in August 2021  The new TIP needs to be submitted to NMDOT by June 30, 2021.  A 30-day public comment period on the new TIP will open on April 22. Public hearings will be held during the May 12Technical Committee meeting and the Policy Committee meeting on May 27. FUNDING AND FISCAL CONSTRAINT  The TIP is required to be fiscally constrained. The projects listed have identified detailed funding sources as required. ANTICIPATED WORK  Provide any necessary assistance to entities in developing projects  Finalize any project revisions with the entities.  Work with NMDOT on submitting/implementing the new TIP.  Seek adoption of the FFY2022-2027 TIP. APPLICABLE CITATIONS  23 CFR § 450.326 24  Aztec ¤ Bloomfield ¤ Kirtland ¤ Farmington ¤ San Juan County ¤ NEW MEXICO TIP Development: FFY 2022‐2027 Call for Projects The Farmington MPO (FMPO) is soliciting projects to be considered for inclusion in the 2022‐2027 Transportation Improvement Program (TIP). Updated every two years, the TIP is a list of federally funded and regionally significant multi‐modal transportation projects expected to be completed by Aztec, Bloomfield, Farmington, Kirtland, NMDOT, Red Apple Transit, and San Juan County during the next six years. The first four years of the TIP are “fiscally constrained”, meaning that the document must identify specific revenue sources to implement the projects identified in those years. NMDOT has the ultimate authority to program projects utilizing federal funds for the Farmington region and most, if not all, of the funding in the TIP will go to NMDOT projects in the region, primarily to improve safety and preserve and maintain the existing transportation system. That said, should there be additional funding available, FMPO is seeking projects to submit to NMDOT for funding consideration. Based on a recent call between FMPO, Santa Fe MPO, and NMDOT staff, NMDOT stated that projects with the following elements would fare best with regard to receiving any remaining available federal funding: ‐ Projects that support federal, state, and regional performance targets, i.e. projects that preserve and maintain the existing transportation system (primarily roads and bridges) and projects that improve safety ‐ Projects that could be implemented within the TIP cycle (2022‐2025) The FMPO Metropolitan Transportation Plan (MTP), adopted in September 2020, identifies a number of projects that meet those criteria. To provide some perspective on the amount of funds available, FMPO is in NMDOT District 5, which includes the Santa Fe metropolitan area, as well as much of northern New Mexico and even includes Torrance County southeast of Albuquerque. NMDOT projects an annual budget of about $25 million in federal transportation funds for the entire district (projects in the TIP have a variety of funding sources; the funding sources included in this call for projects only include the National Highway Performance Program (NHPP) and Surface Transportation Block Grant program (STBG). The TIP is developed on a rolling basis every two years so projects in the final two fiscally constrained years of the TIP may move to the first two years and should be considered funded. Additionally, projects in the final two unfunded years of the current TIP may move up as well, depending on funding availability and project readiness. CURRENT WORK  Staff is presenting this proposed meeting schedule for final review and considered adoption by the Technical Committee.  Staff will seek approval of the 2021 meeting schedule and Technical Committee Resolution 2020-1 at the December 9 Technical Committee meeting. ACTION ITEM  Staff recommends that the Technical Committee adopt the proposed 2021 meeting schedule and Technical Committee Resolution 2020-1. DISCUSSION: Mr. Koeppel presented the proposed 2021 Technical Committee meeting schedule and Technical Committee Resolution 2020-1. The schedule suggests returning to the rotation of meetings among the entities in 2021; however, Mr. Koeppel proposed that until health and safety restrictions are lifted and the Committee can actually resume in-person meetings, the physical meeting location be the MPO Office with continued virtual participation with GoToMeeting. There was Committee consensus on this recommendation to amend the proposed meeting schedule. ACTION: Ms. Escobar moved to adopt the 2021 Technical Committee meeting schedule as amended above. Right-of-way certifications have been submitted and the City of Aztec is working with the NMDOT’s right-of-way division to get those approved. Bloomfield – Jason Thomas East Blanco Bridge The project is under construction with expected completion in about a month and one- half. City of Farmington – Virginia King Foothills Drive Enhancement Phase II The City of Farmington is waiting on the construction agreement from NMDOT. East Pinon Hills It is anticipated that NMDOT will be conducting an environmental update in order to get the project moving. 20th Street Phase III Nine TCPs were donated, eight were acquired, and one went before the City Council on December 8. Once finalized, the right-of-way audit scheduled. San Juan County – Scott Martin Glade Run Recreation Area Trails This project has been closed out. CR 5500 Bridge The bid for this project was let on December 6 and the pre-phase conference is set for December 17. NMDOT – District 5 - Javier Martinez US 64 Widening This project is complete and all punch list items finalized. 5. REPORTS FROM NMDOT District 5 – Javier Martinez All NMDOT District 5 projects on STIP are on schedule and ready to go. Planning Bureau – Joseph Moriarty Mr. Moriarty thank MPO Staff for producing and posting on the website the Annual Listing of Obligated Projects. This is one of the many federal requirements necessary for the MPO and member agencies to be eligible to receive federal aid highway program funding. 48 6. The next one is planned for March 2021 to be hosted by Mid-Region Council of Governments in Albuquerque. Discussion and considered recommended approval of PM 1 and PM 2 Targets will be brought to the Technical Committee at the January 13, 2021 meeting. Adoption is required by the end of February 2021. 8. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF Mr. Thomas recognized Javier Martinez and his staff (James Mexia and Stephanie Medina) for their efforts in re-opening lines of communication between the entities and District 5.
