These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives.  Listed below are the projects currently on the FFY2020-2025 TIP.  The Policy Committee approved the new FFY2022-2027 TIP on May 27, 2021, which becomes effective on October 1, 2021. CALL TO ORDER Chair Porell called the meeting to order at 10:01 a.m. 2. APPROVE THE MINUTES FROM THE AUGUST 11, 2021 TECHNICAL COMMITTEE MEETING Ms. Escobar moved to approve the minutes from the August 11, 2021 Technical Committee meeting. Ms. King seconded the motion. The motion to approve the minutes passed with no opposition. 3. QUARTERLY EDUCATION Subject: Quarterly Education: Prepared by: Kathryn Leys, Associate Planner Date: September 8, 2021 PRESENTATION Staff will provide an overview of the data from the 2020 Census. 8 DISCUSSION: Kathryn Leys gave a quarterly educational presentation on the data made available from the 2020 Census redistricting data released on August 12, which provides a first look at the demographic characteristic of the local communities. Additional data in other formats is expected to be released by September 30, with even more detailed Census results released in 2022. (Please note that since Kirtland incorporated in 2015, data for that community is just now being collected.) The following is a summary of the five topic areas covered in the overview presentation: Population The MPO region overall saw a decline in population although there were pockets of growth: - In and around Farmington and the far northeastern sections of the MPO; o The largest area of growth was in the far western area of Farmington. - In Aztec in the neighborhoods near old Highway 173 and McWilliams Road; - In Bloomfield along US 550 to the north; - In San Juan County near Crouch Mesa; - In Kirtland a slight increase along US 64 and Road 6500. Race All communities saw an increase in the Native American population:  Largest increase – Farmington (41%)  Smallest increase – San Juan County (5%)  Other communities – Bloomfield (39%) and Aztec (19%) All communities saw a decline in the White population:  Largest decline – Bloomfield (-33%)  Other communities – Farmington (-21%); Aztec (-24%); San Juan County (-25%) Communities with significant changes in other race populations:  Increases seen in Bloomfield (12%) and San Juan County (7%)  Decreases seen in Farmington (-6%) and Aztec (-16%). Diversity Index The diversity index refers to the chance that two people chosen at random will be of different ethnic groups. Comparing 2010 and 2020 Census data, the greatest diversity changes occurred along US 64 between Bloomfield and Farmington. Aztec and areas south of Kirtland also noted significant changes in diversity. Hispanic or Latino This index follows the overall trends with the MPO experiencing a decline in the Hispanic or Latino population. Most communities saw a decrease in the Hispanic or Latino population: - Bloomfield (-8%) - Aztec (-6%) - San Juan County (-5%) Farmington was the only community to have an increase in the Hispanic or Latino population – (1.3%). 9 Over 18 Most communities saw a decline in the population over 18 years of age:  Greatest decline – Bloomfield (-8%)  Other communities – Aztec (-4%) and San Juan County (-3%) Farmington was the only community to see an increase (3%) in the population over 18. Ms. Leys presentation was a first look at the demographics from the 2020 Census. More information will be released in 2022 including urbanized area boundaries based on exact census numbers. Ms. Leys said she would share the presentation with the Committee members. 4. DISCUSSION: The Technical Committee members provided their TIP project updates: City of Aztec – Steven Saavedra Mr. Saavedra was unable to attend the meeting. City of Bloomfield – Jason Thomas Mr. Thomas was unable to attend the meeting. In an written update provided prior to the meeting, Mr. Thomas stated that the design revisions for the East Blanco Bridge are continuing and they plan to bid the project this winter. City of Farmington – Virginia King Foothills Drive Enhancement Phase II This project is under construction. East Pinon Hills Blvd. Extension, Phases I & II No update. 20th Street Phase III Bids for this project were to be opened on August 12; however, there were no bidders. The bid deadline was extended until September 13. 11 San Juan County – Nick Porell CR 5500 Bridge Replacement Last week, six girders were installed as part of Phase I. Phase I is scheduled for completion by October 20 and traffic will be moved to the first half of the new bridge. Demolition will then begin for replacement of the second half of the bridge. The project is on schedule for completion in the spring of 2022. Kirtland Schools Walk Path Extension The construction agreement was received. The project will be let later in September, advertised for a month, and then begin construction around the first of the year in order to avoid a winter shutdown. Glade Run Recreation Area Trails Extension This project is under construction through the end of the year. Currently working on a new bike skills park/jump track with expected completion in a couple of weeks. CR 6100 Pavement Rehab San Juan County received their notice of award for TPF funding. This project will be completed next summer. NMDOT – District 5 – Javier Martinez NM 173 Safety Improvements The City of Aztec received the utility certification and is on track to move the water line. District 5 will now move forward with the PS&E and get the project out to bid. US 550 Pavement Rehab NMDOT survey crews are working to complete the final survey for this pavement rehab project. NM 371 / N 36 NMDOT met with Navajo DOT and learned that they are working on their internal funding agreements. It is hoped to bid this project later this winter and begin construction next spring. Red Apple Transit – Andrew Montoya The new transit shelters ordered earlier this year were delayed due to COVID issues. Several expected delivery dates have passed and the shelters have now been delayed for powder coating. There is currently no new delivery date. 5. REPORTS FROM NMDOT Planning Bureau – Joseph Moriarty Mr. Moriarty was unable to attend the meeting. District 5 – Javier Martinez Mr. Martinez reminded the members to be watching for their TPF agreements to arrive. Chair Porell noted the poor pavement condition of US 64 between Farmington and Shiprock and asked if NMDOT had any resurfacing projects planned for this roadway 12 section. Mr. Javier reported that NMDOT has a maintenance project to resurface the area around Hogback, but available funding will not cover the entire stretch. If additional state funds do become available they will look at further improvements to this section of roadway. 6. INFORMATION ITEMS Subject: Information Items Prepared by: MPO Staff Date: September 8, 2021 INFORMATION ITEMS b. Status of RTP/CMAQ/TAP. PFFs for any projects being considered were submitted to MPO staff by August 13. Subsequently, MPO staff and applicants have scheduled meetings with NMDOT to go over the PFFs to make any necessary changes. Completed applications will be due to the MPO by September 30 to allow sufficient time for them to be evaluated for eligibility and completeness before submittal to NMDOT by October 29. DISCUSSION: Mr. Koeppel reported on several PFF meetings this week for the RTP/CMAQ/TAP project applications with the City of Farmington, San Juan County, and District 5. Some minor revisions may be necessary, but District 5 representatives deemed the projects feasible. The applications will be due to the MPO by mid-October and Mr. Koeppel will send a follow-up email on the application deadline. There were questions on the Buy America requirement for CMAQ funding. A potential eligible CMAQ project to improve emissions by purchasing electric vehicles cannot receive funding because the Buy America requirement for the steel used in the vehicle construction cannot be met. NMDOT is hopeful to have a successful waiver process available for the next round of funding. Sharon Cruz commented that NMDOT is 13 reluctant to award funds for a project that may be deemed ineligible due to not securing a timely Buy America waiver. 8. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF Chair Porell reported that Navajo DOT is ready to issue a draft of their long-range transportation plan soon. They are focusing on using good data, pavement condition indexes and traffic counts to make data-driven decisions for this new transportation plan. Chair Porell recommended contacting Larry Joe with Navajo DOT for more information. There was no additional business from the Chairman, Members and Staff. 9.
