Please contact the MPO Administrative Assistant if a summary or other type of accessible format is needed.  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Amendment #1 to the FFY2022-2027 TIP Prepared by: Peter Koeppel, MPO Officer Date: November 10, 2021 BACKGROUND  The first Call for Projects for the FFY2022-2027 TIP Amendment #1 was sent on October 19, 2021; a reminder sent out on October 31.  The Public Notice for Amendment #1 to the FFY2022-2027 TIP was published on the MPO’s website and in the Daily Times on October 31, 2021  The amendment includes the addition of one project: US-550 pavement rehabilitation from MP 161 to 168.3  The Technical Committee will consider recommending approval of proposed Amendment #1 and the Self-Certification for Amendment #1 to the Policy Committee on November 10 AMENDED TIP PROJECT(S)  US-550 pavement rehabilitation from MP 161-168.4 in federal fiscal year 2025 o Estimated cost $9.5 million ANTICIPATED WORK  Hold a public hearing on TIP Amendment #1 on November 10, 2021.  Consider recommending approval to the Policy Committee of TIP Amendment #1 and the Self-Certification.  Seek approval of the Amendment #1 and the Self-Certification at the November 18, 2021 Policy Committee meeting. ATTACHMENTS  The e-STIP description for projects in Amendment #1 to the FFY2022-2027 TIP.  The Self-Certification for Amendment #1 to the FFY2022-2027 TIP. ACTION ITEM  Staff recommends that the Technical Committee consider recommending approval to the Policy Committee of proposed Amendment #1 and the Self- Certification for Amendment #1 to the FFY2022-2027 TIP. APPLICABLE CITATIONS  § 450.328 TIP revisions and relationship to the STIP. 1  (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance areas for transportation-related pollutants, if a TIP amendment involves non- exempt projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. A copy of the approved TIP shall be provided to the FHWA and the FTA.  (c) The State shall notify the MPO(s) and Federal land management agencies when it has included a TIP including projects under the jurisdiction of these agencies in the STIP. 2 3  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #4 Subject: 2022 Annual Meeting Schedule Prepared by: Peter Koeppel, MPO Officer Date: November 10, 2021 BACKGROUND  Each year the Technical Committee approves a resolution ensuring compliance with the open meetings act and establishes its meeting schedule for the coming year.  Technical Committee meetings will continue to be held on the 2nd Wednesday of each month at 10:00 a.m. Meetings continue to be rotated among the entities to facilitate member attendance.  Virtual participation for meetings will continue to be provided. CURRENT WORK  Staff is presenting this proposed meeting schedule for review by the Technical Committee.  Staff will seek considered adoption of the 2022 meeting schedule and Technical Committee Resolution 2021-1 at the December 8 meeting. Oliver Street 5 6 7 8 9  FARMINGTON METROPOLITAN PLANNING ORGRANIZATION Agenda Item #5 Subject: National Performance Management Measures for Highway Safety Improvement Program (PM 1) Prepared by: Peter Koeppel, MPO Officer Date: November 10, 2021 BACKGROUND  23 CFR §490 Subpart B – National Performance Management Measures for Highway Safety Improvement Program (see attached).  The FHWA requires that MPOs establish targets for five (5) safety performance measures for all public roads in the MPO planning area within 180 days after the State establishes each target.  The five Performance Measures to be considered are: 1) Number of Fatalities, 2) Number of Serious Injuries, 3) Fatalities per 100 Million VMT (Vehicle Miles Traveled) or Fatality Rate, 4) Serious Injuries per 100 Million VMT (Vehicle Miles Traveled) or serious injury rate, and, 5) Number of Non- Motorized Fatalities and Non-Motorized Fatalities and Serious Injuries.  The first three targets are common measures and must be identical to the targets established for the Highway Safety Plan (HSP).  MPOs may either: Agree to support State targets OR Establish specific numeric targets for a safety performance measure (number or rate).  Reporting is done on an annual basis, leaving the choice to adopt State standards vs. establish MPO specific targets up to the MPO Policy Committee each year. CURRENT ISSUES & RECOMMENDATIONS  This item will be presented to both committees in November for their information. It will be brought back to both the Technical and Policy Committees in January for their recommendation/approval.  Staff recommends that the state targets be adopted for 2022.  FMPO Policy Committee action is due no later than February 27, 2022. Generally, the projected 5‐year moving average for each measure is the target. However, the 2020 preliminary data shows impact from the COVID‐19 public health travel restrictions and NMDOT’s Planning Division is proposing adjusting two of the measures to account for this. In each case where the projected 5‐year moving average is not the proposed 2022 target a justification is provided. The five performance measures are included as well as the VMT. In order to adjust to these fluctuations, we will use the targets that were set in the summer of 2020, prior to any COVID‐19 considerations and impacts. Committee members will have an opportunity to provide any needed feedback/updates/details regarding the status of current TIP projects. DISCUSSION: The Technical Committee members provided their project updates: City of Aztec – Steven Saavedra East Aztec Arterial The City of Aztec is working with their contractor to recertify the environmental and utility certificates to NMDOT. Costs for the project are increasing and the City Commission has had to budget more funds to complete the project. Additionally, an administrative change is needed to the TIP to re-appropriate $183,000 into design for FFY2021. Mr. Koeppel said administrative changes can be processed monthly and he would get this one completed. Mr. Saavedra added that the project should go to PS&E in March 2022. City of Bloomfield – Jason Thomas East Blanco Bridge The design revisions are underway and a right-of-way draft is ready for an additional piece of property to the southeast that will be purchased. The City is working on the environmental certification for the project. Mr. Thomas said the project is fully funded and expects it to be out to bid in December or January. City of Farmington – Isaac BlueEyes 20th Street There were no bids received on this project last month. It will be re-bid in December. Foothills Drive Phase II Construction is in progress following a slow start as there were delays in receiving materials. Red Apple Transit – Andrew Montoya The transit shelters were received. One shelter has been installed on Ojo Court near the Sobering House and another one is currently underway at Orchard Plaza. Mr. Montoya reported that installation is taking about two weeks per shelter, but he anticipates that all 16 shelters will be completed by the end of the year. San Juan County – Nick Porell CR 5500 Bridge Construction is moving smoothly and the first phase of the bridge should be open to traffic on October 27. Kirtland Schools Walk Path Extension This project is under review by the County’s purchasing office. Mr. Porell said they hope to work through contracts in December and issue a notice to proceed in mid- January to avoid a winter shutdown. 25 Glade Run Recreation Trails Extension This project is under construction. The bike park just outside the City of Farmington city limits was completed and it has already seen lots of use and enjoyment. CR 6100 Pavement Rehab The signed TPF agreement was sent back to NMDOT. NMDOT District 5 – Javier Martinez Mr. Martinez joined the meeting late, but commented that District 5 is working on the applications requesting LTP funding. Prior to Mr. Martinez joining the meeting, Mr. Moriarty stated that the MPO members had asked when they might receive the signed PFF forms from District 5 for the TAP/RTP/CMAQ funding. Mr. Koeppel said he would re-send that information to Mr. Martinez. Mr. Martinez said he would get the signed PFFs back to the entities as soon as possible. 5. REPORTS FROM NMDOT Planning Division – Joseph Moriarty FFY2022 began on October 1, 2021. A notice to proceed was issued to all the MPOs on September 30, 2021. The Planning Bureau is monitoring the 2020 Census updates and timelines. NMDOT may be required to adjust urban area boundaries throughout the state which may affect some MPO and RTPO boundaries. FHWA has informed NMDOT that a Federal Register notice regarding this issue will be published next spring. Mr. Moriarty anticipates minimal impact in the northern part of the state with Roswell being the most likely to be impacted. The FTP site upload information for the TAP/RTP/CMAQ applications will be in today’s Govt-to-Govt Update. Each application must be a single PDF and are due to NMDOT on October 29. NMDOT’s Strategic Highway Safety Plan Update meeting will be held on November 2. Please share the invitation with MPO members and entity staffs. Chair Porell asked if Mr. Moriarty would follow up with Mr. Martinez on receiving the signed PFFs from District 5. Mr. Koeppel added that all the MPO applicants need the signed PFFs returned. District 5 – Javier Martinez Mr. Martinez had no additional information to report. 5. FHWA and NMDOT have offered consulting services to the FMPO to conduct a Local Road Safety Plan. DISCUSSION: Mr. Koeppel reported that MPOs had been offered the opportunity to participate and/or work with a consultant and FHWA on a local road safety program for the MPO region. Staff has expressed interest in the program as this effort will help to identify projects in the area eligible for federal funding for all types of users. The consultant is already working on a similar effort with Navajo DOT so this could work well on a county-wide basis. Mr. Koeppel thanked Chair Porell, Mr. Thomas and Mr. BlueEyes for participating in the recent regional ITS architecture update discussion. They are working with the NMDOT consultant on a regional update to work on signal timing optimization, monitoring traffic, cameras, etc. The MPO appreciate all the time and assistance from the entities. Chair Porell commented on the possibility of collaborating with NMDOT and using their NM Roads platform for upload and post local road conditions such as construction work, accidents, and/or snow conditions. Chair Porell said he would look into this further and Mr. Koeppel offered MPO assistance as well. 7. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF Mr. Saavedra reported that the City of Aztec is moving forward with moving the water line for NMDOT’s safety improvement project on NM 173. The City’s Public Works Director is looking to advertise the project soon with an anticipated award in December and construction beginning in January 2022. Mr. Martinez was able to join the meeting and replied that the NM 173 project is scheduled to go out to bid next month with the notice to proceed and construction beginning sometime in the spring of 2022. 27 Chair Porell reported that the New Mexico State University Extension Office in Aztec has an open house scheduled for October 14 at 4:00 p.m. at a new community farm they recently opened. Anyone interested is encouraged to attend. There was no additional business from the Chairman, Members and Staff. 8.
