These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives. ▪ Listed below are current entity projects some of which are part of the FFY2022-2027 TIP. ▪ The Policy Committee approved the new FFY2022-2027 TIP on May 27, 2021, which became effective on October 1, 2021. CALL TO ORDER Chair Porell called the meeting to order at 10:00 AM. 2. APPROVE THE MINUTES FROM THE JUNE 8, 2022 TECHNICAL COMMITTEE MEETING Ms. Escobar moved to approve the minutes from the June 8, 2022 Technical Committee meeting with correction. Mr. Thomas seconded the motion. The motion to approve the minutes passed unopposed. 3. FFY2022 – 2027 TIP Amendment #5 Subject: FFY2022 – 2027 TIP Amendment #5 Prepared by: Peter Koeppel, MPO Officer Date: August 10, 2022 INFORMATION ITEMS 26 This item was postponed to a later date. 4. DISCUSSION: Aztec – Steve Saavedra F10091 – East Aztec Arterial Phase III: TIP Amendment, NMDOT take back funds. F100410 – McWilliams Road: Design is complete Bloomfield – Jason Thomas F100300 – 2.8-Acre property, waiting for ROW certification. Farmington – Virginia King F100099 – Foothills Drive Enhancement Phase II: The contractor is still working on some of the punch list items identified by both DOT and the City of Farmington. Once this is complete, they city will start closing out the project. F100100, F100101, & F100102 – East Pinon Hills Blvd Extension Phase I: City Council to accept the agreement for $920,000 - BHI. 27  F100132 – 20th Street Phase III: This is still in construction started on May 2nd and construction is in progress. FEUS will still need to replace utility poles before the project can be completed. F100390 – Foothills Drive Phase III: Tierra Right-of-Way Services is going to start reaching out to property owners and start an appraisal to acquire the remaining two Construction Maintenance Easements and three Temporary Construction Permits. The Public Meeting for this project is scheduled to be held Monday, August 15, 2022. Red Apple Transit: Mr. Montoya reported three new busses inbound in the next 30 days. Kirtland – Dan Flack F100420 & F100430 – CR 6405 & CR 6411: Mr. Flack is waiting on the Town of Kirtland to approve the bidding process and put out advertising. San Juan County – Nick Porell F100021 – East Pinon Hills Blvd Extension Phase III: The County is working with NMDOT to get agreements in place, one for design and one for right-of-way. The right-of-way agreement is still waiting on FHWA funds, which is congressionally earmarked for the one and a quarter million dollars from Senator Heinrich’s office. That agreement is still being processed in Washington DC. F100320 – Kirtland Schools Walk Path Extension: The substantial completion walk through was Tuesday, August 9, 2022. They are working on the punch list with expected completion in early September. F100360 & F100370 – CR 3000 & CR 3500 Bridge Replacement: The design contract has been awarded to TYlynn from Albuquerque. The county is working to narrow down the scope of the project. F100380 – CR 6100 Pavement Rehab: Paving is expected and waiting on final invoice so this can be closed out. F100400 – Lower Animas Valley River Trail: There is an executed agreement with New Mexico Economic Development Department. It is a $500,000 project with matching funds from San Juan County, the City of Farmington and the City of Aztec. The consulting agreement is out to bid, with a preproposal meeting next week. NMDOT – Javier Martinez F100170 – NM 173: Construction has begun. F100350 & F100351 – NM 173/Navajo 36: Their legal team is working on the agreement, when that is completed, the plans will go out to bid. F100340, F100341, & F100342 – US550 Pavement Rehab: They had the PS&E two weeks ago and will go out to bid soon, with construction to begin. 28 5. NM-173 SAFETY DISCUSSION Chair Porell stated that three to four years ago David Quintana, former NMDOT District 5, MPO Liaison had been contacted by a number of residents from the Navajo Dam area who use NM 173 as their route to Aztec and have safety concerns on that route. Chair Porell attended a meeting a few weeks ago about the safety concerns on NM 173. A large group of residents from the Navajo Dam area, District Engineer Paul Brasher, District 5 Transportation Commissioner, Senator Steve Neville and County Commissioner, for that district, Steve Lanier attended. At the meeting, District Engineer Brasher acknowledged a substantial upgrade project was needed on NM 173. Chair Porell asked Javier Martinez, NMDOT District 5, if he could get some information in the STIP for a wholesale analysis and reconstruction project for NM 173. Chair Porell recalled at the original meeting, they discussed an MPO resolution. Chair Porell asked MPO Officer Koeppel to research and locate any notes and/or a possible MPO Resolution from that meeting. Chair Porell stated he would like to see information regarding this project put into the STIP; so as not lose sight of it again. If NMDOT is not prepared to add that information to the STIP. Chair Porell would like the MPO Technical Committee to vote on a recommendation for the Policy Committee to have a recommendation from the MPO that NMDOT prioritize the project. Ms. Escobar agreed and added they should look for Economic Development money, MPO Officer Koeppel added there may be safety money available. Mr. Koeppel confirmed he would look for any past resolutions. Mr. Martinez added in order to put this into the STIP it would need to be brought into the four-year cycle when it is fiscally constrained. Mr. Martinez also believes they will have to look for a special type of funding from the legislature. Chair Porell would like to put together a resolution of support for the project. 6. REPORTS FROM NMDOT Planning Bureau – Shannon Glendenning Ms. Glendenning let the committee know NMDOT has developed a network screen- reporting tool available on their public website. This is a technical analysis of historic crashes used to predict the most beneficial place for safety improvements. There is an inter-state screening tool as well that looks at DOT roads you can use in your prioritization. USDOT developed a navigation tool so you can look at all the different funding options as they come through. The Safe Street for all notice of funding opportunity was amended, and another area is working on a safety plan. There is a virtual meeting hosted by the USDOT Build America Bureau from 1:00 to 3:00 aimed at tribal and local public agencies about their resources. They will be talking about low interest loans and tools that can help with the project development. District 5 – Javier Martinez 29  Mr. Martinez reminded the committee the Commission meeting will be in Farmington next Thursday, in the Civic Center, at 8:30 am. The NMDOT District 5 staff, the commission, upper management and the new secretary will all attend. He added the transportation project plans will be on the agenda. They will be approving the projects that were selected. MPO Officer Koeppel added he had a phone call from a concerned citizen regarding US 64. They wanted to know if NMDOT would consider placing “slower traffic, keep right” signs on that corridor. Mr. Koeppel wanted to pass that along for their consideration. Mr. Martinez had also talked to the concerned citizen and let them know that because there are left turns from US 64, they are unable to post “keep right: signs. 7. INFORMATION ITEMS Subject: Information Items Prepared by: MPO Staff Date: August11, 2022 INFORMATION ITEMS a. Final FMPO ITS Architecture The consultants finished the regional ITS Architecture it is available on line. There will be link on the web site b. Bike/Ped Plan Update Toole Design Group is the consultant. They will be invited to call in to the next meeting to provide an intro and overview of the project. c. Local Road Safety Plan Update We are waiting for the final document to be produced. d. Functional Class Update We are waiting for the Census to be complete. DISCUSSION: Mr. Koeppel informed the committee the MPO submitted the regions TPF applications. The MPO is looking to know who was awarded funding later in the summer. Mr. Koeppel also informed the committee that the next meeting will be held July 13th in San Juan County. 8. BUSINESS FROM THE CHAIRMAN, MEMBERS AND STAFF 30  Steve Saavedra, City of Aztec asked if there type of consideration for a sidewalk action plan? The City of Aztec is looking at applying for a Community Development Block Grant. Peter Koeppel replied there is a sidewalk inventory of sorts that identifies gaps from a sidewalk. Mr. Koeppel stated they could consider adding it to the Bicycle Pedestrian Plan. Chair Porell feels a section in the Bicycle Pedestrian Plan would make sense. Ms. Glendenning added the Santa Fe MPO had a list of the top 20 sidewalk projects and they built that into their planning documents. She added there is also funding opportunities, like transportation alternatives. 10. PUBLIC COMMENT ON ANY ISSUES NOT ON THE AGENDA There was no public comment on any issues not on the agenda. 11. ADJOURNMENT Ms. Escobar moved to adjourn the meeting. Mr. Thomas seconded the motion. The motion passed with no opposition.
