These monthly reviews help correct inconsistencies in the TIP, STIP, the MPO’s MTP, Agreement Request Forms (ARFs), etc. and provide for discussion among the members and NMDOT representatives. ▪ Listed below are current entity projects some of which are part of the FFY2022-2027 TIP. ▪ The Policy Committee approved the new FFY2022-2027 TIP on May 27, 2021, which became effective on October 1, 2021. Local and tribal governments in New Mexico are eligible to apply for Michelle Lujan state funded grants. Eligible projects are in the following categories: (1) environmental and other Grisham studies; (2) planning; (3) design; (4) construction; and (5) acquisition of rights of way necessary for the Governor development of transportation infrastructure, which includes highways, streets, roadways, bridges, crossing structures and parking facilities, including all areas for vehicular, transit, bicycle or pedestrian use for travel, ingress, egress and parking. BICYCLE/ PEDESTRIAN PLAN UPDATE (moved to be item 5 rather than 3) Prepared by: Aaron Sussman 11 Current standing: half way through the project. Transition from first phase of public outreach and next is to go to recommendations in the plan’s update. -review survey results -how proposed to update regional bike network Survey open for 4 months Oct. –Jan., 207 responses Most respondents were in FMTN. Large demographic spread. Interactive map thousands of responses in process of reviewing the data. Nov. 7, 2022 there was an open house at Civic Center there were 20 attendees. Frequency of Walking Trips graph, primary reason is health/ exercise, environmental. benefits, destinations were the top three reasons. Barriers to walking: traffic speed/ safety, destinations are too far away, personal security concerns were top three reasons. Level of comfort on different facility types graph Frequency of bike trips: 60% do 40% don’t bike – recreation trips dominates the reason for biking Barriers to biking more: traffic speed/ safety, lack of facilities, and bike lanes are too narrow are the top barriers Level of comfort biking on Different Facility Types graph 12 Key takeaways: most biking/ walking trips are for recreation, but there are some that do other times and if there were more infrastructure there may be more use (more connections) Recommendations: 4 steps: 1. Assign complete street facility type designations to existing/ proposed bikeways 2. Evaluate gap between existing and desired conditions – based on LTS and street facility type design guide 3. Identify projects that address gaps/ deficient bikeways 4. Prioritization applied to project locations to create priority lists Purpose of Network Evaluation: how comfortable are existing bikeways for different types of bicyclists? Want to expand the users. Separation from traffic by bicyclist type – more comfortable Level of Traffic Stress – tool to measure biker comfort, facility widths, traffic volume, speed etc. 1-4 increases as speed and volumes go up Greater separation for bikes and pedestrians = increased comfort 13 Maps with the bicycle lanes – the overlay of the LTS scores – Complete streets Facility Types – where we complement the network with the facility type that makes sense with the network Creating fact sheets for modal priority for the facility types across the FMPO area. PM 3: FFY2023 TARGETS FOR SYSTEM PERFORMANCE/ FREIGHT/CMAQ Prepared by Peter Koeppel Subject: FFY2023 Targets for System Performance/Freight/CMAQ (PM 3) Prepared by: Peter Koeppel Date: February 8, 2023 BACKGROUND ▪ 23 CFR §490 – 2019 Targets for System Performance/Freight/CMAQ (PM 3) ▪ The FHWA requires that MPOs establish PM 3 Measures as follows: 1) Two measures to assess system performance: a. Percentage of person-miles traveled on the interstate system that are reliable; b. Percentage of person-miles traveled on the non-interstate National Highway System (NHS) that are reliable; 2) One measure to assess freight movement: a. Truck Travel Time Reliability (TTTR) index; 3) Three measures to assess the CMAQ Program: a. Annual hours of peak-hour excessive delay per capita – NM is not required to set a target for this measure; b. Percent on non-single occupancy vehicle (SOV) travel – NM is not required to set a target for this measure; c. On-road mobile source emissions reductions – NM is in non-attainment for Particulate Matter (PM) 10 in one area covered by the El Paso Metropolitan Planning Organization (EPMPO). ▪ MPOs may agree to support State target OR establish their own targets. The FMPO proposes to adopt the NMDOT targets for PM 3. CURRENT ISSUES & RECOMMENDATIONS ▪ Staff recommends that the state targets be adopted for 2023 ▪ FMPO Policy Committee action is due no later than May 21, 2023 ATTACHMENTS ▪ NMDOT’s Performance Measure (PM) Target Report for PM 3 for FFY2023 ▪ Proposed Policy Committee Resolution 2023-2 regarding PM 3 Targets. ACTION ITEM ▪ Hold a public hearing on the PM 3 Performance Measure Targets and the proposed PC Resolution 2023-2. ▪ Consider recommending approval of the PM 3 Performance Measure Targets and proposed Policy Committee Resolution 2023-2 to the Policy Committee. APPLICABLE CITATIONS Requirement for MPOs to establish performance targets for Federal-aid highway measures and public transportation established by USDOT. ▪ 23 USC 134(h)(2) ▪ 49 USC 5303(h)(2) ▪ 49 USC 5304(d)(2) 15  Requirements to include discussion in the metropolitan and statewide improvement program as to how the planned program will achieve State/MPO targets: ▪ 23 USC 134(j)(2)(D) ▪ 23 USC 135(g)(4) ▪ 49 USC 5303(j)(2)(D) ▪ 49 USC 5304(g)(4) Discussed PM 1 last month, now PM 3 overall addresses congestion reduction, system reliability, and freight movement. Work towards achieving these targets, 6 performance measures only 1 applies to our region as we have no interstates that go through our MPO region. Only measure that is non-interstate NHS reliable time travel. Chart of reliability trends – in the green (pink is construction in 2014), therefore, we have an extremely reliable system. Have 180 days to adopt state targets or create our own. Staff recommendation is that TC recommends PC to adopt state targets. There was no discussion. There were no public comments. AMENDMENT #7 TO FFY2022-2027 TIP Prepared by: Peter Koeppel Subject: Amendment #7 to the FFY2022-2027 TIP Prepared by: Peter Koeppel, MPO Officer 16  Date: February 9, 2022 BACKGROUND ▪ The Public Notice for Amendment #7 to the FFY2022-2027 TIP was published on the MPO’s website and in the Daily Times on February 5, 2023. ▪ The amendment includes the modification of one project: US 550 Pavement Rehab Phase III (Project ID: F100342) ▪ The Technical Committee will consider recommending approval of proposed Amendment #7 and the Self-Certification for Amendment #7 to the Policy Committee on February 9 AMENDED TIP PROJECT(S) ▪ US-550 pavement rehabilitation from MP 168.3-174.5 in federal fiscal year 2027 o Estimated cost increased from $20 million to $25 million ANTICIPATED WORK ▪ Hold a public hearing on TIP Amendment #7 on February 8, 2023. ▪ Consider recommending approval to the Policy Committee of TIP Amendment #7 and the Self- Certification. ▪ Seek approval of the Amendment #7 and the Self-Certification at the February 23, 2023 Policy Committee meeting. ATTACHMENTS ▪ The e-STIP description for projects in Amendment #7 to the FFY2022-2027 TIP. ▪ The Self-Certification for Amendment #7 to the FFY2022-2027 TIP. ACTION ITEM ▪ Staff recommends that the Technical Committee consider recommending approval to the Policy Committee of proposed Amendment #7 and the Self-Certification for Amendment #7 to the FFY2022-2027 TIP. APPLICABLE CITATIONS ▪ § 450.328 TIP revisions and relationship to the STIP. ▪ (a) An MPO(s) may revise the TIP at any time under procedures agreed to by the cooperating parties consistent with the procedures established in this part for its development and approval. In nonattainment or maintenance areas for transportation-related pollutants, if a TIP amendment involves non-exempt projects (per 40 CFR part 93), or is replaced with an updated TIP, the MPO(s) and the FHWA and the FTA must make a new conformity determination. In all areas, changes that affect fiscal constraint must take place by amendment of the TIP. The MPO(s) shall use public participation procedures consistent with § 450.316(a) in revising the TIP, except that these procedures are not required for administrative modifications.) After approval by the MPO(s) and the Governor, the State shall include the TIP without change, directly or by reference, in the STIP required under 23 U.S.C. 135. In nonattainment and maintenance areas, the FHWA and the FTA must make a conformity finding on the TIP before it is included in the STIP. A copy of the approved TIP shall be provided to the FHWA and the FTA. ▪ (c) The State shall notify the MPO(s) and Federal land management agencies when it has included a TIP including projects under the jurisdiction of these agencies in the STIP. Yes, will give update to her (that and Pinion Hills construction) district not in control of funding – explain situation (when funds expired, but not sure) DISCUSSION: Nick Porell: Construction 550 north of Aztec – when is the anticipated start date?
